Your carrier may offer blocking or other options, while police and regulators serve different purposes—and the right route depends on where you live.
What to do first if you feel unsafe
If you face immediate danger or a serious threat, use your local emergency number or emergency reporting route. In the UK, Police.uk identifies immediate danger to life or a threat of violence as an emergency. For other harassment or threatening conduct, contact local police through their non-emergency or online service. Report what happened with the information you already have; do not wait to build a perfect record.

Police.uk says, “You don’t need to collect ‘evidence’ before you report stalking or harassment to us.” That guidance is specifically about reporting to UK police, but the practical point is useful wherever you are: evidence can help an investigation, but gathering it should not delay a report or put you at risk.

How to document each incident
Make a record as soon as practicable after each incident. Write down facts rather than conclusions, and distinguish what you directly saw or heard from what you suspect.

- Date and time: Include the date, approximate time, and time zone if it may matter.
- Type of contact: Note whether it was a call, voicemail, text, or another form of contact.
- Number or sender: Record the displayed phone number, account name, or other sender details. If unavailable, say so.
- What happened: Briefly describe the contact; preserve exact wording when it is important or threatening.
- Witnesses and context: Note anyone who heard or saw it and any related events or indirect contact.
The Department of Justice Canada’s guidance for police investigating criminal harassment recommends logging contact with its date, time, nature, and a summary, including indirect contact. Police.uk also advises recording incidents promptly and noting witnesses. These sources support keeping a factual chronology; they do not establish that every incident will meet the legal definition of harassment in every jurisdiction.
Preserve messages, voicemails, and phone records
Keep original texts, voicemails, and other messages where feasible, along with the associated numbers or sender details. Retain relevant call records if they are available on your phone or through your provider. A screenshot can make information easier to review, but do not rely on a screenshot as the only copy if you can safely retain the original message or recording.

Provider retention periods for phone and text records can be limited, according to Department of Justice Canada guidance. If records may be important, ask your provider or police promptly how to preserve or request them; availability, retention, and disclosure rules differ by provider and location.

For a UK police investigation, Home Office statutory guidance says victims should keep stored messages and telephone numbers and should consult the investigating officer before altering or disposing of a mobile phone or SIM. This is UK-specific guidance, not a universal legal rule. Ask the officer how to provide the evidence and what to do with the device.

Store your record safely
Documentation can help establish a pattern, but a record may create risk if the person causing harm can find it. UK Home Office guidance for agencies specifically says to consider whether an abuser might discover record keeping and to help victims find a safe way to store evidence.
- Choose a secure account, device, or trusted person only if that is safe in your circumstances.
- A paper notebook is optional; avoid keeping one where the person could access it.
- Do not confront the caller, investigate them yourself, or take risks to collect more evidence.
What to ask your phone carrier
Contact your carrier through its official support channel. Give the dates, times, numbers, and message or voicemail details you have, and explain whether the contact is repeated or threatening. Ask what options it offers for blocking calls or messages, reporting abuse, tracing calls, or preserving relevant records. FTC consumer guidance advises asking your carrier about call and message blocking.

Features and procedures vary by provider and location. Do not assume the carrier can identify an anonymous caller or disclose records to you. Caller ID can be spoofed, according to the FTC, so a displayed number alone may not establish who placed a call.
For anonymous calls in the UK, the Ask the Police FAQ says to contact the telephone company; it may be able to place a trace and may ask you to keep a diary. This is a UK-specific example, not a guarantee that every carrier offers tracing.

Carrier, police, and regulator: which route fits?

Reporting unwanted calls or texts in the United States
For unwanted calls or texts, you can file a complaint with the Federal Communications Commission (FCC). The FCC says it does not resolve individual unwanted-call or text complaints; complaints inform policy decisions and may support enforcement against rule violations. Use this as a regulatory reporting channel, not as a substitute for contacting police about threats or immediate danger.
If the contact appears to be a scam, the FTC recommends reporting suspected scams to it. Scam reporting addresses suspected fraud; it is a separate purpose from seeking help with harassment or a safety threat.
