Search Madrid’s private rental market and official affordable-housing routes at the same time. Use the city’s rent-reference data to set a baseline, compare each home’s full monthly and upfront cost, and confirm that the contract is for a habitual residence before you commit. Program eligibility and application windows vary, so check the current official rules and availability directly.
Start with the housing routes that fit your situation
The Community of Madrid’s housing guidance frames the starting point as “Necesito una vivienda.” You do not have to choose only between private listings and public housing: the regional government describes free-market rentals, public stock and private-promoter housing, alongside its own rental-intermediation service.

Private rentals and Plan Alquila
Direct private-market listings are one option. Plan Alquila is the Community of Madrid’s rental-intermediation service; consult its official service page for current details and application information. Treat other listing services as independent unless their official status is explicitly established.

Plan Vive affordable rentals
Plan Vive offers affordable-rental promotions in multiple municipalities across the region. Its published general criteria include being an adult or emancipated minor, having Spanish nationality or legal residence in Spain, using the home as a permanent and habitual residence, and not owning another home. Applicants must also fall within the applicable IPREM income band, and total annual rent must not exceed 35% of the household unit’s net annual income.

Those are not enough to determine whether a particular person qualifies: the Community announced rule changes on 8 April 2026, including revised income bands for two-person households, use of more recent available tax data and changed preference criteria. Review the current Plan Vive page, governing rules and the specific promotion’s registration terms before applying. Its page lists locations, phases and registration links; availability can differ by development.
The Community reported 6,419 homes delivered through September 2026, against a 16,500-home ambition, with 10,000 homes in tender, construction or allocation phases. These are program delivery and pipeline figures, not a count of rentals currently vacant and open to applicants.

EMVS and other public-housing routes
Madrid City Council’s Empresa Municipal de la Vivienda y Suelo (EMVS) is separate from Plan Vive. In June 2026, the city announced a regulation in preparation intended to include middle-income households and enable rent-to-buy in some homes. Check whether that regulation has taken effect, along with current eligibility and registration windows, on the EMVS website before treating those options as open.

Those figures describe the portfolio and pipeline, not vacant homes available now. The regional Agencia de Vivienda Social has a distinct rent-reduction procedure for its existing tenants; it is not a general grant for someone newly renting privately.

Check the current call before counting on rent aid
A standing information page does not necessarily mean applications are open. The Community of Madrid’s “Ayudas al alquiler de vivienda y jóvenes” page lists a filing period of 1 November to 15 December 2024 and later adjudication or document-processing milestones. Its published rent ceilings are €600 a month for a dwelling and €300 for a room, rising to €900 and €450 in specified cases and municipalities, including Madrid. These thresholds may help explain the scheme’s eligibility, but they do not establish a current application window.
The regional Bono Alquiler Joven page also contains historical resolution and payment-related entries. Check both the rental-aid page and the Bono Alquiler Joven page for a live call, deadlines and current conditions before relying on either benefit.

Set a realistic budget using reference rents and full costs
Madrid City Council’s rent-reference dataset, published on 9 April 2026, provides mean rent per square metre per month and mean monthly rent by district and census section, as well as the number of rented homes and mean area. Use the city’s rent-reference page and its spreadsheets to compare areas. These are statistical reference measures, not live asking rents or a promise that a home at the mean price is available.
For each candidate home, compare more than its advertised rent:
Best Value
- Monthly rent plus utilities and any other stated recurring housing costs.
- Upfront cash for the deposit and any permitted additional guarantee.
- Transport and commuting costs from the actual address, including when a Plan Vive promotion is outside the city.
- Room count and suitability for everyone in the household.
- Whether the contract is for habitual residence and what duration and renewal terms it states.
- Any income, residence, household or application conditions attached to an affordable-housing route.
- Current availability and the application timing shown by the relevant official program.
The available city reference page does not establish a universal cheapest district. A lower reference rent may not translate into the lowest total cost once commute, home size and availability are considered.

The regional consumer guide says a residential lease should be in writing and identify the parties and dwelling, state its duration and initial rent, and include the energy-efficiency certificate. It describes mandatory annual renewal up to five years when the landlord is an individual or seven years when the landlord is a legal entity, subject to conditions, exceptions and notice rules. The guide was updated on 9 January 2026; for a non-standard contract or dispute, check current law and seek qualified advice.
Madrid City Council’s guidance describes the ordinary housing deposit as one month’s rent and says the landlord deposits it through the regional housing agency. It also explains return of the deposit after the lease ends, deductions for damage beyond normal use, and limits on additional guarantees for contracts of five years. The applicable treatment can depend on the contract structure; do not assume the same rule automatically applies to a room lease or unusual arrangement. Read the regional consumer guide and the city’s deposit guidance, then make sure the written agreement matches the home and arrangement you intend to rent.

Quick Recap
Use a simple search sequence
- Set your household budget. Choose a sustainable monthly ceiling that includes likely utilities and commuting, and work out how much cash you can put toward the deposit and any permitted guarantee.
- Choose practical areas, not just low reference figures. Compare the city’s district and census-section rent-reference spreadsheets with your commute, household needs and travel links.
- Run private and official searches in parallel. Check live private listings, Plan Alquila, Plan Vive promotions and EMVS or other public-housing routes relevant to you. Confirm each route’s current opening and location.
- Check eligibility before investing time in an application. For Plan Vive, verify the current IPREM band, household income calculation, habitual-residence requirement and promotion-specific terms. For other routes, use their own current criteria.
- Inspect the contract and cash requirements. Confirm that the agreement is for habitual residence if that is what you need; review rent, duration, renewal terms, deposit and additional guarantees in writing.
- Recheck volatile details at the point of application or signing. Aid windows, program rules, promotion availability and rent-reference updates can change. Use official pages for the latest status rather than relying on an old listing or announcement.
