Then evaluate the exact radio system at your site, trace every service it depends on, and require vendors to demonstrate coverage, interoperability, security controls, and outage behavior for the specific products and configuration you would buy.
Define the job before comparing radios
“Cloud-connected radio” is not one standardized architecture. A system might combine land mobile radio (LMR), cellular push-to-talk (PTT), a gateway between radio systems, cellular data built into a radio, or a vendor-hosted management or communications service. Those designs have different coverage areas, dependencies, and failure modes. Evaluate the architecture actually proposed, not the label.
Write down the operational requirements first. Include the locations users occupy, the communications tasks they perform, and which tasks are essential during an outage. Distinguish routine group calls from emergency calls, dispatch, recording, and connections to outside agencies; do not assume every feature has the same fallback behavior.
- Where: indoor and outdoor work areas, basements, stairwells, vehicles, yards, remote sites, and routes between them.
- Who and when: expected concurrent users, shift patterns, and periods of peak activity.
- What must work: individual and group calls, emergency signaling, dispatch, interoperability, and any recording or management functions.
- What must survive: loss of internet, cellular service, cloud service, a gateway, power, or a connection to another radio system.
NIST’s Guide to Industrial Wireless Systems Deployments (May 21, 2018) recommends defining objectives and examining the deployment environment before selecting and deploying wireless technology. Its guide is written for industrial wireless systems, so apply that planning process to your own radio use case rather than treating its scope as a product specification.

Verify coverage where people will use the radios
A coverage map is only as useful as its assumptions. Ask for a site-specific RF or propagation assessment that identifies the system configuration, antenna locations, terrain and building assumptions, and any areas it predicts will be weak. CISA’s SAFECOM/NCSWIC propagation-obstruction announcement (released June 21, 2021; revised February 17, 2022) describes how physical obstructions and interference can impair public-safety communications. Walls, building materials, terrain, antenna placement, and changes to the site can therefore matter as much as the coverage shown on a map.
Set acceptance criteria before testing
Agree in writing on representative test locations and pass criteria before the vendor demonstration or acceptance test. Include weak-signal areas, occupied buildings, outdoor work areas, and realistic movement between them. Test under representative occupancy and operating conditions rather than relying only on an empty-building walkthrough.
- Record the test locations, route, system configuration, equipment used, and conditions that could affect results.
- Test the communications tasks users actually need, not just whether a device can register on a network.
- Document call completion and audio intelligibility at each agreed location, and record any dropouts or dead zones.
- Repeat important checks after changes to antennas, building layout, system configuration, or other conditions that could alter coverage.
Ask the vendor to explain how it will address weak areas and what changes—such as revised antenna placement or additional infrastructure—would be required. Do not treat a coverage prediction as a substitute for acceptance testing at your site.

Map the system’s dependencies
Ask for a current architecture and data-flow diagram showing every component involved in a call or management function. Depending on the design, the path may include a radio, base station or repeater system, gateway, carrier, IP backhaul, cloud service, identity service, dispatch system, or another organization’s LMR network. For each link, identify who operates it, who supports it, and how failures are detected and recovered.

In the architecture it discusses, the service needs a separate connection to each subscribing jurisdiction’s LMR system. That is a feature of the described design, not a universal rule for every vendor or deployment; ask the supplier to identify the systems and connections required for your configuration.

Test what happens when a connection fails
There is no universal uptime percentage or failover behavior established for cloud-connected radios. Require evidence for the particular system, service, and contract under consideration. A statement that a system has “redundancy” is not enough: ask the supplier to show which component is redundant, how a failure is detected, and which user functions continue during the transition.

