How to Find and Reduce Idle Capacity in AKS

Find the source of idle AKS capacity by comparing workload requests with average and peak use, then right-size workloads and node capacity while accounting for bursts and provisioning delays.

To reduce idle costs in Azure Kubernetes Service (AKS), compare what workloads request with the CPU and memory they actually use, then check whether the cluster has more node capacity than those workloads need. Right-size workload requests and coordinate workload and node autoscaling, while preserving enough headroom for peaks and the time it takes to provision capacity.

What “low utilization” means in AKS

AKS idle costs can arise when resources are provisioned but not doing useful work. Microsoft identifies overprovisioning, low utilization, and resource waste as contributors. A workload may request substantially more CPU or memory than it uses, or a cluster may have more nodes than its workloads require. Both can leave paid capacity idle. Microsoft’s AKS idle-cost guidance describes these causes.

Utilization is not a single number that tells you whether a cluster is healthy. A low average can point to persistent excess capacity, but it can also conceal short bursts that need room to run. Look at workload-level and cluster-level CPU and memory, requests, average and peak use, and node count together. The goal is not to maximize utilization at any cost: workloads still need capacity for spikes, scheduling, and reliability.

How to diagnose excess capacity

  1. Establish a baseline. Record workload CPU and memory requests alongside observed average and peak use. Check node count and cluster-level resource use as well as individual workloads; one overall utilization percentage can hide where capacity is being held.
  2. Locate the idle capacity. Determine whether it comes from oversized container requests, more nodes than current workloads need, demand that has fallen after a burst, or spare capacity deliberately retained for uncertainty. Microsoft notes that performance concerns, bursty workloads, and a desire for spare capacity can all lead teams to overprovision.
  3. Check scheduling and application behavior. If pods are waiting to be scheduled or performance is poor, adding nodes is not automatically the answer. Review resource use and scheduling policies to distinguish a true capacity shortage from placement constraints or an application bottleneck. Microsoft’s AKS performance and scaling guidance recommends monitoring utilization and scheduling behavior.
  4. Compare spend with resource data. Use resource metrics alongside cost data to see whether idle capacity is affecting spend and where. Microsoft points to AKS Cost Analysis and broader Azure cost management for cost visibility; consult its AKS cost-optimization guidance for the available approaches.

Choose the right scaling control

Different controls act on different parts of the system. Using them as if they solve the same problem can produce confusing or competing changes.

Control What it changes Useful for Trade-off or coordination point
Vertical Pod Autoscaler (VPA) Recommends or adjusts per-container resource requests and limits based on historical use. Workloads whose CPU or memory sizing does not match observed behavior. Allow time to gather representative usage data before applying recommendations; coordinate with other workload autoscalers.
Horizontal Pod Autoscaler (HPA) Changes the number of workload replicas. Workloads that should respond to changing demand by running more or fewer instances. Coordinate its workload metrics and behavior with VPA so the two controls do not drive overlapping responses.
Cluster autoscaler Changes the number of nodes in response to resource needs and scheduling constraints. Adding capacity for pending pods or removing nodes that workloads no longer need. Scale-down can reduce idle capacity, but new workloads may wait while replacement capacity is provisioned.
Node auto-provisioning Selects and provisions node capacity for cluster needs. Matching the kind and amount of node capacity to workload requirements. Consider the workload’s availability needs and the delay involved in obtaining capacity.
Manual resizing Changes workload sizing or node capacity through operator decisions. Teams that want to make deliberate changes after reviewing usage and scheduling behavior. Requires ongoing review as workload demand changes.

Microsoft describes these options in its AKS cost-optimization recommendations and performance and scaling best practices.

Right-size without removing necessary headroom

Adjust workload requests using observed use

Requests influence how Kubernetes schedules pods, so requests far above typical use can make capacity appear unavailable to other workloads even when the requested resources are not being consumed. Compare requests with both average and peak CPU and memory. Average use helps reveal persistent over-allocation; peaks help show whether a proposed reduction would leave a workload short during bursts.

Review limits as well as requests, but do not treat them as interchangeable: requests inform scheduling, while limits constrain resource use. Set changes in stages and observe the effect on performance and scheduling rather than simply lowering every value to match an average.

Give VPA representative history

For VPA, Microsoft recommends allowing at least 24 hours to collect recommendation data before applying changes. That is a minimum stated in its guidance, not a guarantee that one day captures every workload’s cycles. Workloads with infrequent or unpredictable peaks may need a longer observation period to produce a representative basis for decisions. See Microsoft’s performance and scaling guidance.

Keep VPA and HPA signals distinct

VPA concerns per-container resource sizing; HPA changes replica count. Microsoft describes combining VPA with HPA on custom metrics to avoid overlapping responses, and recommends letting VPA gather historical data before applying changes. Choose signals deliberately so a change in resource sizing does not trigger an unintended replica response, or vice versa. The appropriate setup depends on the workload and metrics; the cited guidance does not establish one universal configuration.

Match node capacity to workload timing

Cluster autoscaling can add nodes when pods cannot be scheduled for lack of resources and remove capacity that is no longer needed. The cost benefit of scaling down has to be weighed against how quickly the workload needs capacity again: a new burst may have to wait for nodes to be provisioned. Decide how much spare capacity to retain based on workload variability, performance needs, and tolerance for that wait.

Steady workloads with consistently low use may be candidates for more aggressive rightsizing. Bursty or unpredictable workloads may justify a buffer, especially where a delay in adding capacity would affect service. That buffer is a deliberate reliability and responsiveness choice, not automatically waste; measure its cost against the risk of insufficient capacity.

Verify the result after each change

After changing workload sizing or node scaling, recheck requests, average and peak CPU and memory, node count, scheduling, and cost. Evaluate cost and performance together. A lower utilization figure alone does not establish improvement if latency rises, pods remain pending, or reliability suffers. If those symptoms appear, revisit the sizing or scaling decision and identify whether the constraint is workload resources, node capacity, scheduling, or application behavior.

Microsoft documents the causes of AKS idle costs and the available optimization mechanisms, but the cited guidance does not quantify how widespread underutilization is across AKS clusters or establish a universal savings target. Treat the diagnosis as cluster-specific: measure your own workload demand and spend before deciding how much capacity to remove.
