How to Detect and Prevent Fraud Committed by AI Agents

A practical control plan for AI-agent fraud: inventory agents, verify both identity and authority, constrain access, independently validate irreversible actions, monitor anomalies, and build investigation and redress into the design.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI-agent fraud is best controlled as an authority problem, not just a model-accuracy problem. An organization must know which agent is acting, which person or legal entity authorized it, what the delegation permits, and whether the proposed action is safe to execute. The practical control pattern is to inventory agents, bind each one to accountable authority, limit permissions, put an independent check in front of consequential actions, and continuously monitor and record activity.

Agent-specific identity standards and protocols are still developing. No universal detection method or reliable prevalence figure has been established. The controls below combine emerging agent guidance with established digital-identity and fraud-management practices, while distinguishing recommendations from requirements that apply only in particular NIST or financial-sector contexts.

What counts as fraud committed by an AI agent?

An AI agent is software that can interpret instructions, choose among actions, and call tools such as APIs, payment systems, customer records, or administrative consoles. Fraud occurs when that capability is used to obtain money, access, data, or another benefit through deception or unauthorized action. The agent may be the instrument, the target of a compromise, or the path through which a person exercises authority they do not actually possess.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Three ways agent fraud can happen

  • Misuse by an authorized operator. A legitimate employee, customer, or service owner configures an agent to deceive, exfiltrate information, manipulate records, or make transactions that violate policy.
  • Compromise or hijacking. An attacker takes control of an agent, its credentials, its connected application, or the instructions and data on which it relies. The resulting requests may look authentic because they come through a registered agent.
  • Unauthorized delegated action. An agent is authenticated, but it acts outside the authority granted by the user or organization behind it. For example, a delegation to prepare a payment is incorrectly treated as permission to release funds, change a beneficiary, or alter account controls.

These paths can overlap. A compromised agent may use a valid delegation, while an insider may deliberately broaden an agent’s permissions. Treating every event as a simple “bot versus human” problem hides the accountability question that investigators and victims ultimately need answered.

Why agent identity is not enough

There are two separate questions at every agent-mediated action:

  1. Which software is acting? This is the agent’s technical identity: the service, instance, credential, or workload making the request.
  2. Whose authority is it using? This is the accountable human, organization, or legal entity that delegated the action, together with the scope, purpose, and limits of that delegation.

An authenticated agent can still exceed its authority. The National Cybersecurity Center of Excellence (NCCoE) is exploring practical approaches to agent identity and authorization, but its work is exploratory rather than a finished certification scheme. The International Monetary Fund (IMF) likewise treats verification of agent identity and delegated authority as distinct safeguards in payment systems. See the NCCoE concept paper and the IMF note on agentic AI and payments.

This distinction changes how a fraud alert is investigated. “The request came from our approved agent” does not establish that the request was authorized. Logs and policy decisions must connect the technical agent to the delegating party and to the exact action that party allowed.

A control architecture that separates decision from execution

Generative systems can be probabilistic and non-deterministic. An agent may produce a plausible but unsafe recipient, amount, or account change even when its instructions appear sound. The IMF states: “Given the non-deterministic nature of generative models, agentic AI systems should not directly execute irreversible transactions without structural safeguards.” Its discussion recommends separating a decision layer from a deterministic execution layer, with scoped authorization, strong authentication, and secure API governance.

Control stage What it verifies Where it operates Typical evidence
Inventory Which agents, owners, credentials, applications, and APIs exist Asset and access management Agent register, owner record, connected services
Identity and delegation The agent and the human or organization authorizing it Authentication and authorization Credential, delegation scope, expiry or revocation decision
Permission constraint Whether the requested operation is within policy API gateway, policy engine, application controls Allow/deny decision and policy version
Execution mediation Whether a high-impact action is safe to commit Deterministic transaction service or human checkpoint Proposed and approved transaction details
Monitoring Whether activity is unusual or outside expected behavior Fraud, security, and transaction monitoring Alert, signal values, analyst disposition
Evidence and response What happened, under whose authority, and how it was resolved Logging, investigation, reporting, redress Immutable or access-controlled audit trail and case record

Step-by-step workflow for detection and prevention

1. Inventory every agent and its access

Start with a living register rather than a one-time spreadsheet. Record each internally built agent, vendor-operated agent, workflow assistant, and agent acting through another party’s service. For every entry, capture:

  • the accountable owner and operating team;
  • the technical identity and credentials it uses;
  • the applications, data stores, tools, and APIs it can reach;
  • the actions it is permitted to request, approve, or execute;
  • the delegating human, organization, or legal entity;
  • the business purpose and boundaries of the delegation; and
  • the logging, monitoring, and revocation path.

