Choose the right WordPress PDF method
WordPress supports inline PDF display without a plugin, but the best approach depends on the document’s privacy, the controls you need, and whether you can make the file publicly reachable. The comparison below separates the practical options.

For a brochure, manual or public report, start with the native File block. Select an Adobe-based or PDF.js block when presentation controls matter. Use an iframe service only for a public, non-sensitive PDF where occasional viewer failure is acceptable. Choose a self-hosted viewer when keeping document traffic on your own infrastructure is the priority.
Embed a PDF with WordPress’s File block
The File block is the fastest route and does not add another plugin to maintain. It can display the PDF inline and can also expose a download link or button.

Step 1: Upload the PDF
- In the WordPress dashboard, open Media → Add New.
- Upload the PDF, or confirm that the document already exists in the Media Library.
- Open the uploaded item and check its file URL. You will use the Media Library item rather than copying a local computer path.
Step 2: Insert the block
- Edit the post or page where the document should appear.
- Select the plus button and add the File block.
- Choose Upload for a new file or Media Library for an existing PDF.
- After WordPress inserts the file, leave the block’s inline embed enabled if you want readers to view it without leaving the page.
Step 3: Keep a download option
Use the block’s download-link or button setting when you want visitors to save a copy. Put a visible text link such as Download the PDF immediately below the viewer as well. A direct link helps people using assistive technology, browsers that do not render PDFs inline, and devices where the embedded frame is inconvenient.
Step 4: Publish and test
- Preview the page at desktop and mobile widths.
- Open the page in a private or logged-out browser window and select both the embedded document and the download link.
- Turn off browser extensions that block scripts temporarily if the preview appears blank; this distinguishes a site issue from a local browser issue.
Use a dedicated page when the PDF needs a stable web address. You can replace the underlying Media Library file later while keeping the page URL available for bookmarks, menus and printed references.

Use an Adobe-based Gutenberg PDF viewer
An Adobe-based Gutenberg block builds on the official PDF Embed API and adds controls that the basic File block does not expose. Its documented options include inline reading, download, print, fullscreen and Google Analytics event tracking.
What you need
- Administrator or plugin-management access to the WordPress site.
- A free Adobe PDF Embed API key.
- A PDF that the viewer can retrieve from the site.
Installation and insertion
- In WordPress, open Plugins → Add New and search for the Adobe-based PDF Embed block plugin.
- Install and activate it, then open the plugin’s settings and enter the free API key.
- Edit the target page, open the block inserter and add the plugin’s PDF viewer block.
- Select or paste the PDF source requested by the block, then set the viewer’s size and alignment.
- Choose whether readers can download, print or expand the document to fullscreen. Enable Analytics events only if your site already has a compatible Google Analytics implementation and your privacy notice covers that measurement.
- Save, preview and test the page while logged out.
This route is appropriate when visitors need a polished toolbar or when you need to measure viewer actions. The API key requirement makes setup more involved than the native block; do not present it as a no-configuration solution.

Use a PDF.js Gutenberg viewer
A PDF.js block uses Mozilla’s PDF.js library and is described as a free, responsive Gutenberg viewer. Editors can configure width, height and alignment, and the block supplies a download link if JavaScript is disabled.
Setup
- Open Plugins → Add New, search for PDF Viewer Block for Gutenberg, and install and activate it.
- Edit the page and insert the plugin’s PDF viewer block from the block inserter.
- Select the PDF from the Media Library or provide the file source requested by the block.
- Set a width and height that leave enough room for page controls on desktop and mobile. Choose the alignment that fits the surrounding content.
- Publish or update the page, then test with JavaScript disabled or blocked to confirm that the download fallback is visible.
PDF.js is a good middle ground: it avoids an Adobe API key while providing more layout control than the basic File block. The fallback link is particularly useful for strict browsers, assistive technology and visitors who block scripts.

Embed a public PDF with an iframe or Google Docs Viewer
Iframe-style plugins accept a world-reachable PDF URL and place the document in an iframe. For mobile visitors, the plugin may hand the file to Google Docs Viewer. This is a convenience method, not a privacy solution.
Procedure
- Upload the PDF to the Media Library or another location that permits unauthenticated access.
- Copy the complete HTTPS URL to the PDF.
- Install and activate the Embed PDF Viewer plugin, then insert its block or shortcode in the page editor.
- Paste the PDF URL and configure the iframe dimensions if the plugin exposes them.
- Add a normal download link beneath the iframe.
- Test from a logged-out browser and from a mobile device.
Important limitations
- A URL that works only for logged-in users, behind a password, or on a private network cannot be fetched by the hosted viewer.
- Google Docs Viewer can occasionally fail to load. Reloading may resolve a transient failure, but your page should still offer the direct PDF link.
- Do not use this approach for confidential contracts, private customer records or unpublished material. The document must be publicly reachable and may be processed by an external service.
Use a self-hosted viewer plugin
A self-hosted viewer plugin inserts a PDF from the WordPress Media Library through a block or shortcode. PDF Embedder’s documentation emphasizes in-page reading without requiring visitors to have an Adobe Acrobat or other third-party account, and contrasts self-hosting with iframe, Google viewer and hosted services that send documents to servers outside the site owner’s control.

