How to Estimate LLM Token Usage Before Sending a Prompt

Choose the exact model first: use its tokenizer for plain text, and OpenAI’s input-token counting endpoint for a supported, complete Responses API request.

To estimate token use before sending a prompt, first select the provider and exact model. For OpenAI plain text, count with the model-associated encoding using tiktoken or the OpenAI Tokenizer. For a closer pre-send count of a supported, complete Responses API request—including its messages, tools, images, or files—use OpenAI’s input-token counting endpoint with the same input you plan to send. Word and character conversions are only rough estimates.

What a token estimate can—and cannot—tell you

Tokens are pieces of text, not a fixed number of words. A word may split into several tokens, while punctuation, capitalization, spelling, spaces, language, and the model’s encoding all affect the count. That is why the same prompt should be counted with the tokenizer associated with the model you intend to use.

As a rough guide for English, OpenAI’s Help Center says one token is approximately four characters, or about three-quarters of a word; it also gives 100 tokens as approximately 75 words. These are estimates, not exact conversion rates, and should not be applied as a universal rule to other languages, providers, or text formats. OpenAI’s explanation of tokens and counting was shown as updated 15 days before October 4, 2026.

An input count does not tell you how many tokens the model will generate. For context-fit or cost planning, treat input and output separately, check the selected model’s current context and output limits, and account for any reasoning tokens where relevant.

Choose the right counting method

Method Best for What it counts Important limitation
Character or word estimate A quick, rough English estimate Approximate text length Not an exact tokenizer count; results vary by language, text, and model.
OpenAI Tokenizer or tiktoken Plain-text preflight Text under the selected encoding May omit message formatting, tools, schemas, files, images, or other request structure.
Responses API input-token counting endpoint Preflight of a supported, structured Responses input The supplied input in Responses API format, including formatting tokens for request structure Use the same payload you plan to send; the endpoint’s support and format are Responses-specific.

OpenAI’s token-counting documentation states that “The input token count endpoint accepts the same input format as the Responses API.” This makes it the most complete of these options for supported structured requests; a plain-text tokenizer is still useful when the only content being checked is text.

Count plain text locally or in the tokenizer

Use the OpenAI Tokenizer for a quick check

Paste the text into OpenAI’s Tokenizer and select the encoding associated with your target model when the interface offers that choice. This is convenient for inspecting how text breaks into tokens. Do not treat its text-only result as the full count for a request containing message roles, tools, schemas, images, or files.

Use tiktoken in code

For programmatic plain-text checks, use the OpenAI tiktoken library and the encoding associated with the target model. In Python, the basic pattern is:

import tiktoken

model = "your-target-model"
text = "Your prompt text goes here."
encoding = tiktoken.encoding_for_model(model)
token_count = len(encoding.encode(text))
print(token_count)

Replace your-target-model with the exact model identifier you will call. This measures the text passed to encode; it does not by itself account for the full structure or non-text content of an API request. If the model name is not recognized by the installed library, confirm the model’s current encoding mapping rather than silently substituting an unrelated model’s encoding.

Count a complete Responses API request before sending

When a request includes structured messages, tool definitions, files, or images, pass the same Responses API input to OpenAI’s input-token counting endpoint that you intend to send to the Responses API. The endpoint accepts the same input format and returns an input count before generation, including request-formatting tokens such as roles and boundaries. See the official token-counting guide for the endpoint’s current instructions and supported input types.

  1. Choose the target model. Use the same model for counting and generation; model-associated tokenization and limits can differ.
  2. Prepare the request input. Include the same messages and content, along with relevant tool definitions, schemas, images, and files.
  3. Submit that input to the counting endpoint. Follow the current endpoint instructions in OpenAI’s guide and inspect the returned input-token count.
  4. Send the matching request. If you change the prompt or request structure after counting, count the revised input again.

The count is a preflight estimate of input for the supported request, not a forecast of generated output and not a general-purpose counter for every provider or API.

Quick Recap

Use estimates for context and cost planning

  • Checking whether a prompt fits: compare the input count with the chosen model’s current context limit, while leaving room for the output you expect. Check model-specific output limits separately.
  • Estimating API cost: keep input and output token assumptions separate and consult the model’s current pricing. An input count alone cannot establish the total cost of a response.
  • Auditing actual usage: compare the preflight count with usage returned after the call. Responses usage fields include input_tokens, output_tokens, and total_tokens; Chat Completions fields include prompt_tokens, completion_tokens, and total_tokens. Field names depend on the endpoint. OpenAI documents these distinctions in its token guidance.

Common reasons an estimate differs from the eventual usage

  • Only the prompt text was counted: role labels, message boundaries, tools, and schemas can add request structure that plain-text tokenization does not capture.
  • The model or encoding did not match: a tokenizer count for a different model may not represent the target model’s tokenization.
  • The payload changed after counting: additions or edits to messages and other inputs change what is sent; repeat the preflight count on the final payload.
  • Output was confused with input: generated text is separate usage, and reasoning tokens may also count toward output usage.
  • A rough English shortcut was treated as exact: character and word ratios cannot reliably determine an exact token count.