External agents are a trust-boundary question. Document whether an outside service is acting for your organization, for your customer, or for another intermediary, and which party is responsible for investigating disputed actions. NCCoE’s current work identifies these identity and authorization problems but does not provide a universal agent registry or certification.

2. Bind technical identity to delegated authority

Authenticate the agent and separately enforce the authority of the person or organization behind it. A useful authorization record states the principal, the named agent, the allowed resources and operations, the purpose, transaction limits, and the conditions under which the delegation is suspended or revoked. Keep the delegation context with each request so a later reviewer can distinguish “who called” from “who authorized.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Strong authentication and secure API governance are safeguards discussed by the IMF. They should be applied at the point where the agent obtains access, not assumed merely because a model or application was enrolled previously. If an agent changes owners, connected systems, or operating purpose, require a fresh authorization decision rather than silently carrying forward the old scope.

3. Constrain permissions and separate duties

Give an agent only the operations needed for its stated task. An agent that drafts a payment should not automatically be able to release it, add a beneficiary, reset an account, or change the policy that governs its own requests. Place policy enforcement between the agent and each consequential API, and make the policy decision explicit in logs.

Use separate roles for proposing, validating, and executing high-impact actions where practical. This separation limits damage if the model is manipulated, if its context is poisoned, or if its credentials are stolen. It also gives investigators a clear point at which a request crossed from preparation into commitment.

4. Put an independent check before irreversible execution

Route payments, account closures, credential changes, high-value purchases, and other hard-to-reverse operations through a deterministic control that does not simply repeat the agent’s reasoning. The control should validate the proposed transaction, recipient, policy, delegation, and applicable limit. A meaningful human approval checkpoint may be required when the risk, amount, novelty, or affected population warrants it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The independent control should receive structured fields, not only the agent’s natural-language explanation. Compare the requested values with trusted records, apply deterministic rules, and stop execution when required information is missing or inconsistent. Record both the agent’s proposal and the validator’s decision so an appeal does not depend on reconstructing a transient model conversation.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

5. Monitor behavior, transactions, and access signals

Monitoring should cover both the agent’s activity and the business transaction it triggers. Alert on operations outside the registered scope, unusual sequences, unexpected recipients, abnormal volume or timing, sudden access to a new system, and attempts to bypass an approval step. The IMF calls for real-time monitoring, activity logs, and audit trails.

Identity-proofing systems can add contextual signals. NIST SP 800-63A-4 discusses recent SIM changes, device or account tenure, fraud indicators, and risks in remote proofing channels, along with independent testing and review of fraud controls. These signals can raise or lower the need for verification; none independently proves that an AI agent committed fraud. Use them as inputs to a documented investigation process.

6. Preserve evidence and provide a response path

Retain records that allow a reviewer to reconstruct:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the agent identity and version or deployment context;
  • the human or organization behind the delegation;
  • the requested action and the data supplied to the agent;
  • the policy checks, limits, and validator decisions;
  • the action actually executed, including time and destination;
  • interventions, alerts, approvals, denials, and overrides; and
  • the investigation outcome, notification, correction, and redress.

Protect logs against unauthorized alteration and control access to sensitive contents. A record that says only “agent approved” is not enough to establish accountability. NIST SP 800-63A-4 calls for documented procedures for fraud-check failures and redress in the identity-provider contexts covered by that publication.

7. Test, review, and adapt the controls

Test controls independently and review thresholds periodically. Examine false positives, missed events, analyst decisions, and changes in the recency or quality of fraud data. Coordinate identity, security, privacy, threat-intelligence, application, and fraud teams so that a signal found by one group can be investigated by the group that owns the affected process. NIST guidance describes independent testing, periodic review, and information sharing among relevant teams.

How to interpret detection signals

Observed signal Possible explanation Immediate control response
An operation outside the agent’s declared scope Misconfiguration, scope creep, compromised credentials, or deliberate misuse Deny or hold the operation; verify the delegation and review recent access
A sudden new recipient, device, channel, or API Legitimate business change or account takeover Require step-up verification or independent approval before execution
Unusual transaction sequence, amount, timing, or volume Automation error, changed workflow, or fraudulent activity Pause the transaction, compare with trusted records, and open an investigation
Recent SIM change, very new device, or short account tenure Higher identity-proofing risk, but not proof of agent fraud Apply the documented risk procedure and collect additional evidence
Agent attempts to alter its own permissions or disable logging Compromise, malicious instruction, or unsafe design Block the change, revoke or isolate credentials, and preserve evidence

Do not turn an anomaly score into an automatic accusation. Require a consistent disposition process: confirm the identity and delegation, validate the transaction independently, determine whether a policy was violated, and document the decision. This reduces both undetected fraud and harm to legitimate users who are incorrectly blocked.

