Could AI Change the Stakes in Bioweapon Development? What Current Evidence Shows

Yes, but mainly by lowering some barriers rather than independently producing a deployable bioweapon. AI can search biological literature, suggest molecular or protein designs, help plan experiments and coordinate workflows. Combined with gene editing, sequencing, DNA synthesis and cloud laboratories, those capabilities could reduce the expertise and infrastructure once needed for parts of biological development. Yet production, reliable testing, delivery and operational security remain difficult bottlenecks. RAND’s 2024 review found that current AI systems do not appear to materially increase biological-weapons development or deployment risk, while more advanced future systems could increase it substantially.

The same tools can strengthen biosurveillance, outbreak response and medical-countermeasure development. The realistic near-term question is therefore not whether AI is simply “good” or “bad” for biosecurity, but how quickly offensive and defensive capabilities improve—and whether safeguards keep pace.

What it means to “change the stakes”

Biological-weapons programs have historically required specialized scientific knowledge, laboratory infrastructure, time, materials and disciplined secrecy. AI could affect several of those requirements at once. A capable system may synthesize scattered biological information, identify candidate designs, propose ways to organize experiments and help teams coordinate work across software and laboratory services.

That does not mean a chatbot can turn a text prompt into a working weapon. Biological systems are variable, fragile and highly dependent on real-world conditions. A design that looks plausible on a screen may fail during production, behave unpredictably in testing or prove impossible to deliver effectively. The potential change is in the distribution of expertise and the speed of iteration: more people could perform portions of sophisticated work, and established programs could move faster.

What current evidence says about capability

Evidence What it supports What it does not establish
RAND review, 2024 Current AI systems do not appear to materially increase risks involving biological-weapons development or deployment. It is not a guarantee that present systems are harmless or that safeguards cannot fail.
National Academies study, 2025 AI-enabled biology can accelerate discovery and design and creates possible misuse risks, including risks involving transmissible threats with epidemic or pandemic-scale consequences. It does not provide an agreed probability that AI will cause a bioweapon catastrophe.
CNAS report, August 2024 Gene editing, sequencing, DNA synthesis and cloud laboratories can reduce parts of the historical barrier, while biological complexity still limits reliable weaponization. It does not show that an autonomous AI system can independently build and deploy a weapon.

These findings separate demonstrated capability from plausible future capability. RAND’s conclusion is a statement about the systems reviewed in 2024, not a prediction that capability will remain static. The National Academies’ 2025 study explicitly treats both benefits and misuse, including the possibility of threats that could spread widely.

Where AI could lower barriers

Knowledge and design

AI can search and combine large bodies of biological knowledge faster than a person working manually. It can help generate or compare molecular and protein concepts, identify relevant papers and translate between disciplines. Such assistance could make portions of design work more accessible to people who lack years of formal training.

Planning and coordination

Systems that help structure experiments, manage documentation or coordinate work between computational tools and laboratories could shorten development cycles. The risk is greater when these systems are connected to sensitive datasets, ordering services or laboratory automation rather than used only as general-purpose writing assistants.

Convergence with existing biotechnology

AI is only one component of the change. Gene-editing tools, high-throughput sequencing, commercial DNA synthesis and cloud laboratories already distribute capabilities that were once concentrated in major institutions. NTI describes the convergence of these technologies as a significant misuse risk. AI may make that distributed infrastructure easier to navigate, but it does not remove the need for materials, quality control, physical facilities and skilled handling.

Why a deployable bioweapon remains difficult

CNAS emphasizes persistent complexity in building and wielding biological weapons. A harmful agent must be produced consistently, remain viable under intended conditions, reach a target population and produce a predictable effect. Testing is technically and ethically constrained, and operational security can fail through procurement records, personnel exposure or communications. These are separate problems; solving one does not solve the others.

For that reason, the most defensible near-term assessment is that AI is more likely to amplify an existing state or group capability than to create a complete capability from nothing. A well-resourced program could gain speed or reduce reliance on scarce specialists. A novice actor would still face substantial obstacles in laboratory execution, validation, logistics and concealment.

