A valid JWT signature proves only that a cryptographic check succeeded with the verifier’s chosen key and algorithm. It does not prove that the token came from the issuer your application trusts, was meant for this service, is still valid, or belongs to the right workflow. A secure verifier checks all of those conditions before granting access.
What does a valid JWT signature actually prove?
A JSON Web Token (JWT) carries claims, but those claims are not automatically trustworthy. A signature check can establish that a token’s signed contents have not changed and that the check succeeded under a particular key and algorithm. The application must still decide whether that key, issuer, recipient, time window, and token purpose are appropriate for the request.

As RFC 7519 puts it: “The contents of a JWT cannot be relied upon in a trust decision unless its contents have been cryptographically secured and bound to the context necessary for the trust decision.” The RFC’s point is broader than signature verification alone: the token must be secured and validated in the context where it is used.
JWT is a claims format, not a complete authentication policy. Treating a decoded payload or a “signature valid” result as a complete authorization decision is the central mistake behind many JWT vulnerabilities.

Which JWT vulnerabilities can make authentication unsafe?
Trusting the token’s algorithm choice
The JWT header is input supplied with the token. If a verifier lets its untrusted alg value choose arbitrary verification behavior, an attacker may be able to steer how the application checks the token. RFC 8725 describes historical cases in which implementations accepted a token changed to alg: none without verifying a signature. It also describes RS256-to-HS256 confusion: a verifier incorrectly treated a public RSA key as an HMAC secret.
These are implementation failures, not proof that every JWT library is vulnerable. The verifier should take its permitted algorithms from trusted application configuration, require the received algorithm to match the verification operation, and bind each key to exactly one algorithm. RFC 8725 notes that none can be acceptable when another mechanism protects a token end to end; it is not a safe general-purpose substitute for signature verification. See RFC 8725, section 3.1.
Using a guessable HMAC secret
With an HMAC signature such as HS256, every service that can validate tokens using the shared secret can also create valid tokens. A weak, human-memorable secret may also be vulnerable to offline guessing if an attacker obtains a token. The operational risk is therefore twofold: poor secret entropy can expose the signing key, and sharing that key gives every holder the power to issue tokens accepted by the other services that trust it.

Use a high-entropy secret managed as a secret, and limit which services receive it. If independent verifiers should not be able to mint tokens, consider an asymmetric signing model in which token issuance and verification use different keys. The appropriate choice depends on the protocol profile and which services must be trusted to issue credentials; OWASP discusses the trust implications of shared MAC keys, and RFC 8725 covers key entropy and algorithm considerations.

Accepting the right signature from the wrong issuer or for the wrong audience
A token can be cryptographically valid and still be unacceptable to your service. The iss claim identifies an issuer; aud identifies the intended recipient or recipients. An application must compare them with the issuer and audience it expects, rather than accepting whatever values appear in the token.
Bind verification keys to the expected issuer using trusted configuration or an authenticated metadata mechanism. Do not use a token’s own issuer claim as the sole authority for deciding where to obtain its key. When an issuer serves multiple relying parties, check that the token’s audience includes the current service. OWASP’s guidance illustrates resolving keys from the expected issuer’s key set and checking the recipient against aud: JSON Web Token Cheat Sheet Series.
Ignoring expiration or the token’s required profile claims
For API access control, OWASP recommends requiring and validating iss, aud, and exp by default, then enforcing any additional claims required by the application’s token profile. Check nbf when the profile requires it or the token includes it. A token past its exp time should not be accepted merely because its signature remains valid.
Claim requirements depend on the application’s profile; the JWT specification does not make every registered claim universally mandatory. Validate sub when the application uses it to identify a subject, and define what values and semantics are acceptable. OWASP’s REST Security Cheat Sheet discusses requiring and validating the claims relevant to API access.

