How to Find Accessible Routes During Street Closures

Check the road authority’s closure notice for an accessible pedestrian detour, follow signs placed before the closure, and verify any temporary transit stop with the provider.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a sidewalk or pedestrian path closes in the United States, follow the signed alternate pedestrian route—and check that it provides a continuous, usable way to reach your destination. For a particular closure, confirm the detour with the responsible city or road agency; if a bus or rail stop is affected, check the transit provider’s current notice. A general map cannot confirm that a temporary route is accessible.

Where to find the detour for a specific closure

  1. Check the road authority’s current closure notice. Look for the responsible city, county, state road agency, or project contact, and search its official website for the street name, project, or closure dates. Ask specifically for the accessible pedestrian detour and where it begins. The exact agency, schedule, and route depend on the location.
  2. Check the transit provider if a stop may be affected. Look for a temporary-stop notice or contact the provider to confirm the alternate stop’s location and accessibility. USDOT’s 2024 rule adopted PROWAG as regulatory standards for new construction and alterations of transit stops in the public right-of-way; the provider’s current notice is still needed to identify a particular stop move. USDOT’s 2024 final rule.
  3. Use route signs at the approach. Signs should identify the alternate route before a person reaches the closure or a point where they must choose a direction. This helps avoid backtracking. PROWAG’s preamble says signs in the public right-of-way must convey information non-visually as well as visually. U.S. Access Board PROWAG technical requirements.

If a notice or map shows a closure but not an accessible pedestrian route, ask the road authority for directions rather than assuming a vehicle detour or an unverified map route will work for walking.

What to check along an alternate pedestrian route

An accessible detour needs to work as a continuous route, not just point around a barrier. As you follow the signs, check for the following:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Usable walking space: The route should have adequate clear width and should not be blocked by signs, equipment, barriers, or other obstructions. PROWAG R302.2 gives a general minimum continuous clear width of 48 inches (1,220 mm), subject to exceptions.
  • A suitable surface and transitions: Look for a firm, stable, slip-resistant surface and manageable level changes. Abrupt grade breaks should be flush; the path should not force a detour through work activity or into moving traffic.
  • Room to pass where a route narrows: PROWAG R302.3 specifies a 60-inch (1,525 mm) passing-space dimension at intervals no greater than 200 feet (61 m) where the route is narrower than 60 inches, subject to the applicable technical requirements.
  • Manageable slope: PROWAG R302.4 sets a general maximum grade of 1:20 (5.0%) in the stated contexts, subject to exceptions. R302.5.1 sets a maximum cross slope of 1:48 (2.1%) outside a crosswalk, also subject to exception.
  • Safe crossings and signals: Check that any required crossing is at a suitable location and that pedestrian pushbuttons remain accessible where present.
  • Destination and transit access: Confirm the route reaches the sidewalk, entrance, or stop you need, rather than ending at another barrier or an inaccessible stop.

These figures come from the Access Board’s 2023 PROWAG guidelines. Other sections and exceptions apply, so they are not a do-it-yourself certification checklist for a particular route. See the Access Board’s technical chapter.

When the route requires crossing the street

Where feasible, a detour should keep pedestrians on the same side of the street. If a crossing is necessary, Texas DOT recommends an intersection, an existing crosswalk, or another suitable and safe location, and says pedestrian pushbutton access must be maintained. This is state-specific operational guidance, not a universal local procedure. Do not choose an unmarked crossing through traffic or work activity. Texas DOT temporary traffic control guidance.

If signs or access fail

  1. Do not enter the work zone or improvise a crossing through moving traffic. Return to a safe place and contact the road authority or project contact listed on the closure notice.
  2. Describe the barrier to access. Give the street, nearest intersection, sign or barrier location, and the problem—such as a blocked path, inaccessible route information, an unusable surface, or a missing crossing.
  3. Ask for accessible directions or another means of access. PROWAG R204.1 requires an alternate pedestrian access route when a pedestrian circulation path is temporarily inaccessible because of construction, maintenance, closure, or similar conditions; that route must comply with R303 and R402. It allows an alternate means of access for pedestrians with disabilities if an alternate route is technically infeasible because of site conditions or existing physical constraints. That provision does not establish what is feasible at any particular closure. Access Board, R2: Scoping Requirements, R204.1.
  4. Contact the transit provider separately if a stop is involved. Ask where the alternate stop is and how to reach it accessibly.

What the federal guidance does—and does not—establish

The U.S. Access Board published its PROWAG final rule on August 8, 2023. The guidelines become enforceable under the ADA or ABA when adopted as mandatory standards by the responsible federal agencies. USDOT separately adopted PROWAG without modification as its regulatory standards for new construction and alterations of transit stops in the public right-of-way. These sources do not mean every PROWAG provision has identical enforceability for every public entity or project; the governing regulation and jurisdiction matter.
