Estimate a coding project’s AI bill from the work the model actually does—not from the repository’s line count. Sample representative tasks, record input, cached input, output and any separately billed cache writes or tools, apply the exact rates for the model and billing route, then scale by your expected task mix. Reconcile the forecast with usage telemetry and update it as the workflow changes.
Why repository size is a poor cost estimate
A repository with millions of lines does not mean an AI model will process millions of lines on every request. A coding assistant may retrieve only relevant files, reuse cached context, or make several calls that each process different portions of the project. Conversely, an apparently small request can trigger repository discovery, planning, tool use, tests, retries and review—each of which may involve additional model calls.

Token counts are not word counts or line counts. The same text can tokenize differently across models and encodings, and code, identifiers, punctuation and natural-language instructions do not map to a universal number of tokens. OpenAI’s token guidance cautions that a lower price per million tokens does not necessarily mean a lower total bill: models may tokenize the same text differently and generate different amounts of output or reasoning.

For that reason, neither a universal “tokens per line of code” conversion nor a generic monthly cost for a “large project” is reliable. The useful estimate is specific to your models, agent configuration, billing route, task mix and expected volume.

What you need to count
Build the estimate around calls and billable categories. For every call in a representative workflow, capture the model, task type and token usage reported by the service. Keep categories separate whenever the rate card prices them differently.
- Uncached input tokens: instructions, repository context, tool results and other input processed at the applicable standard input rate.
- Cached input tokens: input served through a prompt or context cache, if the provider reports it and prices it differently.
- Cache writes: tokens written to a cache where that operation has a separate charge. Do not assume cache creation is free or priced like a cache read.
- Output tokens: generated code, explanations, plans, tool-call content and other model output. Depending on the provider’s accounting, reasoning may be included in output usage or surfaced separately; follow the usage fields and rate card for the selected model.
- Non-token charges: separately billed tools or services used by the workflow. Add these outside the token calculation.
Record the exact model ID and the service through which it was called. A direct API call and a coding assistant subscription may use related models but have different allowances, conversion rules or marginal charges. A context window is a maximum capacity, not a measure of what a particular call consumed.
Use a per-call calculation
When a rate card lists prices per million tokens, calculate each category independently:

For example, if a hypothetical call reports I uncached input tokens, C cached input tokens and O output tokens, and the selected rate card lists corresponding per-million rates Rᵢ, R꜀ and Rₒ, its token cost is:
(I / 1,000,000 × Rᵢ) + (C / 1,000,000 × R꜀) + (O / 1,000,000 × Rₒ)
Add a cache-write term if it is separately priced, and add the cost of other billable services if applicable. Sum call costs to obtain the task cost. Do not merge cached and uncached input before multiplying: doing so can conceal a material rate difference.
Build a forecast from representative work
1. Define the project workload
Set a forecast period and describe how the team expects to use the agent. List the number of developers, expected sessions or tasks per developer, and the approximate mix of work. Useful task categories include codebase discovery, implementation, debugging, test generation or repair, and code review. Include project-specific work such as migrations or broad refactors if it is likely to affect call counts or context size.
Do not treat every session as equivalent. A quick question and a multi-step task that searches files, edits code, runs tests and revises a solution have different usage profiles. Your forecast should preserve those differences instead of multiplying one average by all work.

2. Identify the model and billing route
For each workflow, specify the service, model and billing mechanism. Separate direct API usage from a bundled assistant plan or credit system. Write down any applicable context tier, cache pricing, batch or regional modifiers, included allowance and marginal-use rules. If the assistant does not disclose which model handled a feature, mark the model mix as uncertain rather than assigning an unsupported exact rate.
Use the current official rate card for the chosen model and route. Rates, context thresholds, plan allowances and credit rules can change, so retain the rate-card date alongside the estimate and refresh it before making a budget decision.
3. Sample short, typical and demanding tasks
Run a small, representative sample using realistic repository context, agent settings and tool access. Include a short task, a typical task and a demanding multi-step task. Select work that resembles the actual project; a clean demo prompt is not a substitute for a task involving your codebase, tests and normal workflow.
Capture all model calls within each task, not just the final answer. A tool-using agent may make multiple calls, delegate to sub-agents or retry after a failed edit or test. Final answer length alone does not reveal the full input, cached input, output or retry volume.
4. Keep a usage worksheet
A spreadsheet or small log should preserve the measurements and assumptions that drive the forecast. One row per call is ideal when telemetry is available; otherwise, record task totals and label the level of aggregation clearly.

