The useful question is not only whether the agent eventually produces a correct answer, but whether it understood the goal, chose appropriate tools, followed a sound plan, respected constraints, recovered from errors, and reached the result with acceptable risk, time, and cost.
A convincing final answer can conceal a dangerous or wasteful trajectory. Snowflake AI Research summarizes the problem this way: "An agent’s answer may appear successful, but the path it took to get there may not be." A defensible evaluation therefore reports outcome quality and decision-process evidence separately, under fixed and reproducible conditions.

What you are actually evaluating
An agent is a model connected to prompts, tools, memory, orchestration code, permissions, and an external environment. Changing any of those components can change the decisions you observe. A model that performs well in a text-only benchmark may select the wrong tool, issue invalid commands, ignore a safety constraint, or waste dozens of steps when it is placed in a real workflow.

- Goal: what must the agent accomplish?
- Acceptable outcomes: which results count as correct, complete, relevant, and grounded?
- Prohibited outcomes: what actions, disclosures, side effects, or safety violations are unacceptable?
- Environment: which data, tools, APIs, files, permissions, and state transitions are available?
- Authority: which actions may happen automatically, and which require confirmation?
This definition prevents a common mistake: treating a fluent response as success when the real task requires a verified change in a database, a correctly selected tool, a safe refusal, or an evidence-backed recommendation.
Set the comparison conditions before running anything
Compare candidate agents on the same tasks and under the same operating conditions. Record enough detail for another team to reproduce the run and understand what the score means.
| Condition to hold or report | What to specify | Why it matters |
|---|---|---|
| Model | Exact model name, release or snapshot, context limits, and sampling settings | Behavior and tool-use policies can change between versions. |
| Prompting | System instructions, task prompt, demonstrations, and refusal or confirmation rules | Prompt changes can alter planning and risk decisions as much as a model change. |
| Tools | Tool names, schemas, documentation, permissions, failure responses, and timeouts | Tool availability and design determine what actions are possible. |
| Orchestration | Planner, executor, memory, retries, routing, and stopping logic | The surrounding software may correct or amplify model errors. |
| Autonomy | Whether the agent acts directly, asks for approval, or operates in a sandbox | Identical text decisions have different consequences at different autonomy levels. |
| Data and benchmark | Dataset release, task-generation method, hidden-test policy, and benchmark version | Scores are meaningful only for the task set and version that produced them. |
| Run settings | Temperature or equivalent controls, time limit, token limit, concurrency, and random seeds | Nondeterministic agents can produce materially different trajectories. |
Run each condition enough times to estimate variability. Report the distribution, confidence interval, or at least the range and number of runs rather than selecting the best attempt. The 2026 ACL survey on agent evaluation notes reproducibility and nondeterminism as continuing concerns and describes a move toward realistic, continuously updated benchmarks (ACL survey, 2026).

Choose tasks that resemble the deployment
A benchmark should mirror the actual interaction pattern, not merely the topic. A customer-support agent needs multi-turn clarification, retrieval, and policy constraints; a coding agent needs a repository, tests, and tool errors; an embodied agent needs an interactive world in which actions change state.

Include normal and difficult cases
- Typical tasks: the high-volume work the agent is expected to handle.
- Boundary cases: incomplete records, conflicting evidence, unusual formats, or ambiguous goals.
- Tool failures: timeouts, malformed responses, permission errors, stale data, and unavailable services.
- Adversarial inputs: prompt injection, misleading documents, conflicting instructions, and attempts to exceed authority.
- Safety cases: requests involving hazards, privacy, security, financial loss, or irreversible actions.
- Recovery cases: situations in which the first plan fails and the agent must diagnose, revise, or ask for help.
Define a verified target for every task. For an information request, that may be an answer key with required evidence. For an operational task, it may be a final environment state plus a log of permitted actions. If multiple outcomes are acceptable, encode the acceptance criteria before testing so that graders do not improvise them afterward.
Score the outcome and the trajectory separately
Use two layers of measurement. Outcome metrics answer whether the task ended correctly. Trajectory metrics explain how the agent made decisions on the way there.
Outcome quality
- Completion: did the required task state occur?
- Correctness: is the answer or action factually and procedurally correct?
- Relevance: did it address the requested objective without unrelated work?
- Grounding: are claims supported by the supplied data or permitted sources?
- Constraint compliance: did the result avoid prohibited actions and respect authorization?
Decision-process quality
- Goal understanding: did the agent identify the user’s real objective, scope, and success conditions?
- Plan quality: was the sequence logically sufficient, ordered correctly, and proportionate to the task?
- Tool selection: did it choose the least risky, appropriate tool with the required arguments?
- Tool-call validity: were calls syntactically valid, authorized, and semantically appropriate?
- Plan adherence: did execution follow the stated or inferred plan, and did deviations have a reason?
- Consistency: did the agent maintain a coherent state and avoid contradictions?
- Efficiency: how many steps, calls, tokens, retries, and seconds were spent, and which were unnecessary?
Snowflake’s Agent GPA framework explicitly evaluates goal, plan, and action alignment using dimensions such as correctness, grounding, plan quality, tool selection, plan adherence, tool calling, consistency, and efficiency (Snowflake AI Research, 2025). Its structure is useful even if you implement your own grader.
Make safety an interactive evaluation
Safety cannot be inferred from a model’s explanation alone when the agent can change an environment. Test whether it recognizes hazards, refuses or redirects unsafe requests, requests confirmation at the right point, and completes permitted work without creating prohibited side effects.

