Then test both failover and recovery under realistic conditions.
How do I design an identity system with redundancy and failover?
Start by tracing how a person or workload obtains a token, proves its identity, and receives authorization for each important application. Include both cloud and on-premises paths. A second identity server is not meaningful redundancy if both servers depend on the same site, DNS resolver, network link, MFA service, or power source.

1. Map the full path
For each user group, application, and workload, document the dependencies it actually traverses. Depending on the design, the path may include:
- The directory or identity source, such as an on-premises directory or a managed cloud directory.
- The identity provider, federation service, federation agents, web application proxies, and load balancers.
- MFA and other authentication factors, including how users can recover access if a factor or enrollment system is unavailable.
- DNS, firewalls, network routes, cloud connectivity, and any private links required to reach identity services.
- Token acquisition, application sign-in and authorization logic, and any application-side identity or token services.
- Configuration and data stores, their replication paths, and the administrative tools needed to restore them.
Map workload identities as well as employee sign-ins. A service may authenticate successfully but still fail if token acquisition, secrets, authorization data, or an application dependency is unavailable. Microsoft’s hybrid authentication resilience guidance emphasizes minimizing dependencies that can interrupt authentication.

2. Define the failures and degraded modes you need to handle
Specify which failures matter to the business: a server, agent, zone, site, region, identity source, provider, or network path. For each, state which users and applications must continue working and which operations may be temporarily unavailable. Separate read and write needs: validating an existing identity or token is not the same operation as changing credentials, groups, or policy.
Set recovery objectives based on your own service requirements. Record the acceptable time to restore access and acceptable data loss for each service; do not treat a provider’s architecture description or SLA as an objective that automatically applies to your deployment.
3. Remove avoidable single points of failure
Where policy and security requirements allow, choose an authentication path with fewer dependencies. For Microsoft Entra hybrid cloud sign-ins, Microsoft recommends considering password hash synchronization because it can let users authenticate to the cloud without relying on on-premises identity components at sign-in time. Pass-through authentication depends on on-premises agents and connectivity; federation adds federation services and related network components to the path. These methods are not interchangeable for every organization, so assess requirements before changing the authentication model.
If you retain agents or federation, deploy redundant components across independent failure domains and monitor their health. Check that the supposed alternatives do not share the same DNS, network, power, directory, or management dependency.

4. Match redundancy to the failure domain and operation
Redundancy can be automatic or operator-triggered, and it can preserve some operations while others degrade. Microsoft’s description of Microsoft Entra says reads use active-active paths with automatic routing across datacenters, while writes use a primary replica with failover. Microsoft says read availability remains unaffected during the cited primary-replica failover, while write availability may be affected temporarily. Its architecture overview gives 1–2 minutes as the possible write-availability impact in that service failover process; this is a Microsoft service detail, not a timing target or guarantee for customer-run systems. See the Microsoft Entra architecture overview.
For a managed identity service, geographic distribution and service-level routing may be provided by the platform, but your tenant’s federation, MFA, DNS, network, application token handling, and recovery configuration can still introduce failure points. Microsoft’s tenant recoverability guidance states that Microsoft Entra has a 99.99% availability SLA; that is a vendor-specific service-level commitment, not a measured result or a promise for self-managed components. See Microsoft’s tenant recoverability guidance.
5. Make the application part of the design
Confirm what each application does when its identity provider or a regional endpoint is unreachable. Some applications may continue using a valid session or token for a period; others may need a new sign-in, fresh authorization data, or an online token exchange. Establish the actual behavior for your applications rather than assuming that identity-provider redundancy makes every application available.

How do I make hybrid authentication resilient?
Choose the hybrid sign-in model with the outage path in mind. The key design question is whether a cloud user’s sign-in still requires an on-premises component, and, if so, whether that component and every route to it have independent alternatives.
| Approach | What remains in the cloud sign-in path | Resilience design focus |
|---|---|---|
| Password hash synchronization | For cloud authentication, users can authenticate without relying on on-premises identity components at sign-in time, when organizational requirements permit this model. | Validate that the method meets security and policy requirements. Review synchronization health and the cloud-side identity path. |
| Pass-through authentication | On-premises agents and persistent connectivity remain dependencies. | Provide redundant agents and independent network routes; monitor agent availability and test sign-in when an agent or route is unavailable. |
| Federation | Federation services and associated web application proxies, load balancing, DNS, firewalls, and network links remain dependencies. | Make the federation tier and its configuration/data store highly available; avoid common failure domains across components and test actual federation failover. |
These distinctions follow Microsoft’s hybrid authentication resilience guidance. They describe the dependency shape, not a universal recommendation: organizational authentication and security requirements determine which model is appropriate.
If you operate AD FS
Plan redundancy for both the federation servers and the configuration or policy data they depend on. Microsoft documents Windows Internal Database replication for some farm sizes and SQL high-availability options for other requirements in its AD FS Always On Availability Groups guidance. The features and limits are version-dependent; verify the documentation for the Windows Server and SQL releases you actually deploy before relying on a particular threshold.

