Evaluate mortgage operations technology vendors by starting with the workflows and obligations your institution needs to support, then comparing each finalist against the same evidence for controls, integration, service, resilience, contract terms, and cost. A feature checklist alone cannot establish suitability: the right choice depends on your institution’s role, the service involved, and the risks it creates.
1. Define the workflows and scope
Before reviewing demos, document what the service must do, who depends on it, what information it handles, and how it connects to other systems and obligations. Mortgage technology spans distinct lifecycle functions; Fannie Mae’s technology service provider listing includes categories such as verification, loan origination and point of sale (LOS/POS), credit, collateral, loan delivery, and capital markets.

- Identify the workflows in scope and the teams, borrowers, or counterparties that rely on them.
- List the data handled, exchanged, stored, or returned, along with the systems and providers it depends on.
- Map where the service touches origination, servicing, investor, or agency obligations.
- Separate must-have requirements from useful but optional features.
This scope becomes the basis for both vendor questions and a fair cost comparison. A provider’s presence in a directory or coverage of a workflow category is not proof that it fits your institution.
2. Set the risk tier and due-diligence plan
Assess the exposure created by the specific service before deciding how much evidence and oversight it requires. Consider operational, security, compliance, reputational, and continuity risks, including what would happen if the service failed, exposed data, or became unavailable.

Fannie Mae’s vendor oversight checklist recommends a process for risk assessment, pre-contract due diligence, and ongoing performance monitoring or termination. FFIEC guidance on outsourced technology services similarly frames the work around assessing institutional needs, due diligence, clear contracts, and continuing oversight.
Use the risk assessment to determine which reviews, approvals, and monitoring are proportionate to the service. Do not assume every vendor presents the same exposure simply because each sells mortgage technology.

3. Request evidence, not just assurances
Ask finalists to substantiate their claims with records and access appropriate to the service and its risk. Fannie Mae’s oversight materials identify independent security assessments, audits, operational assessments, quality-control reviews, vendor policies, and complaint protocols among relevant considerations.

Keep vendor assertions distinct from independently reviewed evidence and from gaps that remain unresolved. Fannie Mae’s servicing vendor oversight guidance describes continuing audit, QC, and operational reviews for servicing vendors.

4. Validate integration and day-to-day operating fit
Confirm how the service will work in your environment, including data flows, interfaces, exception handling, reporting, support, staffing, and implementation responsibilities. Ask the vendor and your internal teams to walk through ordinary processing as well as failed, incomplete, or disputed cases.
- Map inbound and outbound data, interface dependencies, and ownership of each handoff.
- Test how exceptions are identified, routed, corrected, and reported.
- Clarify what implementation work belongs to the vendor and what requires your staff or other providers.
- Check the support model, escalation path, staffing assumptions, and operational reporting.
Do not rely on a generic implementation-duration or cost estimate as a benchmark: the reviewed official sources do not establish universal figures. Obtain a proposal for your defined scope and validate assumptions with relevant customer references.

5. Review contract, continuity, and exit terms
The contract should make responsibilities explicit and support effective oversight throughout the relationship. FFIEC guidance says contracts should clearly outline the parties’ duties and obligations. Address monitoring, incident handling, service or system changes, termination, transition assistance, and continuity arrangements in terms that match the service’s criticality.
For critical servicing technology, Fannie Mae’s eligibility guidance points to written procedures for vendor approval and management and business-continuity requirements. Its servicing guide addresses transition planning and cooperation around transferring servicing-related loan files and data.

Applicability depends on your institution’s role, contractual relationships, and the service. Check the current guide text and requirements that apply to your arrangement rather than treating a general checklist as a compliance determination.
6. Compare finalists on the same basis
Use one decision matrix for every finalist, and define what counts as evidence before scoring. The dimensions below synthesize the cited oversight and outsourcing guidance; they are not a regulator-published scoring formula.
| Comparison area | What to evaluate |
|---|---|
| Workflow coverage and fit | Whether the provider supports the in-scope work and your institution’s requirements. |
| Data, integration, and exceptions | Required flows, interfaces, handoffs, reporting, and handling of errors or unusual cases. |
| Security and control evidence | Relevant assessments, policies, audit or QC access, issue remediation, and operational controls. |
| Compliance and investor or agency obligations | How the service supports obligations applicable to your role and contractual arrangements. |
| Service reliability and support | Performance evidence, reporting, support coverage, escalation, and staffing assumptions. |
| Implementation and operating burden | Responsibilities, internal resources, dependencies, and ongoing work required from your teams. |
| Contract, continuity, and exit | Allocation of duties, incident and change terms, continuity, termination, and transition provisions. |
| Total cost for the defined scope | Comparable proposals that account for the same workflows, responsibilities, and operating assumptions. |
Record the evidence behind each rating separately from vendor claims and unresolved gaps. Set weights according to your institution’s priorities and risk tolerance; the cited official sources do not prescribe universal weights. Freddie Mac’s Counterparty Operational Risk Evaluation (CORE) describes reviews of counterparties’ internal controls and risk management processes, including policies, management reporting, and control testing. It is useful context for seller/servicers preparing oversight evidence, but it does not mean a vendor has been endorsed or approved by Freddie Mac.

Selection is the beginning of vendor management, not its end. Assign knowledgeable owners, document how the relationship will be administered, and establish a regular process to review performance, risk, and remediation. FFIEC guidance specifically calls for assigning the relationship to personnel with appropriate expertise and documenting it.
Quick Recap
- Name accountable business and technology owners and define escalation routes.
- Set review expectations for service performance, control evidence, incidents, and open remediation.
- Document how changes to the service, its dependencies, or its risk profile will be assessed.
- Define triggers for escalation, corrective action, termination, and transition planning.
