How to Disable or Restrict the Windows Run Dialog for Standard Users

Windows’ Remove Run menu from Start Menu policy hides Run and blocks Windows+R for the targeted scope, but it does not prevent other ways to launch software.

To remove Run for a standard user, enable Windows’ Remove Run menu from Start Menu policy for that user. It removes the Run entry points and blocks Windows+R, but it does not prevent the user from launching programs by other means. Use application-control policies or a restricted desktop when the goal is to limit which apps can run.

What the Run policy changes—and what it does not

The built-in policy is named Remove Run menu from Start Menu and is backed by the NoRun setting. When enabled, it removes Run from Start, removes the New Task (Run) command in Task Manager, and blocks the Windows+R shortcut. Microsoft also documents effects on certain entries in Internet Explorer’s address bar.

This is an interface restriction, not an application-execution lock. Microsoft explicitly notes that it affects the specified interface only and does not prevent users from using other methods to run programs. If your goal is to allow only approved software, use application control or a restricted desktop instead.

Choose user scope or device scope

Use User Configuration when the restriction should follow a particular account, including when it signs in on different managed computers. Use Computer Configuration when it should apply at device level to users of that computer. The policy is under Administrative Templates > Start Menu and Taskbar in either scope. See Microsoft’s [NoRun policy documentation] for its Group Policy and policy mapping details.

Enable the policy with Local Group Policy

On a supported Windows edition, configure the policy for the intended scope:

  1. Sign in with an account that can manage local policy.
  2. Open Local Group Policy Editor by pressing Windows+R, entering gpedit.msc, and selecting OK. If Run is already disabled for your current account, open the editor using another administrative method or configure the policy for the target user from an administrator account.
  3. Go to User Configuration > Administrative Templates > Start Menu and Taskbar to target a user, or Computer Configuration > Administrative Templates > Start Menu and Taskbar to target the device.
  4. Open Remove Run menu from Start Menu, select Enabled, and apply the change.
  5. Sign out and back in, or refresh policy, then check that Run is absent from Start and that Windows+R no longer opens it for the targeted account.

In a domain, configure the same setting in the Group Policy Object linked to the appropriate users or computers. For mobile-device management, Microsoft documents the corresponding policy CSP paths in the same [policy reference].

Registry mapping for managed deployment

The user policy maps to HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer, with a NoRun value. For the policy’s device-level mapping and supported management paths, consult Microsoft’s [ADMX_StartMenu Policy CSP documentation]. Group Policy or MDM is preferable for managed deployments because it makes scope and ongoing policy application clearer than an ad hoc registry edit.

Check Windows edition and version support

Microsoft lists this ADMX-backed policy for Windows 10 version 2004 with KB5005101 and later servicing baselines, and Windows 11 version 21H2 and later. If the real goal is to limit which apps can run

Use Assigned Access for a restricted desktop or kiosk

For a shared device that should expose a defined set of permitted apps, Microsoft’s Assigned Access restricted user experience is a closer fit than merely hiding Run. For a device dedicated to one full-screen app, configure the kiosk experience appropriate to that scenario. Microsoft says Assigned Access is available for Windows 10 and Windows 11 and can apply policy settings and AppLocker rules. See [Microsoft’s Assigned Access documentation].

Use application control for execution restrictions

AppLocker can control apps and files that users can run, but Microsoft positions it as defense in depth. For robust application control, Microsoft points to App Control for Business. Review the organization’s Windows edition, management approach, and security requirements before choosing or deploying either control. See [Microsoft’s AppLocker overview].
