Evaluate an AI cybersecurity tool for operational technology (OT) by establishing exactly what it may observe or change, testing it against representative site conditions, measuring the operational cost of errors and delays, and verifying its security and change controls. A vendor benchmark or high accuracy figure cannot establish that a tool is safe for your plant: OT systems interact with physical processes, and performance, reliability, and safety requirements vary by site.
The decision should end in a controlled pilot with named acceptance criteria, human oversight, a tested stop-and-rollback path, and monitoring for changes in performance. The framework below is a practical due-diligence approach, not a NIST certification checklist or an assurance that any particular product is safe.

Start by defining what the tool is allowed to do
“AI cybersecurity tool” can describe very different capabilities: identifying assets, detecting anomalous network activity, prioritizing vulnerabilities, triaging alerts, or recommending a response. A tool that passively analyzes network traffic has a different risk profile from one that changes a device configuration, adjusts control logic, or directs an operator to take action. Evaluate the actual deployment and authority, not the broad product category.

Before reviewing a demonstration or proposal, state the specific problem the system is meant to solve and the operational decision it is intended to support. Define which facilities, processes, assets, and network segments are in scope, and identify what is out of scope. “Detect threats” is not sufficiently precise: specify which threat or behavior the tool should detect, where it should detect it, and who is expected to respond.

Map the system’s boundary, including the following:
- Data sources, such as network traffic, asset inventories, event logs, sensor readings, or operator-entered information.
- Where collection, inference, storage, administration, and alert review occur: on an OT device, at an edge system, in an enterprise environment, or in a cloud service.
- Network connections, cloud dependencies, integrations, identities, software components, and any vendor or third-party access.
- Whether it observes, recommends, initiates an action, or can change a configuration, control logic, or operator workflow.
- What happens if inputs or outputs are wrong, manipulated, delayed, or unavailable.
Record this boundary in terms that operators, engineers, cybersecurity staff, and procurement teams can all review. Require technical controls that enforce it; a vendor description of intended behavior is not the same as a restriction the system cannot bypass.
Classify the tool by its authority
Use the least authority that can meet the defined need. A read-only monitoring capability may still create risk through network load, data exposure, or misleading alerts, but it does not have the same direct control authority as a system that can make changes. Advisory systems can also influence consequential operator decisions, so their workflow and presentation matter.
| Mode | What it can do | Evaluation focus |
|---|---|---|
| Read-only observation | Collect or analyze data and report findings without making system changes. | Collection method, network and compute impact, data handling, alert quality, and whether the read-only boundary is technically enforced. |
| Advisory | Recommend investigation or action for a person to decide on. | How recommendations are explained and distinguished from established alarms; who reviews them; how staff challenge, record, or dismiss them. |
| Action-capable | Initiate actions or change configurations, control logic, or other operational settings. | Explicit operating bounds, safety thresholds, authorization, human intervention points, independent review appropriate to the consequence, and tested stop, override, and rollback procedures. |
Set conditions for alerting, fallback, suspension, and shutdown before a pilot. Make sure authorized staff know how to stop or isolate the capability and restore the prior approved state. For any application that can affect control behavior, define where human approval is mandatory and how an action is prevented when that approval is absent.
Check compatibility with the actual OT environment
OT environments are not interchangeable with ordinary enterprise IT. A monitoring method or software change that is routine in an office network may create unacceptable availability or reliability risk in a control environment. NIST SP 800-82 Rev. 3, the final OT security guide published in September 2023, addresses safeguards in light of OT performance, reliability, and safety requirements. Use those constraints to shape site-specific engineering review; do not assume a generic product claim establishes compatibility.
Map dependencies to site conditions
Ask the supplier to identify the protocols, device types, architectures, operating modes, and data sources the capability supports, and to list known exclusions. Compare that information with the site’s actual control-system architecture, asset inventory, maintenance cycles, and change-control process. A statement that a product supports an industrial protocol does not by itself establish that it is suitable for every device, configuration, or operating mode using that protocol.

Identify each deployment requirement that could affect the environment:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Installing agents or collectors on OT or engineering workstations.
- Active scanning, queries, packet handling, or other traffic generated toward control devices.
- Inline placement, changes to routing or switching, or new network paths between segments.
- Configuration changes, identity integration, time synchronization, or external service connections.
- Compute, storage, network, or latency demand at local systems or shared infrastructure.
Require an implementation plan that explains how each requirement is tested and approved. Have appropriate operations and engineering personnel review the proposed connection, placement, and failure behavior before any production connection. If the tool depends on a cloud service, determine which functions stop when the connection is lost and whether local operations remain within approved bounds.
Test impact without assuming a harmless failure
Define what will be observed during evaluation: network or host load, latency, missed or delayed data, system availability, and effects on operator workload. Set site-approved limits and a response if a limit is approached or exceeded. Do not run active scans, install software, or change configurations in a live control environment merely because a supplier describes a feature as low-impact. The test method itself needs the site’s operational and engineering review.
Include degraded and unavailable conditions. Examine how the capability behaves when a data source is incomplete, a dependency fails, compute resources are constrained, or a network or cloud connection is interrupted. Establish whether the tool fails silent, raises a clear status, queues data, retries, or continues making decisions on stale inputs. The acceptable behavior depends on the process and site risk assessment.
Demand evidence that matches the intended use
Performance figures are meaningful only when their test conditions resemble the task and environment for which the tool will be used. Ask for the evaluation period, data sources, threat and process scenarios, label definitions, operating conditions, and measurement method behind every figure. Find out who assembled and labeled the test set, what was excluded, and whether the test was independent of the supplier’s development data.

