Start with audited statements and the latest interim report; check whether operating cash flow can fund maintenance and growth; then test plant and quarry durability, local pricing power, debt, environmental obligations, governance and valuation. A company’s capacity or reported profit alone cannot establish that it is a sound investment.
What does the company actually own, produce and sell?
Begin with the latest annual report, interim statements and exchange disclosures. Map the business by plant, geography and product: cement, clinker, ready-mix concrete, aggregates and other activities. Where the company provides the information, distinguish owned manufacturing from grinding, distribution and third-party sourcing.

For each market, identify production capacity, actual shipments, utilization, major customers, sales channels, imports and dependence on a single plant, quarry, supplier or customer. Capacity is only potential output; utilization, maintenance and access to customers determine whether it can be converted into sales and cash.

Also establish who controls the company and what investors own. Check major shareholders, share classes, related-party dealings, dilution and the size of the public float. Use issuer filings for company-specific facts rather than assuming that a peer’s footprint or ownership structure is comparable.

Do the reported earnings turn into cash?
Read several years of audited income statements, balance sheets, cash-flow statements and notes alongside the latest interim report. Track revenue and volumes separately where disclosed, as well as gross and operating margins, depreciation, working capital, operating cash flow, capital expenditure and free cash flow.
- Reconcile profit to operating cash flow. Explain material differences through receivables, inventories, payables, taxes, non-cash items or one-off adjustments. A rising profit figure is less persuasive if cash collection is deteriorating.
- Separate sustaining from growth investment. Identify spending needed to keep quarries, kilns, terminals and other equipment productive, then distinguish it from expansion projects. Assess cash generation after the investment the business actually needs.
- Read the notes, not just headline totals. Review auditor opinions, accounting policies, segment reporting, contingencies, related-party transactions and subsequent events.
Make sure the reporting basis is comparable across years and companies. Loma Negra says in its annual report that it restates its financial statements under IAS 29 because Argentina is considered a hyperinflationary economy. Nominal figures from that reporting context should not be compared mechanically with figures prepared on a different inflation or currency basis.
Can the company protect margins when costs or demand move?
Cement is energy-intensive, and the product is bulky to transport. Build a company-specific cost bridge from realized prices and product mix through fuel, electricity, raw materials, maintenance, labor, freight and other production costs. Then compare price movements with changes in costs, volumes and plant utilization. Consider local capacity versus demand, imports, construction cycles and customer concentration when judging whether price increases are sustainable.

Loma Negra’s 2025 annual report gives one issuer-specific illustration: thermal energy was 11.4% of its total cost of sales, electricity 7.7%, preservation and maintenance 10.2%, freight 10.0%, and raw materials 12.0%. These are Loma Negra’s reported 2025 figures, not industry benchmarks. The company also says that energy-cost increases can reduce margins and operating results when it cannot pass enough of them on to customers.
Do not assume that a competitor’s cost profile or ability to pass through increases applies to a smaller company in another market. Martin Marietta’s filing, for example, identifies fuel use, clinker substitution and potential emissions-related costs as cement-business considerations; use such peer disclosures to frame questions, not as a substitute for the issuer’s own numbers.
Will the plants and raw materials remain usable over your investment horizon?
Review limestone and other reserve disclosures, reserve-life assumptions, ownership or lease terms, extraction rights and reclamation obligations. Check kiln age and condition, reliability, utilization, maintenance shutdowns and likely capital requirements. Examine transport from quarry to plant and from plant to market, including road, rail, ports and third-party terminals.
Rank #3
Verify the status and expiry of permits and key supply contracts. A reserve estimate is useful only if the company can legally and practically extract the material; a functioning kiln is valuable only if it can be maintained and supplied. Eagle Materials’ filing illustrates the kinds of issuer disclosures to look for, including limestone reserves, electric-power exposure and environmental permits, but those details do not establish the position of another producer.

Can the balance sheet withstand a downturn or refinancing?
Calculate net debt and assess debt-service capacity against cash flow in weaker construction conditions and under higher interest, fuel or freight costs. Read each debt note for maturity dates, fixed or floating rates, covenants, collateral, refinancing plans and currency denomination. Check restricted cash, committed credit availability and the timing of large capital commitments.
For a company operating amid volatile inflation or exchange rates, identify which currency drives revenue, costs, borrowing and dividends. Consider whether currency movements or restrictions on moving cash across borders could affect debt repayment or shareholder returns. Inflation accounting, energy exposure and refinancing risk need to be evaluated in the issuer’s own operating and regulatory context.

What environmental obligations could affect operations and spending?
For each plant, identify applicable air, water, mining and waste permits; compliance history; remediation obligations; and pending proceedings. Estimate required maintenance and compliance spending separately from discretionary decarbonization projects. Determine whether lower-clinker products, alternative fuels or efficiency changes have demonstrated operating results, and distinguish completed work from pilots or stated goals.
Environmental rules and permit conditions vary by jurisdiction and can change. Cement-company filings describe emissions rules as potential sources of operating costs, capital needs and demand risk, but one issuer’s experience does not establish another plant’s obligations. Check the rules and permits that apply to the actual company and facilities.

Are governance, disclosure and trading liquidity adequate?
Small capitalization does not by itself indicate either undervaluation or business quality. Assess whether investors can verify the company’s condition and trade its shares on reasonable terms. Review controlling ownership, board independence, related-party transactions, compensation, capital allocation, dividend policy, acquisitions and use of proceeds.
Best Value
Examine disclosure quality and the public float alongside trading liquidity. A limited float or thin trading can make it difficult to enter or exit a position at the quoted price. Consider the possibility of dilution when evaluating past capital raises, share classes and planned financing.
How should you compare candidates and assess valuation?
Compare genuinely similar businesses before drawing conclusions. Geography, product mix, vertical integration, accounting, currency, energy sourcing and market concentration can make two cement producers look comparable when their economics are not.
| Comparison area | What to examine |
|---|---|
| Market and pricing | Local demand, competitive capacity, imports, customer mix and ability to pass through costs. |
| Operating assets | Plant utilization, kiln condition, reserve life, permits and logistics. |
| Costs and cash | Energy and maintenance intensity, operating cash flow, and cash remaining after sustaining capital needs. |
| Funding and exposure | Debt maturities, interest costs, currency and inflation exposure, and refinancing requirements. |
| Environmental position | Current obligations, compliance record and funded improvements. |
| Investor protections and price | Governance, disclosure, ownership, public float, trading liquidity and valuation on normalized assumptions. |
Value a capital-intensive cyclical business using defensible through-cycle earnings or cash-generation assumptions. Account for maintenance and replacement investment, and do not extrapolate peak margins or treat a trough-year result as normal. A peer multiple is informative only after adjusting for the differences above. A fair-value estimate or buy-or-sell decision also requires current issuer data and explicit assumptions about future cash flows, risk and the investor’s own objectives.
What should a complete review leave you with?
Before making an investment decision, write down what supports the company’s cash generation, what could interrupt it, and what assumptions drive the valuation. Use the issuer’s latest filings and applicable local rules for each company; the general framework cannot establish a current price, valuation or investment conclusion for an unnamed company.
