Utilities detect suspected electricity theft by narrowing unexplained energy losses from feeders and transformers to specific meters, then checking consumption records, meter events and site evidence. No single loss estimate, unusual reading or alarm proves intentional theft. Prevention works best as a combination of better monitoring, harder-to-tamper-with infrastructure, reliable customer service and fair, locally authorized inspections.
What counts as electricity theft—and what a loss estimate tells you
Non-technical losses are not synonymous with deliberate theft. They can include illegal connections, meter tampering or bypass, unmetered use, faulty meters, billing irregularities and failures in utility processes. A discrepancy in an energy balance is a reason to investigate; it is not, by itself, a finding of fraud or intent.

Keep technical losses separate from unexplained residuals as far as the available measurements allow. Electricity is lost in distribution equipment, and the amount depends on the network and operating conditions. Meter coverage, timing mismatches, missing or estimated readings and sensor accuracy can also distort a comparison. The cited studies do not establish a universal tolerance threshold that utilities can apply to every grid.

Establish a time-aligned energy balance
Compare energy entering a defined feeder or transformer area with downstream metered consumption for matching time periods and boundaries. Check which meters are included, whether readings are actual or estimated, and whether data are missing or out of sync. Account for expected technical losses and known sensor limitations before treating a residual as suspicious.
-
Localize unexplained losses progressively
Where measurements permit, compare results at the substation, feeder and transformer levels. Intermediate monitoring meters and transformer-level data can help identify an area for closer review, rather than sending inspectors to accounts across an entire service territory. Transformer-level shortlists can then be refined using customer-level readings.
-
Review consumption, meter status and events together
Look for abrupt consumption changes, unusual time-of-use patterns, meter status changes, tamper events, physical alarms or communications alarms. Compare the signals with billing and account records, and check for legitimate explanations such as a change in occupancy, equipment or business activity. A meter event or unusual pattern is an investigative lead, not proof on its own.

Prioritize cases, then verify them safely
Use risk scores to help allocate limited inspection capacity, not to make automatic theft findings. Document the signals that prompted review. Authorized personnel should inspect safely, check for meter faults and legitimate usage changes, and follow the jurisdiction’s evidence, notice and enforcement rules before taking billing or other action.
What AMI and analytics add
Advanced metering infrastructure (AMI) can provide more frequent consumption readings alongside meter status and event information. Analytics can use those records to rank accounts for investigation, but the result depends on data quality, communications coverage, trained staff and the utility’s ability to follow up. Models built around granular AMI data may not transfer directly to networks with conventional meters or sparse readings.
Published performance figures illustrate why results need context. A World Bank Group / ESMAP case study of Jamaica Public Service (JPS), published in 2017, reported that inspections found irregularities in 5–7% of cases before a predictive model was used. The model achieved more than 50% accuracy on cross-validation, and field use more than doubled the detection team’s accuracy. The reported ground-test result is a relative improvement; the cited account does not give an absolute post-test accuracy rate. These are historical results from one utility, not expected performance for other grids.

Other studies likewise describe bounded results rather than universal benchmarks. An IEEE Access paper from 2019 reported simulated detection accuracy of at least 95% under a specified meter-reading variability condition; that is a simulation result, not evidence of equivalent field performance. A separate IEEE study tested a consumption-pattern approach using a real dataset of 5,000 customers; the dataset size does not establish how well the method generalizes to another utility.

How can utilities detect power theft? Compare the options
The useful method depends on what a utility can measure, where it can localize losses, and how many cases it can investigate. These approaches can complement one another rather than compete as a single choice.
| Approach | Useful when | Main tradeoff or check |
|---|---|---|
| Feeder or transformer metering and energy balance | The utility needs to narrow unexplained losses to a part of the network. | Meter coverage, synchronized readings, technical-loss estimates and sensor accuracy affect the residual. (IEEE studies; World Bank materials) |
| AMI consumption analytics | Frequent, granular readings and reliable meter records are available. | Requires sound data, communications, trained analysts, privacy safeguards and enough inspection capacity. (World Bank Group / ESMAP, 2017; IEEE study) |
| Meter-event and multisensor review | Meters record useful physical or cyber events as well as consumption. | Legitimate changes can trigger alarms; combining event logs with usage evidence can help distinguish cases. (IEEE study) |
| Physical hardening and meter placement | Distribution layouts or equipment can be upgraded. | Capital cost, operating conditions, accessibility and electrical safety affect feasibility. (World Bank, Best Practices in Electricity Theft Reduction) |
| Customer service and outreach | Billing issues, access barriers, affordability concerns or complaint handling contribute to losses. | Pair these measures with accurate metering and consistent procedures; outreach alone does not locate physical tampering. (World Bank, Best Practices in Electricity Theft Reduction) |
How do you prevent electricity theft?
Prevention combines technical measures that reduce opportunities or shorten the time to detection with nontechnical measures that address service and process problems. A World Bank report puts the principle plainly: “Electricity theft can be tackled through technical and nontechnical means.” Its examples reflect particular contexts, not a universal design prescription.

Make unauthorized access harder or more visible
Measures described in the World Bank’s Best Practices in Electricity Theft Reduction include high-voltage distribution closer to users, bundled low-voltage cable, closed pole-side distribution boxes, meters positioned where tampering is more visible, and shielded second-generation meters. Whether any of these is appropriate depends on the local grid, cost, maintenance needs, electrical safety and applicable rules. Work on distribution equipment must be planned and performed by qualified, authorized personnel—not by customers or unqualified staff working on live equipment.
Shorten the gap between an anomaly and a check
Automated readings, useful meter-event records, targeted energy audits and a defined review process can help a utility identify and investigate anomalies sooner. Automation does not remove the need to validate data or confirm a suspected case in the field. A monitoring program is only useful if staff can review alerts and investigate them consistently.
Address service and process causes
Clear billing, accessible customer service and public outreach can help resolve some problems that contribute to non-technical losses. Review utility processes as well as customer behavior: faulty meters, inaccurate accounts or billing failures can produce apparent losses without deliberate tampering. Customer measures should support accurate metering and consistent procedures, not substitute for them.

Build safeguards into detection and enforcement
Electricity-theft definitions, evidence rules, customer notice, disconnection authority and inspection procedures vary by jurisdiction. Utilities should establish their local legal and safety requirements before inspections or enforcement. Treat risk scores as prioritization tools, keep an auditable record of the evidence and the verification outcome, and provide a way to correct meter, account or billing errors.
AMI and event data also raise privacy and cybersecurity considerations. Limit access to data to authorized roles, protect records and communications, and define how long information is retained and how it may be used under local rules. The appropriate controls depend on the system and jurisdiction; a larger volume of readings is not a reason to collect or expose more customer information than the utility needs.
A deployment decision should account for meter and communications coverage, ability to localize a loss, false-positive burden, inspection capacity, privacy and cybersecurity requirements, cost and compatibility with the existing grid. No single approach is established as best for every utility, and there is no generally applicable accuracy threshold that turns an alert into proof.