NIST’s AI Risk Management Framework (AI RMF) Core, Measure 2.5, says: “The AI system to be deployed is demonstrated to be valid and reliable. Limitations of the generalizability beyond the conditions under which the technology was developed are documented.” Apply that principle directly: require evidence of validity and reliability for the stated use, and a clear account of conditions beyond which the result may not generalize.

Measure errors and delays that matter to operations
For each pilot scenario, agree on what counts as a true positive, false positive, false negative, and operationally significant delay. These definitions should reflect the task. For example, a detection arriving after the response window may be a practical miss even if the system eventually flags the event. A noisy alert may be a burden even when it is not technically a false positive under the supplier’s label definition.
- True positive: the system identifies an event that meets the agreed criteria.
- False positive: it flags activity that does not meet those criteria.
- False negative: it fails to identify an event that does meet them.
- Detection delay: the time from the event’s defined start to a usable output, measured against the site’s response needs.
Review false positives and false negatives separately, along with precision, recall, or equivalent measures where suitable. Ask how results vary by operating mode and scenario rather than accepting one aggregate accuracy percentage. A strong average can conceal poor results during startup, maintenance, shutdown, or an unusual but legitimate process condition.
Compare false alarms with the local event base rate
The number of alarms staff must investigate depends not only on a detector’s reported performance, but also on how common the target event is in the environment where it will run. The joint government guidance on secure AI integration into OT, published December 3, 2025 by CISA, ASD’s Australian Cyber Security Centre, and international partners, calls for understanding “expectations for false positives and false negatives in the system’s performance, and how the false positives compare to the base rate of true positives.”
Ask the supplier to show the expected alert burden using the site’s plausible event rate, and document the assumptions. A hypothetical example illustrates why: if a target event occurs in 1 of 1,000 evaluated cases, a detector with 90% sensitivity and 90% specificity would, across 1,000 cases, flag about 0.9 true events and about 99.9 non-events. Those assumptions imply roughly 100 alerts for each true event. This is arithmetic for illustration only, not a performance estimate for any product or site; use representative local data and agreed labels for an actual pilot.
Then assess whether staff can review the resulting volume in time, whether alerts contain enough context to investigate, and what happens when analysts disagree with a model output. A metric without a workable response process is not evidence that the tool will improve operational security.
Use representative and changing conditions
Build evaluation cases from site-representative data and operating conditions, with suitable controls for sensitive information and production safety. Include ordinary activity as well as relevant threat scenarios, uncommon but valid process behavior, maintenance, startup and shutdown, data gaps, and degraded input quality. Check stability across assets and modes in scope, not just performance on a pooled dataset.

Test behavior when conditions change: assets are added or removed, operating modes shift, data feeds change, or previously unusual activity becomes normal. Ask how model drift is detected, what triggers review, and whether the system signals that its inputs or conclusions are outside a known operating range. Vendor-provided explanations can help people investigate an output, but they are supporting evidence, not proof that the output is correct or safe.