Use a failure-scenario test plan
Ask the vendor to demonstrate the expected behavior for each relevant scenario, including cases that may not be practical to stage live. For each one, record which functions remain available, how users are notified, how long recovery takes, and whether any calls or records are lost.
- Internet or IP backhaul unavailable
- Cellular service unavailable
- Vendor cloud service unavailable
- Gateway unavailable
- Power lost at a relevant site or component
- Interconnection to another jurisdiction’s radio system unavailable
For each scenario, ask separately about local radio-to-radio calls, group calls, emergency-button signaling, dispatch, recording, and restoration. Capture call completion, delay, audio intelligibility, alarms, and the behavior when the failed link returns. Distinguish a capability described in a proposal from failover demonstrated on the proposed configuration.

Put service and recovery expectations in writing
For cloud, carrier, and vendor-operated components, define service-level measurements, incident notification, recovery objectives, planned maintenance communication, support hours, and an outage procedure in the contract. These are procurement requirements to negotiate; the official sources cited here do not establish a universal service level for this category.

Check interoperability at the product and feature level
List the exact bands, talk groups, interfaces, legacy systems, dispatch consoles, and jurisdictions the deployment must work with. Ask the supplier for evidence that applies to the specific model and advertised feature—not merely a general statement that a product is “P25 compliant.”
NIST’s Project 25 Compliance Assessment Program (P25 CAP), updated March 26, 2025, describes independent laboratory assessment of selected P25 requirements. NIST explains that P25 covers interfaces among LMR components and that P25 CAP assesses selected requirements. A general compliance claim does not establish that every advertised feature or system interface was assessed. Request the applicable assessment evidence and check that it matches the equipment, feature, and configuration in your proposal.
For cloud-based bridging, identify every participating radio system and any system-specific connection, configuration, or approval required. Do not assume a connection demonstrated with one jurisdiction or system proves interoperability with another.

Assess security across the device, service, and network
Security responsibilities can be split among the radio manufacturer, cloud provider, carrier, integrator, and your organization. Ask who owns each control and what evidence or commitment supports the answer. NIST SP 800-213 (November 29, 2021) frames IoT cybersecurity requirements around device capabilities and actions by manufacturers and other parties. It is federal-agency guidance, not a universal commercial-radio certification.
Questions for the vendor
- Identity and access: Does each device or user have unique credentials? Is multifactor authentication available for administrators? Can roles be limited by least privilege, and can access be revoked promptly?
- Encryption: What protects communications in transit and stored data? Where does encryption begin and end, and which links or services can access plaintext?
- Configuration and exposure: Which interfaces are reachable from the internet? How are devices and management interfaces securely configured, and how is administrative access restricted?
- Updates and vulnerabilities: What is the supported lifetime? How are vulnerabilities reported and communicated, and what patch timelines apply? What happens when a device or service reaches end of support?
- Monitoring and data: What events are logged, who can review them, how long are logs and communications data retained, and how can data be deleted at contract end?
- Recovery: How are configurations and required data backed up and restored after a failure or replacement?
CISA’s Internet Exposure Reduction Guidance (June 4, 2025) recommends reducing unnecessary internet exposure, patching supported systems, replacing devices that no longer receive security support, using monitored secure administrative access, and routinely reviewing exposed assets. Its Enhanced Visibility and Hardening Guidance for Communications Infrastructure (initial version December 3, 2024) advises strict access controls and strong VPN cryptography. Ask the vendor how those principles apply to the specific management and communications paths in its design, including network segmentation and end-to-end protection.
Organizations with public-safety or other regulated requirements should apply their own security, procurement, and records rules; do not assume that a vendor’s general security statement satisfies them.
Compare lifecycle dependencies, not just radio hardware
Before selecting a system, identify what must remain available for it to operate throughout its expected service life. That may include a cellular carrier, vendor cloud subscription, identity service, gateway, support contract, or connection to an external radio system. Ask what functions stop or change if a subscription ends, a provider changes a service, or a device reaches end of support.

Compare proposals using the same requirements and evidence requests. Include recurring service and carrier dependencies, support and maintenance, required infrastructure changes, replacement horizon, and outage recovery arrangements. A lower hardware price alone does not show which proposal has fewer operational dependencies or lower lifecycle cost.
