The result should be a line-level analysis supported by invoices, classification records, contracts, price lists and ledger data—not an estimate based on the headline rate change alone.
1. Identify the affected products, services and transactions
Start with an inventory of outward supplies and material inputs. Build it at SKU or service-line level so different classifications, rates and ITC conditions do not disappear inside company-wide averages.

- Product or service description and HSN/SAC classification, with the basis for the classification.
- Current tax treatment and proposed treatment, including rate increases, reductions, exemptions and changes in ITC eligibility.
- Relevant state or Union Territory, place of supply, and GST registration.
- Sales and purchase volumes and values, transaction dates, and the periods being compared.
The GST Council’s September 2025 release gives examples of changes in areas including small cars and motorcycles at or below 350cc, man-made fibre and yarn, specified fertilizer inputs, renewable energy devices, and certain accommodation and personal-well-being services. Those examples are not a complete rate schedule. The Council points to HSN-wise and sector-wise annexures; use them to identify potentially affected lines, not as a substitute for checking the applicable notification. 2. Confirm the legally operative rate and date
For each affected line, verify the applicable central, state or integrated GST rate notification and any amendments. Check the classification entry, conditions or exceptions, and the stated effective date. A Council recommendation or press announcement does not by itself settle the rate to apply to a particular supply.

Keep the notification and the classification rationale with the analysis. If the product’s classification, an entry’s conditions, or an amendment’s effect is unclear, refer the issue to a qualified Indian GST adviser before updating the rate in business systems.
The September 2025 FAQ addresses changes effective 22 September 2025, but a live calculation needs a fresh check of notifications and amendments applicable to the product or service and transaction date. GST Rate Changes: Frequently Asked Questions · 56th GST Council meeting recommendations
3. Determine which rate applies to each transaction
Transactions around the effective date may need separate treatment. Group them into cohorts using the relevant supply, invoice, advance and payment dates, then apply the time-of-supply provisions to the facts of each transaction. Do not assume the rate is determined solely by the invoice date or the date a rate change was announced.

The official 2025 FAQ states: “The GST rate will be determined as per the time of supply provisions.” It points to section 14 of the CGST Act for rate changes. Use that provision and the applicable rules to assess transition cases; the FAQ’s discussion of the 22 September 2025 changes should not be treated as a substitute for checking later legal amendments or a transaction’s specific facts. Official FAQ · Central Goods and Services Tax Act, 2017
4. Assess ITC independently of the output rate
An output-rate change does not automatically produce an equal change in usable credit. Review input and input-service credits separately for each affected line and transaction.
- Check whether the inward supply was correctly taxed and whether the company meets the statutory conditions for credit.
- Separate credit already availed and recorded in the electronic credit ledger from credit expected on future purchases.
- Check whether outward supplies remain taxable or become exempt, and whether a reversal or other restriction applies.
- Reconcile credit amounts and any reversals to the ledger, purchase records and GST returns.
The 2025 FAQ says credit duly charged at the prevailing rate on an inward supply can be eligible subject to other statutory conditions. It also discusses use of duly availed ledger credit against output liabilities and reversal where qualifying supplies become exempt from the effective date. These outcomes depend on the current law and the company’s transaction facts; do not generalise the FAQ’s example into a rule for every credit or supply. Official FAQ

5. Model the financial effect through separate channels
For each affected line and period, compare the following measures before and after the change. Use company records and explicit assumptions; a rate change alone does not establish the effect on profit, price or cash.
- Output tax: tax charged to customers and remitted, using the rate and time-of-supply treatment that apply to each transaction.
- Customer price and net realization: the actual or planned selling price, including whether tax is included in the displayed price, and the amount retained before other costs.
- Input tax and usable credit: tax on purchases, credit eligible to be claimed, credit already available, and any blocked, restricted or reversible amounts.
- Gross margin: the change after accounting for the company’s realized prices, input costs and usable credits.
- Cash timing and working capital: when tax is collected or paid, when credits can be used, and whether transition timing changes the cash requirement.
- Inventory, purchasing and contracts: stock already acquired, purchase timing, customer or supplier terms, and any price-adjustment clauses.
- Volume sensitivity: whether changed prices or market conditions could affect demand and sales volumes.
A rate reduction does not necessarily increase margin by the same amount: the realized outcome depends on ITC, customer pricing, contracts, market conditions and volume response. Calculate these channels separately rather than presenting a single rate difference as a company-wide financial impact.

6. Build an evidence file and reconciliation trail
Keep the analysis auditable at line-item level. The GST Council’s implementation agenda note identifies evidence such as before-and-after SKU or service price lists and MRP lists, invoice data including GSTR-1 invoices, new MRP stickers, GSTR-2A for reviewing input-credit changes, and the taxpayer’s ITC ledger. It describes examining whether sale-price or MRP revisions are commensurate with tax-rate changes; this is a practical evidence checklist, not a complete statement of the current legal test. GST Council implementation agenda note
For the company’s own working papers, also retain transaction dates and quantities, classification support, customer and supplier contracts, location and registration details, the source notification, and a reconciliation between rate mapping, accounting records and GST returns. These additions help test the actual transactions; they are not an exhaustive government-prescribed evidence list.

7. Compare affected lines and scenarios consistently
Where several products, services or operating scenarios are affected, use the same comparison fields for each. This makes unlike cases visible instead of masking them in an average.
| Comparison field | What to record |
|---|---|
| Rate and effective date | Applicable notified rate, relevant entry and effective date. |
| Transaction cohort | Time-of-supply treatment and the dates that determine the applicable rate. |
| Output tax | Change per unit and period in tax charged and remitted. |
| ITC | Eligibility, available balance, expected credit and potential reversal or restriction. |
| Commercial outcome | Customer price, net realization, gross-margin and volume sensitivity. |
| Cash and commitments | Working-capital timing, inventory and contract exposure. |
| Evidence confidence | Strength of classification support and completeness of transaction records. |
What the analysis can—and cannot—tell you
A company-specific exposure estimate requires its affected product and service mix, transaction dates, classification and registration details, contract terms, pricing decisions, purchase and sales records, and ITC data. Without those inputs, no reliable company-level amount or typical impact percentage can be stated. The analysis is a decision aid, not legal advice; the applicable notifications, Act, rules and transaction facts determine the treatment.