An AI feature does not remove conventional cybersecurity concerns. Evaluate the software, hardware, identities, data, network paths, dependencies, and vendor access around it, as well as risks specific to AI systems. NIST’s AI security guidance identifies concerns including evasion, model extraction, membership inference, and availability. Consider how each could affect this deployment rather than treating “AI security” as a single checkbox.
Protect access, updates, and integrity
Establish who can administer the system, access data, alter settings, approve actions, or connect remotely. Require appropriate access controls, identity management, logging, and review of vendor remote access. Determine how the product protects the integrity and confidentiality of collected data, model components, configuration, and outputs.
Ask how the supplier authenticates and distributes software, model, and dependency updates; what information accompanies a release; how vulnerabilities and incidents are reported; and how a prior approved version can be restored. Determine what happens if an update source, vendor account, or component is compromised. Keep version and change records so an incident can be reconstructed.
Get precise answers about data flows
Obtain written answers describing what training and inference data are collected, where they are processed and retained, how long they are kept, who can access them, and whether they are used to train or improve vendor models or shared onward. Distinguish operational telemetry from data used for model improvement, and identify data that leave the site or its approved boundary. Do not rely on a general privacy or security statement if it does not answer these deployment-specific questions.
Review backup, recovery, and service availability arrangements, including which functions depend on external services. Confirm how operators are notified when data are stale, incomplete, or unavailable. Decide what the system should do when it cannot provide a reliable result, and ensure that this behavior is visible to the people responsible for operations.
Best Value
Require change control and continuing validation
Performance and risk can change after deployment. A software release, model update, new asset, altered process mode, changed data feed, vulnerability, or security incident may affect the system’s assumptions. Agree on how material changes are communicated and reviewed before the tool is allowed to resume or expand its role.
Require version records for the model, software, and dependencies; release notes; approval records; regression checks; and documented rollback steps. Define which changes require renewed testing or operational approval. Monitor performance measures and drift indicators after deployment, and set review triggers for changed assets, process conditions, data sources, model updates, and security events. Re-evaluate periodically as well as after material change.
Preserve enough logs to understand model inputs, outputs, system status, relevant configuration and version, and any human decision or action that followed. Logging should support incident reconstruction without obscuring the distinction between a model recommendation, an established alarm, and a machine identity.
Run a controlled pilot with explicit gates
A pilot should answer a defined operational question under controlled conditions, not serve as an open-ended product demonstration. The asset owner should choose acceptance limits in light of process hazards, architecture, operating constraints, and the site’s safety and change-management requirements. The available guidance does not prescribe universal numeric thresholds or certify a particular tool.
- Approve the scope. Document the use case, assets and segments in scope, authority mode, data path, dependencies, responsible owners, and exclusions. Obtain the required operational, engineering, cybersecurity, and safety review for the proposed test.
- Set acceptance criteria before observing results. Define the scenarios, event labels, measures, acceptable alert burden, delay limits, impact limits, and conditions that require pausing or stopping. Specify how false positives and false negatives will be adjudicated.
- Establish the safe test method. State whether the test uses historical, staged, or live data; what traffic or software changes it requires; and how production systems are protected. Agree on monitoring, escalation, isolation, override, and rollback procedures, and make sure responsible staff can use them.
- Evaluate representative cases. Include normal and relevant threat activity, legitimate unusual behavior, operating-mode changes, degraded inputs, and unavailable dependencies. Record configuration and versions so results can be repeated.
- Review results with the people who will use them. Examine errors, delay, alert volume, stability, resource impact, data handling, and investigation workload. Have operators and engineers judge whether outputs are understandable and actionable in the intended workflow.
- Make a documented decision. Approve only the tested use and authority level. Record limitations, required controls, owners, monitoring, review triggers, and any conditions that prevent expansion. If criteria are not met, keep the tool isolated, change the proposed use, or stop the evaluation.
Passing a pilot supports a bounded deployment decision; it does not prove that every asset, operating mode, or future model version is safe. Treat expansion to a new process, data source, action authority, or facility as a material change requiring review.
Questions to ask an OT cybersecurity supplier
Use these prompts in procurement, architecture review, and pilot planning. They are practical due-diligence questions, not a verbatim official questionnaire.
- What exact OT task is this capability designed to perform, and what evidence supports that use in environments resembling ours?
- Is deployment passive and read-only, advisory, or capable of making changes? Which technical controls enforce that boundary?
- Which protocols, device types, architectures, and operating modes are supported, and which are unsupported?
- What are the measured false-positive and false-negative rates, under what test conditions, and how do false positives compare with the event base rate?
- How does performance change during maintenance, startup, shutdown, unusual but valid operating modes, sensor or data loss, and model drift?
- What compute, storage, network, and latency impact should we expect? What happens if the tool, a dependency, or its cloud connection is unavailable?
- What training and inference data are collected, where are they processed and retained, and can they be used to train or improve vendor models?
- How are the model, software, and dependencies updated, authenticated, assessed, and rolled back? How are vulnerabilities and incidents reported?
- Can operators review the basis for an alert or recommendation, challenge it, suppress it with authorization, and distinguish it in logs?
- What evidence, test methods, limitations, and change records will the supplier provide for our internal safety, cybersecurity, and procurement review?
Which guidance to use, and what its status means
NIST SP 800-82 Rev. 3 is the final OT security guide, published in September 2023. NIST SP 800-82 Rev. 4 was published as an initial public draft on September 21, 2026; the comment deadline shown by NIST is November 30, 2026. The draft expands OT guidance and aligns with the NIST Cybersecurity Framework 2.0, but as of October 13, 2026, it is not a finalized replacement for Rev. 3. Check NIST’s current publication status if making a decision after that date.

NIST AI RMF 1.0 is a voluntary framework for incorporating trustworthiness considerations into AI design, development, use, and evaluation. NIST has said it is being revised. On April 7, 2026, NIST announced a concept note for a critical-infrastructure profile; a concept note is not a finalized profile. The AI RMF Core is useful for framing repeatable testing, validity, reliability, safety, security, resilience, limitations, and context of use.
The joint guidance on AI in OT, published December 3, 2025 by CISA, ASD’s Australian Cyber Security Centre, and international partners, directly addresses secure AI integration into OT. Together, these sources support a risk-based evaluation method. They do not supply a product ranking, vendor-neutral tool performance score, certification of a specific capability, or engineering approval for deployment. The site owner remains responsible for evaluating the proposed use against its process hazards and operating constraints.
