Use layered, endpoint-specific controls rather than treating an IP address, user-agent, or bot score as proof. Establish what normal traffic looks like, combine behavioral and application signals, choose rate-limit keys that match the abuse pattern, and respond in proportion to your confidence. Start with limits or challenges when evidence is uncertain; block only when the case is strong, then review enforcement events for false positives.
How can you tell whether automated traffic is suspicious?
Automation is not inherently malicious: search crawlers, uptime monitors, integrations, and mobile apps may all make automated requests. The useful question is whether a request pattern is abusive for a particular endpoint, not whether the client is a bot in the abstract.

Start with paths, methods, and outcomes
Establish a baseline for the application, then investigate which paths and request methods are seeing unusual volume, when the pattern began, and what responses follow. Compare traffic over time and look for spikes, recurring user agents, geographic concentration, and unusually high activity on sensitive routes. These are investigation leads, not standalone verdicts. Cloudflare’s bot-analytics guidance describes these kinds of views as ways to identify traffic for further rule design.

- IP address: Useful for a coarse limit, but a shared address may represent many legitimate people, while proxy-based automation can rotate addresses.
- User-agent and other client headers: A claimed user-agent is easy to imitate. Missing or inconsistent headers can justify closer inspection, but do not prove abuse.
- Fingerprints and detection signals: They can help distinguish patterns, but legitimate clients may overlap. Check that overlap before using a signal to enforce a block or challenge.
- Application context: A burst on a public content page has a different meaning from repeated attempts against login or account creation. Session and identity context can make a limit more precise when the application can safely use it.
If you use Cloudflare Bot Scores, keep their meaning vendor-specific: its guide updated Aug. 25, 2026 categorizes score 1 as automated, 2–29 as likely automated, and 30–99 as likely human. These categories are not an industry standard or ground truth; do not treat them as a universal decision rule.
How should you choose a rate-limit key?
Choose the key based on how the abuse is organized and what legitimate traffic looks like on that route. OWASP’s Bot Management and Anti-Automation Cheat Sheet recommends layered controls and describes keys such as endpoint, identity, session, and IP. A limit can use more than one bucket so that evading one key does not defeat every safeguard.
| Key or scope | Useful when | Important limitation |
|---|---|---|
| Endpoint or route | A particular operation is sensitive or has a distinct normal request pattern, such as login, account creation, checkout, or an API. | A broad rule can treat unrelated actions alike; scope it to the relevant traffic. |
| IP address | You need a simple coarse control or want to slow repeated requests from one source. | Shared networks can group legitimate users, and rotating proxies can spread automation across addresses. |
| Username or account identity | Abuse targets a particular account or repeatedly tries credentials for an identity. | Pair it with other controls: identity-only limits can be used to interfere with a victim’s access. |
| Session | The application has a reliable session context and needs to limit repeated actions within it. | Session context may be absent or short-lived, so it should not be the only safeguard. |
For login protection, OWASP describes separate per-username and per-IP buckets. That combination addresses repeated attempts against one identity as well as concentrated activity from one source. Do not copy example thresholds from a vendor guide as if they were universal: Cloudflare’s rate-limiting examples illustrate rule construction, while the suitable values depend on your own normal and abusive traffic.

How do you set limits without disrupting normal use?
- Map high-impact endpoints. Identify routes where automation could cause account compromise, resource exhaustion, inventory or checkout abuse, or excessive API use. Note their legitimate traffic patterns and any integrations that depend on them.
- Measure the baseline. Use application logs or bot analytics to compare normal volume and outcomes by route and time. Look for recurring patterns rather than selecting a request count from a generic example.
- Write a narrowly scoped rule. Match only the relevant endpoint, method, and traffic characteristics. Use separate buckets when the abuse case calls for them, such as IP plus username on login attempts.
- Choose a threshold from observed behavior. Set it to slow the suspicious pattern while leaving room for legitimate bursts. No universal request threshold or false-positive rate is established for all sites.
- Test and deploy cautiously. Where the product supports it, begin by observing or logging matches before enforcing them. Confirm that the rule catches the intended traffic and does not sweep in expected services or user populations.
- Review and tune. Inspect enforcement events by rule and route. Adjust scope, thresholds, or exclusions when the evidence shows a legitimate client is affected.
Cloudflare’s rate-limiting documentation describes rules that match selected traffic and take an action at a configured threshold. Available actions and analytics depend on the product and plan; check the applicable product documentation before relying on a particular capability.

Should you block, challenge, or rate-limit?
Match the response to both confidence and potential harm. A graduated response preserves access when a signal is ambiguous while still making abusive automation slower or more costly.
| Evidence and risk | Proportionate response | Why |
|---|---|---|
| Weak or mixed evidence; normal behavior is not yet clear | Observe, log, or apply a conservative temporary limit | You need more evidence before imposing friction or denying access. |
| Suspicious behavior with meaningful uncertainty | Apply a temporary rate limit or a managed challenge / step-up check | It can slow automation while giving legitimate users a path to continue. |
| Strong evidence or clearly abusive behavior with material risk | Block the narrowly matched traffic | A firm action is more defensible when confidence is high and the rule is specific. |
A challenge is not automatically harmless: repeated friction can hurt conversion or accessibility, and some legitimate clients may not handle it well. Consider the consequences on the affected flow, not just whether the security control is available. Cloudflare’s guidance also flags mobile sensitivity as a consideration for bot mitigation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do you protect legitimate services and users?
Make an explicit inventory of expected automation before enforcement. Account for verified crawlers, service integrations, monitoring tools, payment processors, and mobile applications. Keep exceptions narrow: prefer a verified service identity or a tightly scoped rule over a broad IP or fingerprint allow rule. Cloudflare’s Bot Feedback Loop documentation cautions about IP and fingerprint allow rules, and provides a way to report false positives and false negatives in its system.
Also consider the human cost of a control. Shared IP limits can affect corporate networks or mobile carriers; challenges can interrupt a legitimate purchase or sign-in; identity limits can be abused to target someone else’s account. These are reasons to layer controls and review effects, not reasons to leave sensitive endpoints unprotected.

What should you monitor after deployment?
Review which requests were challenged or blocked, the matched rule, the path, and the resulting outcome. Look for known services in blocked traffic, legitimate browsers repeatedly challenged, or real user populations disproportionately affected. Then refine the rule or its exceptions and keep watching after each change.
In Cloudflare’s managed-challenge workflow, a low solve rate can be an operational clue worth investigating. It is a vendor-specific diagnostic, not proof that a rule is correct for every site. Evaluate it alongside route-level events and evidence about who is being affected.
How do you choose a bot-management or rate-limiting service?
Compare controls against the application’s needs rather than assuming one vendor signal settles the question. Check whether the service can scope rules to the endpoints and keys you need, whether it supplies useful event visibility and rollback, and whether the relevant features require a particular plan. Include the effect on shared networks, proxies, and mobile users; session or identity context; conversion and accessibility; privacy and retention; and the operational cost of tuning. OWASP’s layered approach and Cloudflare’s product documentation illustrate that capabilities and plan availability vary, so verify product-specific details before implementation.
