The clearest consumer method is Microsoft PowerToys Keyboard Manager: remap the left or right Windows key to the editor’s disabled action, leave the target-application field empty for a system-wide block, and keep PowerToys running. This stops the Windows key from opening Start or triggering most Win-key shortcuts while leaving Ctrl, Alt, and ordinary letter keys available.
PowerToys cannot intercept every Windows shortcut. Win+L and Ctrl+Alt+Delete are reserved by Windows, Keyboard Manager does not work on password screens, and a remap may be unreliable in games or elevated applications. Managed business, school, and kiosk devices have a separate Windows Keyboard Filter feature for policy-level blocking.

Choose the right way to block the key
Your edition of Windows and the place where you need the block determine the best method. PowerToys is practical for a personal PC; Keyboard Filter is intended for supported managed editions. A keyboard’s own game-mode switch is preferable when your model provides one because it does not depend on a background Windows utility.

Disable the Windows key with PowerToys
PowerToys Keyboard Manager uses a low-level keyboard hook while it is enabled. The hook translates the key event before Windows and applications process it, which is why the utility has to stay active and why another hook, an elevated process, or a game’s input method can change the result.

Install and open PowerToys
- Install Microsoft PowerToys and open it from the Start menu or notification area.
- Open PowerToys Settings.
- Select Keyboard Manager in the left navigation.
- Turn on Enable Keyboard Manager if it is off.
If Keyboard Manager is disabled later, every remap made by it stops immediately. The same is true when PowerToys is closed.
Block the key everywhere in Windows
- In Keyboard Manager, select Remap a key.
- Select Add a key remapping (or the add-row button) to create a row.
- In the Physical Key or input column, choose the Left Win key. If you use the right Windows key, create a second row for Right Win; each key is remapped separately.
- In the destination column, choose the editor’s disabled or unused action. In versions that label it explicitly, select Disable.
- Leave Target App empty. A row with no target application applies globally across Windows.
- Select OK to save. Keyboard Manager applies the mapping immediately after confirmation.
- Leave PowerToys running and Keyboard Manager enabled whenever you want the block to persist.
Press the Windows key after saving to test it. Start should not open, and shortcuts that begin with the Windows key should no longer be generated by that key. Ctrl, Alt, Shift, function keys, and shortcuts that do not include the Windows key are not changed by this remap.
Block it only in a game or another application
A global mapping is not always desirable. You can limit the rule to one executable by entering that application’s process name in Target App. Add the same left- or right-Windows-key row, choose the disabled destination, and specify the target application. When that program is focused, the key is blocked; elsewhere, its normal behavior remains. The exact executable name must match the process used by the application, so consult the application’s documentation or Task Manager if the rule does not activate.

For a game that launches through a separate launcher, the game itself may be the focused process. If the game uses a low-level or raw-input API, Keyboard Manager may not receive the event consistently. Test in a safe area before relying on the remap during competitive play.
Restore the Windows key
- Return to PowerToys Settings > Keyboard Manager > Remap a key.
- Delete the row containing Left Win or Right Win, then select OK; or switch off Keyboard Manager.
- For an immediate full reset, close PowerToys. Remapped keys return to normal as soon as its hook is removed.
PowerToys limits and fixes for common failures
Win+L and Ctrl+Alt+Delete cannot be remapped
Windows reserves Win+L for locking the session and Ctrl+Alt+Delete for the secure attention sequence. Keyboard Manager cannot replace or disable those combinations. Blocking the Windows key also does not remove Windows’ own handling of these reserved sequences.
Password and sign-in screens are outside its scope
Keyboard Manager does not operate on password screens, including the authentication prompt shown by a Run As administrator action. A remap that works on the desktop therefore should not be expected to block the Windows key before sign-in or on another secure desktop.

The target program is running as administrator
If a game, terminal, or utility is elevated while PowerToys is not, Windows can prevent the lower-privilege hook from affecting it. Run PowerToys with the same elevation level as the target only when necessary, and avoid leaving an everyday desktop session elevated. After changing elevation, test the remap again.

Another keyboard utility is intercepting the event
Macro software, remappers, accessibility utilities, and vendor keyboard suites can install their own hooks or drivers. Disable overlapping remaps temporarily and test with only Keyboard Manager enabled. Microsoft also notes that remapping Win, Ctrl, Alt, or Shift can interfere with gestures and special keys.
The key works again after a reboot
Check that PowerToys starts with Windows and that Enable Keyboard Manager remains on. A mapping is not a firmware change; it exists only while the PowerToys process and its Keyboard Manager component are running.

Gaming: use a hardware lock when available
Microsoft recommends avoiding Keyboard Manager while playing games because keyboard interception can affect performance, and compatibility depends on the game’s input method. This is especially relevant when a game reads raw or low-level input rather than ordinary Windows key messages.
Check for game mode
Many gaming keyboards have a physical or software-controlled Game Mode or Windows-key lock. Look for a key marked with a lock, a Windows logo with a slash, or a gamepad symbol, then check the keyboard’s current control software or manual. The feature is model-specific, so confirm whether it blocks only the Windows key, both Windows keys, or additional shortcuts. Because the lock is handled by the keyboard, it normally avoids the background-hook and elevation issues of a software remap.
When a software block is still useful
PowerToys is useful when the keyboard has no lock, when you need different behavior in different applications, or when you want a reversible setting without changing keyboard firmware. Test frame-rate-sensitive games and any title with anti-cheat software first; compatibility is not universal.

Windows Keyboard Filter for managed devices
Windows Keyboard Filter is the administrator-oriented option for supported Enterprise, Education, and IoT editions. It can block individual virtual keys or scan codes, predefined combinations, and custom combinations. This is designed for shared computers, kiosks, classrooms, and other devices where a policy must apply consistently rather than depending on a user-launched utility.
Enable the feature
- Open Windows Terminal or Command Prompt as an administrator.
- Run:
DISM /online /Enable-Feature /FeatureName:Client-KeyboardFilter- Restart Windows when prompted. The feature is not a supported consumer substitute on Home editions.
After enabling it, an administrator configures the blocked virtual keys, scan codes, or combinations through the Keyboard Filter management interfaces, including WMI. A policy can therefore target the Windows key without relying on a per-user PowerToys profile.
Keyboard Filter caveats
- Most configuration changes take effect immediately, but enabling or disabling filtering for administrators may require signing out and signing back in.
- Changing the breakout-key scan code requires a restart.
- Safe Mode bypasses Keyboard Filter, so it is not a recovery-proof lock.
- Custom keyboard software can install drivers that interfere with blocking particular keys.
- Because the feature is policy-oriented, test the configuration on a noncritical device before applying it broadly.
What disabling the Windows key changes
The Windows key is a modifier used by shortcuts such as Win+E, Win+R, Win+Tab, and Win+D, as well as the single-key action that opens Start. A disabled-key remap prevents that physical key from contributing its keystroke, so those shortcuts will not work through that key while the rule is active. It does not disable the Start button in the taskbar, remove the Start menu, or prevent keyboard shortcuts built from Ctrl, Alt, Shift, or function keys.
If you only want to stop accidental presses during a game, an application-specific PowerToys rule or the keyboard’s game mode is less disruptive than a global block. If you need a lock that applies before sign-in or survives a user closing a utility, PowerToys cannot provide that behavior; use an appropriate managed policy or hardware feature instead.
