To disable the camera device in Windows 11, go to Settings > Bluetooth & devices > Cameras, select the camera, choose Disable, and confirm. In Windows 10, use Device Manager to disable the device; the Camera page under Privacy instead controls app access. Choose the method that matches whether you want to block the camera itself or only limit software access.
Choose the right way to turn off the camera

Device-level disable is the broader choice when you want the camera unavailable for ordinary device use. Privacy settings limit app access, but they have exceptions, including Windows Hello Face. Neither method is the same as covering the lens.

Disable a camera device in Windows 11
- Open Start > Settings > Bluetooth & devices > Cameras.
- Under Connected cameras, select the laptop camera.
- Choose Disable, then confirm with Yes.
To turn it back on, return to the same Cameras page, select it under Disabled cameras, and choose Enable. Enabling or disabling cameras requires administrator access. Windows may warn that the action will disable multiple cameras; some devices require a restart. The page may not list every camera type: Microsoft notes that infrared cameras used for Windows Hello Face may not appear there. [Microsoft camera settings]

Know what the app controls do not cover
Windows Hello Face can still use the camera to sign you in even when Camera access for apps is off. Microsoft says turning off Windows Hello prevents that access. [Microsoft camera permissions]

Browsers and conferencing software such as Edge and Teams are desktop apps. The per-app list chiefly covers Microsoft Store apps; desktop apps share a separate camera-access setting and cannot be individually toggled there. Some desktop apps may not appear in the list. Disable the camera through Device Manager
- Open Start, search for Device Manager, and open it.
- Expand Cameras, then right-click the laptop camera. Device names and categories can vary.
- Choose Disable device and confirm if prompted.
To re-enable it, return to the same device and choose Enable device. The action shown reflects the camera’s current state: if the menu offers Disable device, it is enabled; if it offers Enable device, it is already disabled. [Microsoft camera troubleshooting]

Physical switches, shutters, and camera indicators
Some laptops have a camera key or function-key shortcut, a side switch, or a built-in lens shutter. Check your laptop’s markings and model-specific instructions because these controls differ. A shutter blocks the lens optically but does not disable the camera in Windows. An optional external privacy cover can also obscure the lens; check bezel clearance and whether an infrared camera is separate, and do not assume a cover fits every laptop or prevents software access. On devices with a camera light, Microsoft says the light turns on while the camera is active. If there is no light, Windows displays a notification when the camera turns on or off. [Microsoft camera permissions]

If the camera setting is missing or will not change
- Check administrator access. A standard account may not be able to disable or enable a device, and an administrator may need to change locked camera-access settings.
- Check hardware controls. A physical switch, key combination, or shutter may affect camera availability; consult the laptop’s markings and instructions.
- Check the current state. In Device Manager, an available Enable device action means the camera is already disabled.
- Allow for model differences. Camera naming and visibility vary, and some camera types may not appear on the Windows 11 Cameras settings page.