Identity-proofing and AI governance requirements

NIST SP 800-63A-4 describes a fraud-management program for the identity providers and functions within its scope. It calls for monitoring the effectiveness of fraud controls, independent testing, privacy review, investigation, and redress. Those provisions are not a universal statute for every business; apply them according to the publication’s stated scope and any law or regulation governing your service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NIST SP 800-63-4 also addresses AI and machine-learning use in identity systems. Organizations should document and communicate such uses to relying parties, perform documented privacy-risk assessments for personal information processed by the systems, and disclose relevant information such as training methods and data, model-update frequency, and testing results to entities that rely on the technology. Build a route for people to challenge a fraud decision, correct an error, and regain access when evidence supports them.

Choosing controls for a particular risk

No single product or control covers every agent scenario. Compare a proposed control set across these dimensions:

Comparison question What to examine
What is verified? Agent identity, controlling person or organization, delegated authority, transaction details, or a combination
Where does it act? Identity proofing, authentication, API authorization, execution-time validation, or post-action monitoring
How are consequential actions checked? Preventive policy enforcement, independent transaction validation, human approval, or detection after execution
What evidence and response exist? Auditability, alert quality, investigation workflow, information sharing, dispute handling, and redress
What are the privacy and performance effects? Data collected, privacy impact, false-positive handling, performance across the affected population, and independent test results

A control that proves an agent’s credential may still fail to prove that its principal authorized a particular payment. Conversely, a transaction monitor may detect an unusual transfer without identifying which delegation or credential was abused. Combine controls according to the harm and reversibility of the action rather than selecting a single “AI fraud detector.”

Common design failures and their fixes

Trusting an approved agent too broadly

Failure: Enrollment is treated as blanket permission for every operation the connected system supports.
Fix: Record a narrow delegation and enforce it at each API or transaction boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Letting a generative model commit irreversible actions

Failure: The model’s proposed recipient or amount is sent directly to a payment or account system.
Fix: Separate probabilistic decision-making from deterministic execution and require an independent validator or risk-based human checkpoint.

Using one signal as proof of fraud

Failure: A SIM change, unfamiliar device, or anomaly score automatically closes an account or labels a user fraudulent.
Fix: Combine signals, investigate them in context, document the decision, and provide redress.

Keeping incomplete logs

Failure: Logs show the agent request but not the delegating party, policy version, approval, or executed result.
Fix: Capture the full chain from identity and authority through validation, execution, intervention, and resolution.

Ignoring privacy and population effects

Failure: Identity models collect extensive personal data without a documented risk assessment or performance review.
Fix: Document AI use, training and update practices, testing results, privacy risks, and false-positive outcomes; limit data to a justified purpose.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to update controls

Failure: Thresholds and rules remain unchanged while attacker tactics, agent capabilities, and legitimate workflows evolve.
Fix: Review outcomes and data recency periodically, test independently, and share relevant intelligence across identity, security, privacy, and fraud teams.

What standards say today—and what they do not

Agent authentication standards and protocols are still evolving. A 2026 paper from the Financial Services Sector Coordinating Council recommends that financial institutions detect, monitor, and classify agent interactions; it is not a universal technical standard. The paper is available at FSSCC AI identity-and-access mitigations.

NCCoE’s 2026 concept work is an exploration of identity and authorization for software agents, not evidence that a complete agent identity standard already exists. The IMF payment safeguards are policy analysis and recommendations, not binding legal requirements. NIST’s 2025 adversarial-machine-learning taxonomy covers evasion, poisoning, privacy, and misuse attacks and discusses mitigation limits; it does not measure how many AI-agent fraud incidents have occurred. Read the announcement at NIST’s adversarial machine-learning report announcement.

There is no established agent-fraud prevalence, loss total, or verified incident count that can responsibly be applied across industries or countries. Treat claims of a universal rate or a single foolproof detector with caution unless they identify the population, geography, date, and method behind the figure.

An operational checklist

  • Maintain an inventory of internal and external agents, owners, credentials, tools, APIs, and permitted actions.
  • Record the accountable human, organization, or legal entity for every delegation.
  • Authenticate the agent and enforce authority separately.
  • Use scoped permissions and secure API governance; separate proposing, validating, and executing duties where risk warrants.
  • Put deterministic validation and, where appropriate, human approval before irreversible actions.
  • Monitor agent activity, transaction flows, access changes, and relevant identity-proofing signals.
  • Log identity, delegation, request, policy decision, execution, intervention, and resolution details.
  • Define investigation, reporting, containment, correction, and redress procedures before an incident.
  • Test controls independently, review false positives and misses, and refresh thresholds as data and threats change.
  • Document AI use, privacy risks, training and update practices, and test results for relying organizations.

The durable objective is not to decide whether an agent is “good” or “bad.” It is to make every consequential action attributable, authorized, constrained, independently checked, observable, and reversible or contestable when the evidence shows an error.