Could AI-designed pathogens cause a pandemic?

The National Academies’ study task includes transmissible threats with epidemic or pandemic-scale consequences, so the possibility is serious enough to warrant dedicated analysis. However, no authoritative, agreed probability of an AI-enabled bioweapon catastrophe has been established. Estimates would depend on uncertain factors: model performance, access controls, the availability of biological materials, the competence and intent of users, detection capabilities and the effectiveness of international response.

Public discussion should therefore avoid two unsupported extremes: claiming that AI has already made pandemic weapons easy, or assuming that technical difficulty makes misuse impossible. The evidence supports a risk-management approach that monitors capability changes and reduces opportunities for harmful use.

AI’s defensive contribution

AI can improve the same biological information pipeline that creates concern. The National Academies identifies potential benefits in prediction, detection, prevention and response, including biosurveillance and the development of medical countermeasures for intentional attacks and natural outbreaks.

As committee co-chair Michael Imperiale put it, “AI tools have the potential to help protect us by enhancing biosecurity and developing medical countermeasures.” Faster analysis of surveillance data could help identify unusual patterns; improved modeling could support preparedness; and AI-assisted research could accelerate work on diagnostics, vaccines or therapeutics. These benefits are not automatic. They depend on reliable data, validation, privacy protections and institutions capable of acting on warnings.

Controls that address the full lifecycle

Model refusals alone cannot manage a risk that spans software, data, purchasing and laboratory activity. NTI recommends layered defenses, and the National Academies highlights the need to balance beneficial research with misuse risk.

Intervention Purpose Key trade-off
Pre- and post-deployment biological evaluations Test models for harmful capabilities before release and after updates. More assurance requires time, specialist testers and access to sensitive evaluations.
Dataset protection and controlled access Limit exposure of sensitive pathogen and omics information while preserving legitimate research. Strict restrictions can impede open science and public-health work.
DNA-synthesis screening and sequence metadata Flag suspicious orders and help identify sequences generated or modified with AI assistance. Screening must reduce false positives and cover international suppliers.
Managed access to high-risk models Allow vetted users and monitored environments for capabilities with unusual misuse potential. Access rules can concentrate power and may drive users toward less visible channels.
End-to-end laboratory controls Apply checks to design, ordering, experimentation, testing and deployment rather than only to the model. Requires coordination among companies, laboratories, regulators and funders.
International transparency under the Biological Weapons Convention Improve confidence-building, reporting and incentives against prohibited programs. National security concerns and uneven verification make agreement difficult.

These measures should be treated as complementary. A model safeguard cannot compensate for unscreened synthesis orders, and a supplier screen cannot detect misuse that occurs entirely inside a closed facility.

The policy context

Biological weapons have been prohibited by the Biological Weapons Convention since 1975. NTI reports that 44 countries have been suspected of pursuing such weapons since 1915, with 23 likely having had a program at some point. That history shows why new technology should be assessed against existing treaty obligations and verification challenges rather than treated as an entirely new category of danger.

Policy choices involve recurring tensions: capability benefits versus misuse exposure, openness versus managed access, model-level controls versus laboratory-wide controls, rapid innovation versus monitoring, and national action versus international coordination. A proportionate strategy can support legitimate life-science research while imposing stronger review and access controls where systems interact with sensitive biological information or physical infrastructure.

What to watch as models improve

  • Whether systems can reliably perform multi-step biological reasoning rather than merely summarize information.
  • Whether they gain trusted connections to ordering, automation or laboratory-management systems.
  • Whether safeguards remain effective after model updates, fine-tuning or deployment outside major providers.
  • Whether sequence-screening standards and metadata become interoperable across countries and suppliers.
  • Whether public-health agencies can use comparable AI advances for surveillance, countermeasures and rapid response.

Kamala Harris was quoted in the 2024 CNAS report warning that AI-enabled bioweapons “could endanger the very existence of humanity.” That possibility justifies serious preparation, but the available evidence still points to a technology that changes incentives and access unevenly, not to an autonomous path from software prompt to pandemic.
