If Windows 11 won’t start, use the Windows Recovery Environment (WinRE) to open Startup Settings: choose Troubleshoot > Advanced options > Startup Settings > Restart, then press 4 or F4 for Safe Mode. Windows may open WinRE automatically after repeated failed starts. [Microsoft’s WinRE guidance]
Get to Windows Recovery Environment
WinRE is the recovery menu that provides access to Startup Settings when Windows cannot start normally. Windows can enter it automatically after repeated unsuccessful startup attempts, but Microsoft does not specify a universal number of failures or a single manual trigger that works on every PC. Allow Windows to fail to start and check whether the recovery screen appears. If it does, continue to Startup Settings below. The screen labels can vary slightly, but the route uses the options shown here.
Choose a Safe Mode option
- In WinRE, select Troubleshoot.
- Select Advanced options, then Startup Settings.
- Select Restart. The PC restarts and displays a list of startup choices.
- Press the key for the mode you need:
| Choice | Key | What it provides |
|---|---|---|
| Safe Mode | 4 or F4 | A limited Windows startup for general troubleshooting. |
| Safe Mode with Networking | 5 or F5 | Safe Mode plus the network drivers and services needed to access the internet or other computers on the network. |
| Safe Mode with Command Prompt | 6 or F6 | A command prompt instead of the usual Windows interface, for command-line troubleshooting. |
These are the Startup Settings choices documented by Microsoft. [Microsoft: Windows startup settings]

If BitLocker asks for a recovery key
An encrypted device may require its BitLocker recovery key to continue with recovery operations. Have the key available and enter it when prompted; without it, you may not be able to proceed through the affected recovery step. What Safe Mode can—and can’t—tell you
Safe Mode starts Windows with a limited set of files and drivers. If the startup problem does not happen in Safe Mode, that helps narrow troubleshooting, but it does not identify the exact driver, service, or other component responsible. Safe Mode is a diagnostic startup option, not a repair that guarantees Windows will boot normally afterward. [Microsoft: Windows startup settings]

If WinRE or Startup Settings won’t open
Not every unbootable PC will successfully reach WinRE. If the built-in recovery options are unavailable or do not work, Microsoft lists a previously created recovery drive or Windows installation media created on another working PC as further options. These are separate recovery routes, not requirements for trying Safe Mode. Back up important files where possible before recovery procedures, since some options can cause data loss.
