How to Evaluate AI Tools Before Hiring More Specialists

Evaluate AI against representative tasks and a real baseline—including review, correction, risk, and training—before using a pilot to change a specialist hiring plan.

Test AI against the specific work you need done before changing a hiring plan. A tool may handle routine tasks, help a specialist work faster, create new review and oversight duties, or fail to improve the process. A bounded pilot can inform your organization’s decision; it cannot prove that an entire occupation is replaceable.

Start with the work, not the job title

Write down the unmet workload and the hiring decision you are considering. Then break the proposed role into tasks: for example, drafting routine material, investigating exceptions, advising colleagues, checking quality, or maintaining a workflow. A job title is not a useful unit of automation: a tool may perform some tasks and leave others unchanged or make them more demanding.

For each task, identify who depends on the output and what happens if it is wrong, late, or missing. OECD’s workplace classification research emphasizes assessing AI in its workplace context, including complementarity, worker empowerment, and job quality.

Set a baseline and choose representative tasks

Before trying a tool, document how the work is done now. Include normal cases as well as difficult and unusual ones; a demo built around easy examples will not show whether the tool can handle the real workload. Record current turnaround, quality checks, corrections, escalations, and the time people spend completing the task.

Decide in advance how you will compare the existing process with the AI-assisted one. Useful measures include:

  • Whether the output is usable and meets the task’s requirements.
  • Errors, their severity, and whether people can detect them before they cause harm.
  • Total cycle time, including review, correction, and rework—not just time to generate an answer.
  • How often a person must intervene, escalate, or redo the task.
  • Costs and operational effort for the tool, integration, training, and oversight.

NIST’s AI Risk Management Framework FAQs and AI RMF Playbook support testing, evaluation, and measurement, but neither sets a universal workplace pass mark. Your thresholds should reflect the task’s risk, current performance, and your costs.

Run a bounded pilot with human review

Use a limited set of real, representative work and compare AI-assisted results with the baseline. Set review rules before the pilot starts: specify which outputs need specialist approval, which errors require escalation, and when the system must stop rather than continue with uncertain results. Keep a record of failures as well as successes; a tool that makes errors difficult to notice can be riskier than one whose limitations are visible.

Evaluate candidates using the same tasks and criteria. Compare task coverage and accuracy, full cycle time, failure severity and recoverability, privacy and security requirements, fairness and explainability needs, integration and governance effort, employee training, and total cost. These are practical comparison dimensions, not a standardized scoring rubric published by NIST or OECD.

Assess risks throughout the workflow

Do not treat a successful demonstration as a full trustworthiness review. Consider validity and reliability, safety, security and resilience, accountability and transparency, explainability, privacy, and fairness across the system’s development and use. NIST says these characteristics should be considered during pre-design, design and development, deployment, use, and test and evaluation. Its AI Risk Management Framework is voluntary guidance, not a certification or a legal safe harbor; NIST says AI RMF 1.0 is being revised.

Assess the consequences of failure in context. A draft that a qualified employee can readily correct is different from an output that triggers an irreversible action or affects a person’s access to a service. Decide who is accountable for checking the output and how the organization will respond when the tool or its results change.

Include training and changes to people’s work

A pilot depends on people being able to use the tool appropriately and verify its output. Account for onboarding and ongoing training, employees’ ability to spot errors, and the time required for review. Consult the workers who will use or be affected by the system: they can identify exceptions and practical costs that are easy to miss in a demonstration.

Skills may constrain adoption rather than disappear when AI arrives. In its 5 June 2026 brief, OECD says fewer than 1% of workers need advanced AI skills, while wider needs include digital skills and the ability to use, analyze, and interpret data. The same brief says skills gaps are a major adoption barrier and that workers receiving employer-funded training are more likely to report positive outcomes, including better performance and working conditions.

OECD also reports that around 40% of employers in manufacturing and finance that had not adopted AI cited skills as the main reason, and that more than half of employers in those sectors that had adopted it said AI increased the need for highly educated workers. These findings concern those sectors and employer groups, not every workplace. The brief also identifies data analysis, management, problem-solving, creativity, and communication as skills whose demand may rise.

Decide what staffing is still needed

If the pilot works, list the work that remains: exceptions, stakeholder or customer interaction, domain judgment, quality ownership, integration, maintenance, and oversight. Estimate that residual workload using the same care as the task the tool handles. It may support a specialist, justify a different role or smaller hire, or leave the staffing plan unchanged.

There is no universal accuracy score, staffing ratio, or productivity threshold that establishes when an organization should hire. The decision depends on the quality and risk required, the effort needed to supervise the tool, and whether the remaining work is substantial enough to warrant specialist capacity.

Broader employment evidence is not a substitute for local measurement. OECD’s 2024 workplace paper reports that four in five surveyed workers said AI improved their performance at work and three in five said it increased their enjoyment of work; these are reported perceptions, not proof of an effect in your organization. The same paper estimates that occupations at the highest risk of automation account for about 27% of employment in OECD countries. That is an occupation-level exposure estimate, not a forecast that 27% of jobs will disappear. OECD’s 2026 skills brief describes automation, new tasks, and productivity gains as possible, coexisting effects. Its findings should not be reduced to a prediction that AI always cuts—or always increases—headcount.

For further context, OECD’s 2024 workplace policy paper also discusses worker concerns about work intensity, data collection and use, and inequality. Those concerns belong in the assessment alongside reported benefits.

Make the decision reversible and keep monitoring

Write down what evidence would lead you to adopt the tool, limit it to certain tasks, reject it, or reconsider hiring. Assign an owner for the workflow and set a review date. Monitor errors, work quality, costs, and how often human intervention is needed; revisit the decision if the system, tasks, or operating conditions change.

NIST organizes ongoing AI risk work through the Govern, Map, Measure, and Manage functions in its AI RMF Playbook. Use them as a structure for accountability and review, not as a staffing formula.