SafeAgentBench is a concrete example for embodied agents. Its 2024 study contains 750 tasks covering 10 potential hazards and three task types in interactive simulation. It measures both task execution and semantic safety behavior, demonstrating why successful execution should not be mistaken for safety awareness (SafeAgentBench paper, published December 17, 2024). The most safety-conscious baseline in that study rejected 10% of detailed hazardous tasks; that figure is a result for that baseline and benchmark, not a general rejection-rate estimate for current agents.
For each safety scenario, predefine:
- the hazard and the evidence available to the agent;
- the action that would violate the constraint;
- the safe alternative or escalation path;
- the point at which human confirmation is mandatory;
- the severity of an unsafe action, attempted action, or missed refusal.
Report safety failures separately from ordinary task failures. A system that completes 98% of tasks but causes one severe unauthorized side effect should not be represented by a single blended success number.
Test robustness, not just average success
Robustness is the ability to preserve acceptable behavior when conditions change. Perturb one factor at a time so you can identify what broke:
- rephrase the instruction while preserving its intent;
- remove or reorder nonessential context;
- return a delayed, partial, malformed, or contradictory tool response;
- change a tool schema or permission boundary;
- insert irrelevant or adversarial content into retrieved documents;
- alter the environment between planning and execution;
- repeat the same task with different random seeds.
Measure degradation from the reference condition, recovery rate after an injected fault, and the severity of the resulting error. The ACL survey identifies robustness, safety, cost-efficiency, and fine-grained scalable evaluation as areas where current methods remain incomplete; treat them as dimensions requiring evidence rather than problems solved by one benchmark (ACL survey, 2026).

Measure cost and efficiency alongside quality
Record wall-clock latency, model tokens, tool-call count, retries, external service charges, and human interventions. Distinguish fixed overhead from work that scales with task difficulty. A shorter trajectory is not automatically better: an agent that skips verification may be cheaper but less reliable.
| Metric | Useful interpretation | Common trap |
|---|---|---|
| Task success rate | Share of tasks meeting the acceptance criteria | Hides severity and process quality. |
| Cost per successful task | Total run cost divided by successful completions | Looks favorable when unsafe failures are counted as cheap failures. |
| Latency | Time to completion, including tool and human waits | Average can hide long-tail delays. |
| Tool calls and steps | Operational effort and opportunities for failure | Necessary verification calls may be misclassified as waste. |
| Recovery rate | Share of injected failures recovered without violating constraints | Does not show how severe unrecovered failures were. |
| Safety violation rate | Frequency and severity of prohibited actions or unsafe attempts | Must be reported separately from ordinary errors. |
Keep the underlying measurements visible. Do not collapse them into one score unless the weights reflect the deployment’s actual priorities. For example, a medical workflow may assign a much higher penalty to an unsafe action than to an extra minute of latency, while a low-risk summarization service may prioritize cost.