Accepting one kind of JWT where another is expected
Applications sometimes use JWTs for different purposes, such as API access and logout. If those token classes share keys and overlapping validation rules, a token created for one workflow may be accepted in another. RFC 8725 calls for mutually exclusive validation rules so that one class cannot pass as another.
For new JWT uses, define a token profile that makes its purpose distinguishable. Depending on the application, separation can use explicit typ values, distinct required claims, different keys, different audiences, or different issuers. The important property is that the verifier for one purpose rejects tokens belonging to another; see RFC 8725, sections 3.11–3.12.
Letting header values control key lookup
Header fields such as kid, jku, and x5u are untrusted input. An unsafe kid used directly in a SQL or LDAP query can create an injection risk. Blindly following a token-provided jku or x5u can make the server fetch an attacker-chosen URL, creating a server-side request forgery risk.
Constrain kid to safe selector logic and known keys. Restrict key retrieval to trusted sources; do not fetch arbitrary URLs supplied by a token. These header-handling risks and mitigations are covered in RFC 8725, section 3.10.

How should a verifier decide whether to accept a JWT?
Acceptance should be a set of explicit checks for the application’s token profile, not a single “valid signature” result. OWASP provides a PyJWT example that uses a configured algorithm list, expected issuer and audience values, and requires exp, iss, and aud. Adapt that pattern to the library and profile actually deployed; an example is not a substitute for testing the application’s verifier.
- Set permitted algorithms in trusted server-side configuration, independently of the token header.
- Use a verification key associated with the expected algorithm and issuer; reject a failed signature or other failed cryptographic check.
- Check the expected
iss, the recipientaud, andexp; validatesub, nbf, and other claims when the profile uses or requires them. - Make token-purpose rules mutually exclusive, so a token from one workflow cannot pass another workflow’s verifier.
- Validate
kidsafely and obtain keys only from trusted sources. - For HMAC, assess both secret entropy and whether every service holding the secret is trusted to issue tokens.
- Decide whether logout or session termination must invalidate a token before it expires.

There is no single key or session architecture that fits every application. Choose according to the protocol profile, the services that must trust one another, and the threat model.

|---|---|---|
| Algorithm and key model | Shared-secret MAC | Each verifier holding the secret can also issue tokens; compromise of a holder can affect other services sharing it. |
| Algorithm and key model | Asymmetric signing | Can separate token issuance from verification when independent verifiers should not be able to mint tokens. |
| Token-purpose separation | One broad validation rule | Overlapping rules can allow a token intended for one workflow to pass in another. |
| Token-purpose separation | Explicit types and mutually exclusive profiles | Distinct types, required claims, keys, audiences, or issuers can prevent cross-purpose acceptance. |
| Key discovery | Issuer-bound trusted key set | Associates keys with an issuer chosen through trusted configuration or authenticated metadata. |
| Key discovery | Token-directed or unbounded lookup | Unsafe selectors or arbitrary token-provided URLs can create injection or server-side request forgery risks. |
| Revocation | Validity windows alone | A token may remain usable until expiration if the application has no separate early-invalidation mechanism. |
| Revocation | Server-side denylist or session-state mechanism | Can support early invalidation when logout or session termination must take effect before expiration; OWASP describes a denylist keyed by a server-issued jti. |
The table describes trade-offs, not universal prescriptions. In particular, short-lived tokens and server-side revocation address different needs: the right choice depends on whether the application must enforce an explicit logout or termination before the token’s expiration.

How can you check an existing verifier safely?
Review the deployed validation path, not just the token’s decoded contents or a library’s default behavior. In a test environment, use tokens that should fail and confirm the application denies them at the authorization boundary. Useful negative cases include a changed payload or signature, an unsupported algorithm, an unexpected issuer or audience, an expired token, a token missing a profile-required claim, and a token of the wrong purpose.
Also inspect configuration and key handling: confirm the allowed algorithm list comes from the application, key selection is constrained, and token header URLs do not trigger arbitrary network requests. For an HMAC deployment, verify that the secret is high entropy and identify every service that holds it. If early logout is a requirement, verify that the application has an explicit invalidation mechanism rather than assuming expiration handles it.
Do not infer prevalence from these failure modes. RFC 7519 was published in May 2015 and RFC 8725 in February 2020; those dates identify the standards, not a percentage of vulnerable JWT deployments or a count of affected libraries.