Microsoft’s AD FS in Azure deployment guidance gives a scenario-specific example using a load balancer and two or more similar virtual machines in an availability set. Treat that as an example deployment pattern, not a general availability guarantee. Also include DNS, proxies, firewall rules, certificates, and external connectivity in the failover design.

What happens to sign-in if the identity provider or federation service goes down?
The outcome depends on where the failure occurs and what the application needs at that moment. A user may be able to continue an existing session but be unable to start a new one; an application may accept a previously issued token but fail when it needs a fresh token or current authorization information. A workload can similarly fail at its next token request even if its application process is still running.
If the failed component is an on-premises pass-through agent or federation service, cloud sign-in can be blocked when that component is required and no healthy alternative can serve the request. If DNS, a firewall, or the network path to otherwise healthy services fails, the practical result can be the same. Conversely, adding a second server will not help if requests cannot reach it or it depends on the same failed infrastructure.
Managed providers have their own service architecture and failure behavior. AWS, for example, documents separate IAM control and data planes, regional data planes, and regional Security Token Service (STS) endpoints. That model is specific to AWS; it should not be assumed to describe another provider. AWS also warns that IAM Identity Center’s directory may be affected by a disruption in the Region where it is enabled. See AWS’s IAM resilience documentation and Security Reference Architecture identity guidance.

Write down the expected result for each failure: which users can sign in, which existing sessions continue, whether new tokens can be issued, which administrative changes are possible, and which applications enter a degraded state. Verify those behaviors in exercises; the vendor’s service model alone does not establish the behavior of your tenant integrations or applications.

How should emergency access work during an identity outage?
Emergency access is a separate, tightly controlled route for restoring or administering access when the normal identity path is unavailable. It must not depend on the identity service, directory, region, or network component that triggered the emergency. Design the route before an incident and document how to return to normal operation.
Define the access and controls
- Authorized people: name who can invoke the procedure and who approves it.
- Independent credentials and factors: ensure the emergency route does not require the failed sign-in path. Document how credentials and factors are protected and recovered.
- Limited permissions: specify the minimum roles and systems required, and how temporary access is granted.
- Monitoring: alert on emergency access, record actions, and preserve logs for review.
- Exit and revocation: define how temporary access is removed, credentials are rotated if needed, and normal identity routing is restored.
Keep the route independent and practice it
AWS’s IAM Identity Center example uses direct federation from an external identity provider and a temporary operations group. AWS also notes that IAM Identity Center’s own directory may be unavailable during a disruption in its enabled Region, illustrating why a fallback must not rely on the component it is meant to bypass. Review AWS’s emergency failover process as an AWS-specific example, then adapt the principles to your own provider and architecture.
Exercise the full sequence: declare the outage, obtain required approvals, use the fallback, monitor activity, restore the normal path, revoke temporary access, and verify that routine sign-in works again. Record where operators needed access to systems or credentials that were not available during the exercise.

Compare designs against the same failure scenarios and operational requirements, not just the number of servers. A useful review distinguishes coverage, independence, behavior, data semantics, security, and the work required to keep the design ready.
- Failure-domain coverage: Does the design handle a server, rack or zone, site, region, provider, identity source, and network-path failure that matters to you?
- Dependency independence: Are the directory, MFA, DNS, agents, federation, connectivity, and application token services genuinely independent, or do they share a critical dependency?
- Failover behavior: Is failover automatic or operator-triggered? How is failure detected, traffic routed, and write ownership handled? What remains available in a degraded state?
- Data semantics: What are the replication lag, consistency, and durability characteristics? Which reads, writes, or administrative actions may be delayed or unavailable?
- Recovery objectives: What time to restore access and acceptable data loss does the organization require for each service?
- Fallback security: Are permissions limited? How are credentials protected, approval enforced, actions monitored, access time-bounded, and access revoked?
- Operational burden: Can the team deploy, patch, monitor, recover, and regularly exercise the design with the people and procedures available?
Keep resilience and recoverability as related but distinct capabilities. Resilience is the ability to keep access functioning through a failure. Recoverability is the ability to restore tenant objects and configuration after unwanted or malicious changes. Microsoft’s tenant recoverability guidance addresses recovery planning; maintain runbooks and tested paths for both continued service and restoration.
Authentication-factor diversity can help when a particular factor is unavailable, but it cannot replace infrastructure redundancy. A FIDO2 security key may be one factor option where the identity provider, enrollment process, user accessibility needs, and recovery-factor arrangements support it. It does not by itself provide identity-provider failover.
