You can use the Mac’s built-in Preview app to annotate a PDF, fill out forms, add a signature, rearrange pages, and combine documents. But Preview cannot change text that is already in a PDF. If that is what you mean by “edit,” you will need a PDF editor that supports editing original content.
What “editing” means in Preview
Preview is a useful no-purchase option for common PDF tasks, but it is not a full editor for a document’s original contents. Apple says, “Although you can’t edit the text of a PDF in Preview, you can use the markup tools to provide feedback or write down something you want to remember.” Apple’s Preview guide explains the distinction: a text box or highlight you add is an annotation, not a change to the existing words on the page.

How to annotate a PDF and keep annotations editable

Open the PDF in Preview.

Show the Markup toolbar if it is not already visible.

Choose a markup tool and add your note, highlight, or other annotation.

Save using File > Save, File > Export, or File > Export to PDF. Apple documents these options as ways to retain annotations for later editing.
If you want to finalize the annotations so they can no longer be edited, choose File > Print, then select Save as PDF. This flattens the annotations into the saved document, so use it only when you no longer need to adjust them.

How to fill out and sign a PDF
Preview can fill PDF form fields: select a field and type. To add a signature, open the Markup tools and create one with a trackpad, your Mac’s camera, or an iPhone. The available methods and steps are documented in Apple’s Mac guide to Preview.
How to reorder pages or combine PDFs

Open a PDF in Preview and choose View > Thumbnails to show the page sidebar.

Drag a page thumbnail to move it to a new position.

To merge documents, drag pages from another PDF into the thumbnail sidebar, then save the resulting document.

These operations organize pages; they do not change text or images within a page.

When you need a separate PDF editor
If the task is to replace existing words or images rather than add a note on top, Preview is not enough. A dedicated PDF editor may provide that capability. The PDF Expert App Store listing describes editing original PDF text and images, as well as form and signature features. Those are vendor-described capabilities, not an independent comparison; the listing does not establish a current price or whether a particular plan is required.
Adobe’s guide to editing PDFs on Mac also distinguishes Preview’s annotation tools from editing text and graphics in Acrobat. That is Adobe’s description of its own product, not independent evidence about competing apps.
