A dated record of a construction project web page needs three things: the complete page as it looked when captured, the page URL with the exact capture date and time, and enough context that someone else can understand what the file shows. A full-page screenshot or a print-to-PDF can supply the first part. Neither preserves everything behind the page, so treat the image as one layer of the record, saved with its metadata and checked for completeness.
What a full-page screenshot establishes, and what it does not
A full-page screenshot is a visual record. It shows what a person saw on one page when the capture ran. On its own it does not preserve links that lead elsewhere, the files attached to or embedded in the page, search and filter behaviour, or the structure of the wider site. The National Archives and Records Administration (NARA) draws the same distinction in its Guidance on Managing Web Records, where a rendered view of a page is treated differently from a snapshot that keeps page relationships.

The guidance cited here does not establish a universal rule for when a screenshot alone is sufficient. Decide what the record must show before choosing a method.
Choose a capture method
Three methods are common. They answer different questions, so compare them on completeness, preserved context, capture effort, and how well they reproduce dynamic content.

NARA’s guidance adds that the level of reconstruction a snapshot allows depends on whether the static and dynamic files it references are tracked, not only on the snapshots themselves.
Define what the record must show
- List the project website and the pages that carry the information you need to date. A schedule page, a delay notice, a tender addendum page, or a progress update page are typical examples.
- Name the event that makes a capture useful: a milestone update, a published change, or a revision you expect to be made.
- Choose a method for each page. A single status page usually suits a full-page screenshot. A page whose text you must search and file suits a PDF as well. A section with many linked pages calls for a snapshot.
This step applies NARA’s risk-based approach to construction records. It is an editorial application, not a construction-sector rule that NARA sets.
Capture each page completely
Before capturing, make the content visible. Expand accordions and tabs, scroll to the bottom slowly so lazy-loaded images load, and dismiss any consent banner that covers content, noting that you did so. Then capture using one of the methods below. Menu names change between browser releases, so confirm the result against the live page whichever route you use.

Full-page screenshot in Chrome or Edge
- Open the page and press F12 (or Ctrl+Shift+I, or Cmd+Option+I on macOS) to open DevTools.
- Press Ctrl+Shift+P (Cmd+Shift+P on macOS) to open the command menu.
- Type “screenshot” and choose Capture full size screenshot.
- Save the PNG to a working folder, then move it to the records location in the save-and-verify step below.
Full-page screenshot in Firefox
- Open the page, right-click an empty area, and choose Take Screenshot.
- Select Save full page, then save the image.
Print-to-PDF in Chrome or Edge
- Press Ctrl+P (Cmd+P on macOS).
- Set Destination to Save as PDF.
- Open More settings and keep Headers and footers switched on, so the printed page carries its title, URL, and date.
- Save the file, then check it as described in the verification steps below. A print can omit parts of a site.
Record the capture context
Create a short text record beside each capture and use the same fields every time. The example below is a complete record for one schedule page.

SHA-256: recorded in the next sectionEach record should contain:
- The project or site name and the exact page URL, including any path or query text.
- The capture date and time with its time zone.
- The capture method, with the browser or PDF software name and version.
- Any change to the viewport or device width.
- The person responsible and a way to contact them.
- Sections you expanded, banners you dismissed, and anything the capture does not include.
If the site may later be handed to an archive, NARA’s web content guidance lists further transfer documentation for permanent records: the platform or server, CMS name and version, file names, and a site map where available. For harvested records it also asks for harvester information and logs, and for PDFs the software and version.
Fingerprint the file
After saving, compute a SHA-256 hash of the file and write it into the record. A matching hash later shows the file has not changed since you recorded it. It does not show that the capture was complete, so the verification steps still apply.

- Save the original to the project’s designated records location. Name it so the project, page, and capture time are visible, for example
2026-10-08_1430UTC_riverside-library_schedule.png. - Store the text record and the hash in the same folder.
- Open the saved file and scroll to the bottom. Confirm the final section, the footer, and any status or date information are present.
- Check that images have rendered. Grey placeholder boxes mean the capture ran before lazy images loaded; recapture after scrolling.
- For a PDF, open the first and last pages and compare them with the live page. Confirm that the text can be selected and searched.
- Compare the key information, such as dates, figures, and status, against the live page, and confirm the time zone in the record is correct.
- Keep the original unaltered. If you annotate a copy for review, save it separately and log the change.
Treat the file as a record, not a picture
NARA’s Guidance on Managing Web Records (2005) states:

The verification steps and the hash are there to test those two properties. The guidance is a government records source. It does not set construction-specific retention periods or contract requirements.
How often to capture
The cited guidance gives no single interval. NARA recommends setting snapshot frequency through a risk assessment, with higher-risk parts of a site captured more often.
Routine status pages
Capture when the content changes. If changes are not announced, set a fixed cycle for the project and record it in the project’s records plan.

Milestones and material changes
Capture the page before and after the change, so the two captures bracket it and show what was different.
Pages where the consequences of a loss are high
Capture more often, keep the surrounding pages as well, and consider a site snapshot with a site map rather than a single image.
When a screenshot is not enough
- The page links to documents, drawings, or reports that the record depends on, and a screenshot does not keep the attachments.
- The page is dynamic, with filters, search, maps, or embedded viewers.
- The project covers many pages, or the site’s navigation matters to the record.
- The records may be transferred to an archive. NARA’s web content guidance applies to records appraised and scheduled for permanent retention by NARA, and its PDF limitations apply in that context.
In these cases use a web snapshot or harvest with a site map, and record its tool and version as described above.

The capture stops partway or the bottom is missing
Cause: the page scrolls inside an inner container rather than the window, or content loads only as you scroll. Fix: scroll the container manually and capture again, or capture the content in parts and record the parts. A print-to-PDF can also be checked against the last page of the live site.
Images appear as grey boxes
Cause: lazy-loaded images did not load before capture. Fix: scroll to the bottom slowly, wait a few seconds, and capture again.

A banner or chat widget covers the content
Cause: fixed-position overlays appear over text or repeat in a full-page capture. Fix: close the overlay before capture. If it cannot be closed, hide it in DevTools (Elements panel, set its display to none) and log exactly what you hid.
Expandable sections show collapsed
Cause: the capture ran before the content was expanded. Fix: expand every relevant section, capture again, and list the expanded sections in the record.
The page shows a login or access screen
Cause: the page requires an account. Fix: capture while signed in with an account you are authorised to use, and record the account role used. Do not share credentials to make a capture work.

Cause: the file was re-saved, converted, or damaged in transfer. Fix: copy the file again from the original location and compare the hash. If the original itself has changed, recapture the page and record the new capture as a separate event rather than overwriting the old one.
A printed PDF looks incomplete
Cause: print-to-PDF may not capture an entire website, as the BC Society of Transition Houses guide warns. Fix: compare the PDF against the live page section by section. If parts are missing, file a full-page screenshot alongside it and note the gap in the record.

Can a screenshot be used as evidence in a construction dispute?
The guidance cited in this article does not establish that. The BC Society of Transition Houses guide (2021) addresses preserving website evidence in a different context and does not conclude that any screenshot will be accepted in a construction dispute. Whether a record is sufficient depends on the jurisdiction, the contract, and the purpose of the record. Follow the project’s records policy and take advice from counsel.
Can I capture the same project pages on a schedule instead of by hand?