- Specify the decision contract. Write the goal, acceptable and prohibited outcomes, authority boundaries, evidence requirements, and escalation rules.
- Freeze the configuration. Capture model version, prompts, tools, orchestration, autonomy, data, benchmark version, run settings, and evaluator version.
- Assemble the task suite. Mix representative production cases with edge, error, ambiguous, adversarial, recovery, and safety scenarios.
- Define graders before execution. Use deterministic checks for state changes and structured rubrics for relevance, grounding, planning, and safety. Mark whether each judgment comes from a direct result, a judge model, or a human.
- Run repeated trials. Use fixed seeds where possible; otherwise report run count and variability. Preserve complete traces, tool inputs and outputs, environment state, and timestamps.
- Score outcomes. Apply the predeclared acceptance criteria to every task and record partial completion and severity.
- Score trajectories. Inspect goal interpretation, plan, tool choices, calls, adherence, evidence use, consistency, recovery, and unnecessary work.
- Analyze failures. Classify the primary cause as model reasoning, prompt, tool, orchestration, data, or environment when attribution is supportable. Include representative traces, not only aggregate rates.
- Report trade-offs. Publish success, safety, robustness, cost, latency, and process metrics together, with uncertainty and the exact test conditions.
- Repeat after changes. Re-run the relevant suite after a model, prompt, tool, orchestration, permission, or benchmark update; an older score is not automatically current.

| A Survey on Evaluation of LLM-based Agents | Map the field and choose dimensions, benchmarks, and developer evaluation methods. | The 2026 ACL survey separates core capabilities, application-specific benchmarks, generalist agents, benchmark dimensions, and evaluation frameworks. It identifies continuing gaps rather than offering a universal ranking. |
| SafeAgentBench | Interactive, safety-aware planning for embodied agents. | 750 tasks, 10 hazards, and three task types make it a useful safety example for simulation; it is not a universal benchmark for every domain. |
| Agent GPA | Trace-level analysis of goal, plan, and action alignment. | Snowflake reports evaluation on a TRAIL/GAIA subset with 570 human-annotated internal errors across 117 traces. Its reported judge results detected 267 of 281 test-set errors (95%) and localized 241 of 281 (86%). These are vendor-authored results, not an independent cross-vendor comparison. Snowflake says the framework is available through the open-source TruLens library. |
| The 2025 AI Agent Index | Understand how agent design, capabilities, ecosystem, and safety disclosures affect evaluation context. | Seven subject-matter experts annotated 30 selected agents using public information and developer correspondence. The index reports that 15 of 30 developers published AI safety frameworks and 23 of 30 agents were fully closed-source at product level. The sample is not every agent on the market. |
Use judges carefully and preserve human checks
Automated judges are useful for scaling rubric-based review and locating suspicious parts of a trace, but they are measurements with their own failure modes. A judge may reward fluent explanations, miss a subtle policy violation, or agree with the agent’s unsupported claim. Label every score by its origin: deterministic verifier, human annotation, model judge, or a combination.

Snowflake’s Agent GPA figures illustrate the diagnostic value of trace-level judging, but the reported 95% detection and 86% localization rates should remain attributed to Snowflake’s test set and method.
Best Value
Analyze failures at the trace level
Aggregate pass rates tell you how often something went wrong, not why. For each important failure, record:
- the user goal and applicable constraint;
- the first incorrect assumption or action;
- the plan and tool calls immediately before the error;
- the evidence the agent saw and ignored;
- whether a retry, verifier, or human checkpoint could have prevented it;
- the resulting impact and severity;
- the component most likely responsible.
Separate an incorrect model decision from a misleading tool result, an underspecified schema, a faulty retry loop, and an environment race condition. This distinction determines the remedy: prompt or model changes may not fix a permission bug, stale retrieval index, or orchestration error.
Interpret results without creating a misleading ranking
A benchmark score describes performance on a particular task set, configuration, and measurement procedure. It is not a universal ranking or a guarantee of deployment success. Present a multidimensional result such as: success rate, severe-safety-violation rate, median and tail latency, cost per successful task, recovery rate, and representative process failures.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchWhen two agents trade strengths, explain the decision rule instead of declaring a winner. One may achieve higher completion with more calls and cost; another may be cheaper but fail under ambiguous instructions. A deployment choice should follow the risk, latency, budget, and oversight requirements of the target workflow.
Keep the evaluation current
Agent systems change faster than static benchmark reports. Re-run after meaningful model, prompt, tool, orchestration, permission, or benchmark changes. Track benchmark version and date in every report, and maintain a small regression suite for severe safety and authorization failures so a broad average cannot hide a critical regression.
The AI Agent Index emphasizes that tools and autonomy shape what is being evaluated, while the ACL survey notes the move toward continuously updated benchmarks. Treat published capabilities and scores as time-bound evidence; verify the current configuration before making a present-day deployment claim.