| Field | What to record |
|---|---|
| Task type and sample | Discovery, implementation, debugging, tests, review or another defined category; identify whether the task was short, typical or demanding. |
| Call and model | Call number within the task, exact model ID and billing route. |
| Input usage | Uncached input tokens and cached input tokens as separate values. |
| Cache writes | Token count and charge where reported and priced separately; otherwise mark the value as not reported. |
| Output usage | Output tokens reported for the call, following the provider’s usage definitions. |
| Workflow behavior | Tool calls, sub-agent calls, retries, test cycles and relevant configuration changes. |
| Rates and modifiers | Applicable rate by category, context tier, discount or other pricing condition, with the rate-card date. |
| Other charges | Any separately billed tool, service or platform charge tied to the task. |
Keep measured values separate from planning assumptions. For example, a sampled task may provide measured token usage, while the number of times that task will happen next month is a forecast assumption. That distinction makes it possible to revise the model when usage or plans change.
5. Calculate task costs, then scale by task mix
Calculate the cost of each sampled task by summing its calls and billable categories. For a forecast period, multiply each task type’s representative cost by the expected number of tasks of that type, then add the task categories together. If usage varies materially among samples, use a measured median for a base estimate and retain higher-use observations for the high case.
Consider a purely illustrative planning worksheet with three task types: discovery, implementation and debugging. Suppose the team estimates 20, 30 and 10 tasks of those types during a forecast period. Those task counts are assumptions, not industry benchmarks. The calculation is:
period estimate = (20 × measured discovery cost) + (30 × measured implementation cost) + (10 × measured debugging cost)
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsEach measured task cost must already reflect its actual call pattern, token categories, applicable rates and any separate charges. If the model mix differs by task, calculate each group using its own rate card rather than applying one blended price to every call.
Best Value
Make the estimate a range, not a false-precision total
A single point estimate can hide uncertainty in task volume, retries, context size, cache behavior, model selection and generated output. Produce low, base and high cases so a budget owner can see which assumptions matter.
- Low: use lower observed task usage and a plausible lower workload, while keeping the same defined project scope.
- Base: use measured median usage by task type and the team’s most likely workload and model mix.
- High: use observed high-use tasks or a deliberately conservative workload assumption, including additional multi-step tool use or retries where those are plausible.
Do not label an arbitrary percentage uplift as a vendor statistic. If you apply a contingency factor because the sample is small or the workflow is still changing, state that it is your planning assumption. A range is most useful when its drivers are visible: task count, average calls per task, token use by category and the selected rates.
Check provider-specific pricing and billing details
Rate cards and plan rules are model-, provider-, context- and route-specific. Compare end-to-end task cost, not just the headline input price per million tokens. A lower input rate may be offset by more tokens, higher output volume, different reasoning behavior, cache charges or long-context pricing. Check the selected model’s current conditions directly before entering a numeric rate.
| Billing detail | Why it affects the estimate |
|---|---|
| Input, cached input and output rates | These categories may have different prices and should be multiplied separately. |
| Cache creation or writes | A workflow that repeatedly establishes cached context may incur a distinct charge where the provider prices writes separately. |
| Context-length tiers | Some catalog pricing distinguishes shorter and longer contexts; a rate for one tier may not apply to another. |
| Batch processing | Anthropic’s pricing documentation describes a 50% discount on input and output tokens through its Batch API. This is specific to that service and pricing route; check eligibility and applicable conditions before using it in a forecast. |
| Bundled plans and credits | Included allowances, overage rules and the purchase of additional credits may depend on plan and subscription channel, and are not interchangeable with direct API dollars. |
| Model visibility | If the model used for a feature is not disclosed, a precise per-call rate may not be inferable from the public rate table alone. |
GitHub’s Copilot model pricing documentation states that one AI credit equals $0.01 USD. That is a service-specific conversion, not a universal token price. The same documentation describes model-dependent token rates converted to AI Credits and notes that plan allowances and additional-credit availability depend on the plan and subscription channel.
GitHub says most Copilot feature interactions show the model used, but code review is an exception: its model is automatically selected and not disclosed. That makes an exact per-review cost harder to derive from public rates alone. For a workflow with undisclosed model selection, estimate using observed credit or billing data if available and present any model-specific calculation as a scenario, not a known per-review charge.
Validate the forecast against actual usage
After the team has run the workflow for an initial period, compare the estimate with usage telemetry and billing records. Investigate differences by task type rather than merely changing the project-wide average. A gap may come from more calls per task, larger retrieved context, retries, different model routing, cache accounting or higher task volume.
OpenAI’s Usage Dashboard can show current and past-period activity, while API responses provide per-request usage fields. Dashboard data is in UTC, and organization or project filters affect which activity appears in a report. When reconciling a spreadsheet with the dashboard, align the time window and filters before treating a discrepancy as a calculation error.

Quick Recap
- Choose a defined reporting period and align time zones, organization and project filters.
- Compare actual task counts with the assumed counts in the forecast.
- Compare calls and token categories per task, separating retries and sub-agent activity where possible.
- Check whether model routing, rate-card tiers, cache treatment or non-token charges changed.
- Update the measured task profiles and assumptions, then recalculate the low, base and high cases.
Common estimation mistakes
- Converting lines of code directly into tokens: file selection, prompt construction and model tokenization vary. Measure representative requests instead.
- Pricing only the final response: input and intermediate calls can contribute substantially to usage even when the visible answer is short.
- Treating context capacity as consumption: a model’s maximum context window does not mean every request fills it.
- Using one input rate for every token: cached input, cache writes, context tiers or output may have separate prices.
- Applying API rates to a bundled assistant: subscriptions and credits may have allowances and conversion rules that do not match direct API billing.
- Ignoring retries and agent steps: tests, tool interactions, sub-agents and recovery attempts add calls beyond the initial prompt.
- Using a rate card without a date: model prices and plan rules change; preserve the source and date used for a budget forecast.
- Reporting a precise project total before sampling: use a range and identify uncertain workload assumptions until telemetry supports a tighter forecast.
A practical decision checklist
- Have you defined the forecast period, team size and task mix?
- Have you identified the exact model and billing route for each workflow?
- Have you sampled realistic short, typical and demanding tasks?
- Have you captured all calls and separated uncached input, cached input, cache writes and output?
- Have you included retries, sub-agent calls and separately billed tools where applicable?
- Have you used the correct current rate card, context tier, plan allowance and discount conditions?
- Have you labeled sample measurements separately from task-volume and contingency assumptions?
- Have you created low, base and high cases and scheduled a reconciliation with actual usage?
