What rising phone costs mean for budget buyers
There is evidence of cost pressure, but the widely cited 2026 figures are forecasts—not proof that every phone has already become more expensive. A March 31, 2026 issuer filing reproduces Counterpoint Research’s outlook: memory prices were projected to rise an additional 40% through Q2 2026; smartphone bill-of-material costs were projected to increase 8% to more than 15%; average smartphone selling prices were projected to rise 6.9%, revised from a 3.9% forecast made in September 2025; and global smartphone shipments were projected to decline 2.1% year over year. The filing describes low-end phones as especially exposed and says consumers may extend replacement cycles or shift to used phones. These are market-wide projections, not a guarantee of a price change for a particular model or country. Read the March 31 filing.

Set a total budget before comparing phones
Decide the maximum you can afford across the full purchase, not just the handset’s advertised price. Compare like with like: the same storage capacity, buying condition, and seller type. Include sales tax, any required accessories, financing charges, and the service plan if you are comparing a contract with an outright purchase. Prices and promotions vary by country and date, so treat old deal listings as historical rather than current offers.
Then write down what the phone must do. Calls and messaging, photos, navigation, video, work apps, and games place different demands on a device. Spend on the features that affect your actual use; do not pay a premium for a feature you will rarely use.

Choose the compromises that matter least to you
Budget phones balance competing priorities. A model may offer a good display but weaker performance, or a capable camera but shorter software support. Tech Advisor’s guide puts it plainly: “The problem is you won’t find a budget phone that does it all.” Tech Advisor’s budget phone guide, curated by Managing Editor Chris Martin, describes a review process that combines at least a week of SIM-based use with benchmark testing; those are Tech Advisor’s methods, not a test of every phone on sale.
Before comparing particular models, rank the following for your own needs:
- Battery: Important if you spend long periods away from a charger or rely on navigation and video.
- Display: Consider readability and viewing quality if you spend a lot of time reading, watching video, or using maps.
- Camera: Focus on the kinds of photos you take—such as indoor shots, people, or moving subjects—rather than relying on headline megapixels alone.
- Performance: Prioritize it for demanding apps, multitasking, or games; lighter calling and messaging needs may not require a powerful chip.
- Durability: A more robust device can matter if your phone faces frequent drops or rough conditions.
- Storage and expansion: Choose enough built-in space for your apps, photos, and downloads. A microSD slot or headphone jack is model-specific, not standard across budget phones.
- Software support: A longer support period can make a modestly higher upfront price worthwhile if you plan to keep the phone longer.
Check remaining security and software support
Look up the manufacturer’s stated support policy for the exact model and the region where you will buy it. Count the support remaining from your expected purchase date, not from the phone’s launch. Policies differ substantially among lower-cost models, and a phone nearing the end of security updates may be a poor value even if it costs less today. If the manufacturer does not clearly state how long that exact regional model will receive updates, do not assume it matches another model in the same product family.

Verify network compatibility, lock status, and condition
Before paying, confirm that the exact regional variant supports your carrier’s network bands and that its SIM or eSIM setup suits your plan. Check whether it is carrier-locked; unlocking rules vary by country, so a rule that applies in one market should not be assumed elsewhere.

For a used or refurbished phone, check the seller’s condition description, return window, warranty, and any battery-health or battery-replacement terms. Confirm that the device is compatible and unlocked before relying on it as a lower-cost alternative. The savings are less useful if you cannot return a poor-condition handset or it has too little support life left for your intended ownership period.
Compare contract and outright purchase costs
To answer “Should I buy a phone on contract or Sim-free?”, compare the full cost over the same period. Add the unlocked handset’s upfront price to a separate SIM-only plan for the months you expect to use it, then compare that sum with the contract’s total payments and terms. A smaller monthly payment can still cost more overall; Which? cautions buyers to compare the full contract commitment, not just the monthly figure. Include trade-in value only after checking eligibility, credit requirements, and the offer’s conditions.

Use the same checklist for every candidate
When two or more phones remain in consideration, compare each exact model and seller on the same points:
- Total local price for the same storage tier, including tax and financing costs.
- OS and security support remaining from your intended purchase date.
- Fit for your main tasks, including battery, camera, display, and performance.
- Carrier compatibility, SIM or eSIM configuration, and lock status.
- For used or refurbished devices, condition, return policy, and warranty.
- Total contract and service cost versus an outright handset plus a separate plan.
Use current independent reviews or hands-on tests to resolve close calls, and weigh ratings against your priorities rather than treating one feature as a universal measure of quality. There is no single best budget smartphone for every buyer without knowing the country, budget, carrier, and preferred operating system.
