Once you can enter safely, photograph and inventory damage before cleanup or disposal whenever practical. Keep copies of your evidence and follow your insurer’s instructions: the steps below reflect U.S. National Flood Insurance Program (NFIP) guidance, while private policies may have different requirements.
1. Report the loss, but put safety first
You can report an NFIP claim before returning to the property. Contact your insurer or agent as soon as possible, have your policy number ready if available, and ask how to submit evidence and what deadlines apply. The National Flood Insurance Program’s policyholder claims checklist says, “Don’t delay reporting your claim.” Read the current claim-start guidance.

Do not enter a flooded building until it is safe. Flood cleanup can involve electrical hazards, contaminated materials, mold, and unstable debris. FloodSmart advises ensuring electricity and gas are off before entering and having a qualified expert inspect the property before power is restored. Wear suitable protective equipment, including gloves, goggles, and an N-95 mask. Run portable generators outside and away from the home, never indoors.

2. Photograph and video the damage before cleanup
Once the property is safe to enter, capture the scene before moving damaged property if doing so is safe and practical. Keep the original photo and video files. Take both wide views that show where damage occurred and close-ups that show the damage itself.
- Building: Photograph the exterior and each affected room, then document floors, ceilings, walls, foundations, and other damaged structural areas.
- Water evidence: Show flood lines and water levels on walls, furniture, and appliances. Include approximate depth in the images when possible. A measuring tape can help, but NFIP guidance does not require one.
- Contents: Photograph damaged belongings where they were found, including several angles and distances. Take individual photos of valuable or high-value items as well as group shots.
- Appliances and electronics: Photograph identifying labels showing make, model, and serial number when available.
Organize files by room or item, and note the date and location if that is not clear from the image. Keep an unedited original copy; you can make separate copies for labeling or sharing.
3. Make a contents inventory the adjuster can use
List each damaged item separately where possible. Include the information you have rather than guessing at details.

- Description and quantity
- Approximate age
- Value or replacement-cost information
- Make, model, and serial number, especially for appliances and electronics
- Receipt, bill, or other proof of purchase, if available
Photographs support the list but do not replace it. Save receipts, bills, and invoices that help identify an item or establish its value. For building materials, retain a small sample or swatch of carpet, flooring, or upholstery when practical and when the material’s quality matters to its value.
4. Preserve damaged property when feasible—and document urgent cleanup
When safe and practical, leave nonhazardous, nonperishable damaged property in place until the adjuster has a chance to inspect it. Do not delay necessary safety or health cleanup just to preserve evidence. If an item must be moved or discarded first, photograph it in its damaged location, add it to your inventory, and keep any useful identifying information or material sample.
Before hiring a cleanup or repair service, speak with your insurer about the work and documentation it requires. FloodSmart recommends checking a provider’s qualifications and references, requesting multiple written estimates, and checking licensing and insurance. Review the contract before signing or paying; do not treat a contractor’s estimate as a guarantee that the insurer will pay that amount.

Keep receipts, invoices, written estimates, and proof of repair or replacement expenses. Ask your insurer how it wants these records submitted.

5. Keep a claim record and submit evidence as instructed
Use one folder—digital, paper, or both—for claim materials. For each conversation with the insurer, adjuster, contractor, or cleaner, record the date, time, person’s name, contact details, and what was discussed. Keep copies of documents you submit and note when and how you sent them.
Ask the insurer where and how to submit photos, videos, your inventory, receipts, and other supporting records. Follow the insurer’s instructions for forms and file delivery, and keep a copy of each submission.

6. Prepare for the adjuster and check the estimate
Have your photos, inventory, receipts, and communication log organized for the inspection. Walk through the affected areas and ask the adjuster about coverage questions, the next steps, and any additional information needed. The NFIP policyholder claims checklist advises checking the estimate for accuracy and completeness.
Compare the estimate with your inventory and evidence. If damage is missing or misidentified, or covered repair costs are higher than the estimate, contact the insurer and ask how to request a correction or additional payment. If a claim is denied, follow the appeal process that applies to your policy and provide relevant support, such as photographs or itemized contractor estimates.

For NFIP claims, FEMA’s 2019 Claims Manual states that a proof of loss is due within 60 days after the loss, unless FEMA grants an extension. The current FloodSmart checklist likewise says to submit required claim documentation within 60 days of the flood or within the timeframe supplied by the adjuster or insurer. These are NFIP instructions, not a universal deadline for private flood policies. Confirm the deadline for your claim directly with your insurer and ask whether an extension has been granted; do not assume one.

FloodSmart says finalization and payment can take four to eight weeks as a general process estimate, not a guaranteed timeline. Actual timing can vary.
FEMA’s June 2025 Claims Manual describes possible authorized NFIP advance payments of up to $5,000 under one documentation option and up to $20,000 under a more substantive documentation option. These are conditional program procedures, not guaranteed payments or amounts every claimant should expect. Ask your insurer whether an advance payment is available for your claim.
Quick checklist: what to give the flood adjuster
- Photos and videos of the scene, flood lines, structural damage, and damaged belongings
- An itemized contents inventory with quantity, approximate age, and value or replacement-cost information
- Make, model, and serial numbers and purchase records when available
- Material samples or swatches when practical and relevant to value
- Cleanup, repair, and replacement receipts, invoices, and written estimates
- A record of conversations and copies of claim documents already submitted
