Controller setup is separate: players connect a controller and enable its matching support in Steam, while developers can publish app-level Steam Input settings.
Before the playtest: Make sure Steam is running and launch the game from the Steam client. The Overlay is designed to hook into games launched through Steam; a shortcut or direct launch outside Steam may not provide the expected behavior. Valve documents the default shortcut and launch behavior in its Steam Overlay guidance.

For the developer: enable the Overlay in Steamworks
- Open the app’s Steamworks settings and go to Installation > General Installation.
- Enable Enable Steam Overlay for Application.
- Publish the settings change so it is available to players. Editing this setting requires the Steamworks account permission Edit App Metadata, according to Valve’s Steamworks setting documentation.
For the developer: review Steam Input settings
Overlay availability and controller configuration are separate app settings. In Steamworks, open the app’s Steam Input settings page, choose a built-in template or configure a custom option, then save and publish changes intended for players. Valve recommends enabling Any Future Devices when the game uses the Steam Input API. See Valve’s Steam Input developer setup guide.

Basic player remapping does not require a native Steam Input API integration. A fuller integration is a development choice: Valve’s guidance covers defining in-game actions, publishing official configurations, using controller-appropriate glyphs, accommodating mixed mouse, keyboard, and gamepad input, and handling text entry.

For the playtester: connect and configure a controller
- Connect the controller to the computer before opening its configuration.
- In Steam, open Steam > Settings > Controller and enable the support option that matches the connected device.
- Open the game’s page in the Steam Library and choose the controller configuration/edit option. Valve notes that the controller must be connected for this option to appear.
- Select an available layout or adjust bindings for the playtest, then return to the game and try the controls. The exact layouts and behavior can vary by game and device.
Valve’s player setup guide documents these client steps. You do not need to buy a controller to enable the Overlay, and you can configure a compatible controller you already own.
Open the Overlay and check its shortcut
While the game is running through Steam, press Shift+Tab, the default Overlay shortcut. If that key combination does not open it, check the shortcut in Steam Settings and change it if needed; use the updated combination in the game. Valve says the Overlay automatically hooks into games launched from Steam, but the documented settings do not establish every possible cause of an Overlay failure.

Understand the controller support options
“Controller support” can refer to different layers. A game’s own native controller handling, Steam Input’s player-configured bindings, and a developer’s native Steam Input API integration are not interchangeable. Steam Input can translate controller input through gamepad emulation, mouse-and-keyboard emulation, or its API. In Windows gamepad emulation, Steam can provide an emulated Xbox controller through traditional gamepad input APIs; Valve says emulation uses a driver on macOS and Linux. See the Steam Input gamepad emulation guidance.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsValve’s currently documented device list includes Steam Controller, PlayStation 4, Xbox 360, Xbox One, Nintendo Switch Pro, Steam Link App Mobile Touch Controller, PlayStation 3, and DirectInput gamepads. Valve notes that device support continues to be added, so this list is not a guarantee that every model or game will behave identically. Check the Steam Input device documentation and test the intended game configuration.

| Approach | Who configures it | What it means for the playtest |
|---|---|---|
| Native game controller support | Game developer | The game handles controller input itself; the precise behavior depends on that game’s implementation. |
| Steam Input configuration | Player in the Steam client; a developer may also publish app-level defaults | Bindings can be selected or adjusted for an individual player’s device and game. |
| Native Steam Input API integration | Game developer | A deeper integration can use defined in-game actions and controller-specific features, rather than only remapping inputs. |
| Gamepad or mouse-and-keyboard emulation | Steam Input configuration and the game together | Steam translates controller input into an input style the game can use; compatibility and results vary by title and device. |
