To run a macro safely, keep Excel set to Disable all macros with notification and approve only a workbook you trust. If a trusted file downloaded from the internet is blocked, Windows may require you to unblock that specific file in File Explorer. Avoid enabling every macro or disabling Protected View just to clear a warning.
Before enabling a macro, check the workbook
Macros are executable code. A workbook opening normally does not establish that its code is safe, and a familiar filename or sender display name is not enough to verify its source. Confirm that you expected the file and obtained it through a source you trust.

You do not need macros simply to view a document or make simple edits, according to Microsoft Support. Modern macro-enabled Excel workbooks commonly use the .xlsm extension; a workbook saved as .xlsx does not retain VBA macros. See Microsoft’s overview of Excel macro types and formats.

- Verify the file and source. Make sure you expected the workbook and trust the person or organization that supplied it. If you cannot establish that, leave macros disabled.
- Open the workbook and read the warning. If Excel displays its macro security warning, choose Enable Content. If prompted to trust the document, select Yes only after verifying the file. Microsoft describes this document-specific choice in its guide to enabling or disabling macros in Microsoft 365 files.
- If Excel says internet macros are blocked, use the Windows file-specific route below. Do not switch on all macros to get around the block.
Unblock a trusted internet-downloaded workbook in Windows
Microsoft 365 blocks macros in files marked as coming from the internet by default. If the workbook is genuinely trusted, Microsoft’s documented Windows procedure is to remove that mark from the individual file—not to weaken Excel’s protection for all workbooks.

- Close the workbook in Excel.
- In Windows File Explorer, right-click the saved workbook and select Properties.
- On the General tab, select Unblock if the option appears, then select Apply and OK.
- Reopen the workbook. If Excel then presents its ordinary macro warning, make the document-specific trust decision described above.
Unblocking removes an internet-origin security mark; it does not scan or certify the workbook as safe. This documented Properties workflow is Windows-specific. The cited Microsoft guidance does not establish an equivalent procedure for macOS or Excel for the web; do not assume the Windows steps apply there. Choose the narrowest trust option

For a controlled folder, the Excel route is File > Options > Trust Center > Trust Center Settings > Trusted Locations > Add new location. The broad scope matters: every file placed there benefits from the location’s exemption. Read Microsoft’s guidance on adding, removing, or changing a trusted location before using it.

Keep macro security set to prompt rather than allow everything
To review the setting in desktop Excel, go to File > Options > Trust Center > Trust Center Settings > Macro Settings. Depending on the Excel version, the Developer tab also offers Developer > Code > Macro Security. The labels and available controls can vary by release and organization configuration.
Disable all macros with notification keeps macros disabled until you decide whether to allow them for a particular workbook. Microsoft identifies Enable all macros as “not recommended” because potentially dangerous code can run. Do not use it as a routine fix; if it was enabled temporarily for a specific task, return to a setting that disables macros afterward. Tell macro warnings apart from Protected View and external-content warnings
Protected View
Protected View opens a file read-only and may appear for files from the internet or another potentially unsafe location. It is a separate protection from macro blocking; seeing its banner does not mean the issue is a VBA macro. First verify the file. If you trust it and need to edit, use the appropriate editing control in Excel. Do not disable Protected View across Excel simply to remove the banner. Its settings are under File > Options > Trust Center > Trust Center Settings > Protected View; Microsoft advises consulting an administrator before changing them. External-content warning
Excel can also block external content, such as linked images, media, or data connections. That warning is not the same as a VBA macro warning. Identify which content Excel says is blocked, then allow it only if you trust its source. Microsoft’s guide explains how to block or unblock external content in Office documents.

- No Unblock option appears: Do not change global macro settings as a workaround. Check whether Excel is showing Protected View or a warning about external content instead; those are different conditions.
- The internet-macro warning remains after unblocking: Recheck that you applied the Properties change to the correct saved file, then identify the exact warning Excel displays. Do not approve content you cannot verify.
- Macro settings are greyed out or cannot be changed: An organization may manage Trust Center settings through policy. Contact your IT administrator rather than trying to bypass the control.
- You are using macOS or Excel for the web: The Windows File Explorer Unblock procedure does not apply. The cited Microsoft material does not establish an equivalent route for those platforms.
Microsoft’s macro settings guidance covers Excel for Microsoft 365, Excel 2024, Excel 2021, Excel 2019, and Excel 2016; the exact interface and policy controls may differ. If your warning or control does not match these steps, use the guidance for your Excel release or ask your administrator.