Block-based insertion
- Install and activate the self-hosted PDF viewer plugin.
- Edit the page and insert its PDF block.
- Choose the PDF from the Media Library.
- Set the viewer dimensions and toolbar options offered by the plugin.
- Save the page and test it while logged out.
Shortcode insertion
If the plugin documents a shortcode, copy the exact shortcode it generates rather than typing attributes from memory. Insert it in a Shortcode block (or the editor location supported by your WordPress setup), select the Media Library file as instructed, and preview the result. Shortcodes are useful when the same viewer configuration must be reused across several pages, but keep a record of which PDF URL each page references so replacements do not silently break older content.

Set dimensions for real content
A viewer that is too short forces constant scrolling; one that is too wide can overflow a phone screen. Start with the plugin’s responsive or percentage-width option when available. If only fixed dimensions are offered, preview at a narrow mobile width and verify that the toolbar and page controls remain usable. Do not hide horizontal overflow with CSS before testing; that can make pages unreachable.
Decide whether to expose download and print
Allow downloads when readers need an offline copy, must share the document, or may be using a browser that cannot render it. Hide the download control only when there is a clear policy reason, and understand that an openly viewable PDF cannot be made fully copy-proof: a visitor can still save screenshots or retrieve a publicly delivered file. Expose print when the document is designed for paper use; otherwise, leaving print available can create an unreviewed paper version of frequently changing information.
Provide meaningful surrounding text
- Give the page a descriptive heading and explain what the PDF contains, its date or edition, and its approximate file size when that information matters.
- Use link text that identifies the document, such as “Download the 2026 safety manual (PDF),” rather than “click here.”
- Do not rely on the viewer toolbar alone to communicate the document’s title or purpose.
- Offer an HTML alternative for critical instructions, forms or data when excluding people who cannot use embedded PDF controls would create a barrier.
Privacy and access decisions
Determine who should be able to retrieve the file before selecting a viewer. The native block, PDF.js and a self-hosted plugin can keep delivery on your WordPress hosting, subject to your host, caching layer and security configuration. A hosted iframe requires a publicly reachable URL and introduces an external document-processing path. An Adobe-based viewer requires an API key and uses Adobe’s embed infrastructure.
Authentication is not created by embedding. If a Media Library URL is public, copying the URL can expose the file even when the page itself is difficult to find. If the PDF must remain private, use WordPress access controls or a document system that issues authorized, expiring links; do not paste a protected URL into a hosted viewer and assume it will inherit your login session.

Troubleshoot a blank or broken viewer
The PDF downloads instead of displaying
- Confirm that the File block’s inline embed is enabled.
- Check that the PDF URL returns the actual PDF rather than a login page, redirect loop or permission error.
- Test another browser. Some browsers or extensions disable embedded PDF rendering.
- Keep the direct download link so the page remains usable even when inline display is unavailable.
The plugin block is missing
- Verify that the plugin is activated under Plugins → Installed Plugins.
- Confirm that you inserted the plugin’s block, not a similarly named block from another viewer.
- Check whether your user role is allowed to install plugins and whether the plugin supports your current editor configuration.
The Adobe-based viewer reports an API problem
- Recheck the free API key in the plugin settings and remove accidental spaces.
- Confirm that the key is configured for the site where the block is running.
- Inspect the browser console only if you are comfortable troubleshooting JavaScript; otherwise, temporarily switch to the native File block or PDF.js block to keep the document available.
The iframe or Google viewer never loads
- Open the PDF URL in a private browser window. If it requires a login, the hosted service cannot retrieve it.
- Reload once to rule out the documented intermittent Google Docs Viewer failure.
- Replace the iframe with a native or self-hosted method for sensitive files or persistent failures.
Mobile readers cannot use the document
- Check the page on an actual phone, not only a resized desktop window.
- Reduce fixed height if the viewer traps the user in a small scroll area, or use the plugin’s responsive setting.
- Ensure the download link is visible outside the embedded frame.
Maintain embedded PDFs safely
- Keep the page URL stable and replace the underlying Media Library file when an updated edition should occupy the same address.
- Use a new file and a new link when historical versions must remain available; label each edition clearly.
- After replacing a file, test the page in a logged-out window and check both the viewer and download link.
- Review old pages for links to deleted PDFs before removing files from the Media Library.
- Retest after WordPress, theme or viewer-plugin updates, especially when the page is used for a public form, policy or compliance document.
A practical decision checklist
- Need the simplest solution: choose the native File block.
- Need print, fullscreen, download controls or analytics: use an Adobe-based Gutenberg viewer and configure its free API key.
- Need responsive dimensions and a JavaScript fallback: use a PDF.js Gutenberg block.
- Have a public, non-sensitive URL and accept occasional hosted-viewer errors: an iframe or Google Docs Viewer plugin can work.
- Need to keep document delivery under your site’s control and avoid a third-party account: use a self-hosted viewer plugin.
- Regardless of method: add a descriptive heading, a visible download link, and test as a logged-out mobile visitor.
