A meaningful assessment is specific to the waste, repository design, geology, regulatory requirements and lifecycle stage—and it explains the evidence and uncertainty behind its conclusions. Use the safety case and the regulator’s review record to see what has actually been assessed, and what has not.
What does “deep underground storage” mean?
For long-term disposal, the more precise term is geological disposal: placing solid radioactive waste in an underground facility in a stable geological formation. The International Atomic Energy Agency’s SSG-14 guidance treats geological disposal as a facility-and-site system, not simply a hole at a certain depth.

The safety argument must connect the waste inventory, engineered barriers, facility design and host geology to the safety functions they are meant to provide. A statement that a proposal is “deep” does not, by itself, demonstrate that those functions will be maintained.
IAEA SSR-5 sets safety objectives, criteria and requirements for radioactive waste disposal. For a particular proposal, however, the applicable jurisdiction’s requirements and the proposal’s own safety case determine what is being assessed.

Which risks are being assessed: before or after closure?
Separate the period when the facility is being built and operated from the period after it is closed. These phases involve different activities, hazards and safety arguments, so a finding about one should not be treated as a finding about the other.
Before closure: construction and operations
Examine how the assessment addresses facility activities, waste handling and measures intended to protect workers, the public and the environment. Check what operating period and facility configuration the review covers, and whether proposed conditions or unresolved issues qualify its conclusion.
After closure: long-term isolation
Examine the post-closure performance assessment: how it argues that the disposal system will continue to isolate waste, which scenarios it considers, and what evidence supports its assumptions. This is a long-term assessment under uncertainty, not a direct observation of future performance.

- Triple Alarm Modes: Equipped with sound, screen, and light alerts that help you identify areas with higher radiation levels, this EMF meter ensures you’re always aware of your environment. You can easily turn off the sound alerts if preferred, while the visual and light indicators will still highlight areas with higher radiation, making it ideal for both indoor and outdoor use.
- Convenient and Energy-Saving Design: Our emf detector equipped with unit switching for customized readings, a Type-C charging port for fast, easy charging, and an automatic shutoff feature to save battery, this EMF detector is portable, energy-efficient, and made for frequent use.
The U.S. Nuclear Regulatory Commission (NRC) illustrates the distinction in its separate Yucca Mountain preclosure and postclosure review volumes. Those volumes concern different safety questions; neither phase should be used as a substitute for the other.
What should a credible safety case show?
IAEA geological-disposal guidance puts the safety case and safety assessment at the center of facility development. Read beyond the headline conclusion: the case should make the reasoning traceable from site information and design through safety functions, analyses and supporting evidence.
- Scope: Identify the waste type and inventory, proposed facility and host setting, jurisdiction, and lifecycle phase. If any are unclear, the conclusion may be broader in appearance than in fact.
- Site evidence: Look for site-specific measurements and geological and hydrological evidence, and note what remains uncertain. A general description of a geological formation is not a substitute for evidence about the proposed site.
- Design and safety functions: Check what functions the assessment assigns to the disposal system and how the design is intended to provide them.
- Assumptions and limitations: Find the stated assumptions, limits of the analysis and conditions attached to conclusions. An assessment that presents a result without making these visible is harder to evaluate.
- Scenarios and challenges: See which ways the safety functions could be challenged or fail are analyzed, and how the case supports its selection of scenarios.
- Independent review: Read the regulator’s own review and identify its scope, stage and any proposed conditions. A regulator’s review is not automatically a finding that a repository is operating safely.
How should the assessment handle uncertainty?
Long-term predictions are uncertain. A credible safety case should show how it represents that uncertainty and should not ask readers to rely on one numerical projection as though it were a guarantee.

IAEA safety assessment guidance calls for multiple lines of reasoning to support reasonable assurance about long-term hazards. It also says quantitative estimates of repository performance should be supplemented with qualitative evidence. When reviewing an assessment, ask:

A regulatory finding is bounded by the application reviewed, the design and site it describes, the governing requirements, and the review stage. It does not establish that every repository is safe—or unsafe.

For example, NRC staff’s January 2015 Volume 2 review of the U.S. Department of Energy’s Yucca Mountain application reported reasonable assurance of compliance for preclosure safety, subject to proposed conditions on construction authorization. NRC staff’s October 2014 Volume 3 review reported a reasonable-expectation finding for postclosure compliance, including requirements for performance assessment and multiple barriers. These were findings about that application under its governing requirements, not a current finding that Yucca Mountain is an operating repository.
As of October 4, 2026, the NRC high-level-waste program page states that the Yucca Mountain adjudicatory hearing remains suspended and that a licensing decision cannot be made until the hearing is completed. That procedural status is time-sensitive; check the NRC’s current program record when assessing the matter.

How can you compare two or more proposals?
Use the same questions for each proposal, and compare like with like. A proposal at site-characterization stage cannot be judged as though it had completed licensing review. The following framework compares the evidence and scope rather than ranking repositories.
| Comparison area | Questions to ask for each proposal |
|---|---|
| Regulatory scope and stage | Which regulator and standards apply? Is the proposal undergoing site characterization, application review, licensing, construction, operation or closure? |
| Site evidence | Which site-specific measurements and geological or hydrological evidence support the safety argument? What remains uncertain? |
| Lifecycle phase | Are construction and operational risks assessed separately from post-closure hazards? |
| Safety case | Are the assumptions, scenarios, safety functions and limitations explicit and traceable? |
| Uncertainty and evidence | Does the assessment use multiple lines of reasoning, with qualitative evidence alongside quantitative performance estimates where appropriate? |
| Barriers and failure pathways | Does the case explain how safety functions are maintained and how challenges to them are analyzed? |
These comparison questions reflect the safety-assessment framework; they do not amount to a ranking. A conclusion from one regulator, site or review stage cannot be transferred to another proposal without examining its own evidence and requirements.
