A business serving people through a website or app and developers through an API is building two interfaces to the same underlying service. The human-facing experience helps a person complete a task; the machine-facing one lets software make requests and use the results. Treating both as products—with distinct users, clear capabilities, and deliberate access rules—makes them more coherent than treating an API as a technical by-product.
What does a two-interface company mean?
“Two-interface company” is a useful design frame, not a formally standardized business category. It describes one business that serves people through familiar human-facing experiences and software clients through machine-facing interfaces such as APIs. The interfaces need not look or behave alike: they should reflect different users’ needs while expressing the same business capabilities and rules.

The UK Government Digital Service and Central Digital and Data Office define API-first as “the practice of designing software starting with an API, before designing your web or mobile user interface.” That is an approach to software design, not a requirement that every service begin with an API. Their guidance says to consider API-first where it is appropriate to the service. Read the API technical and data standards.

Start with users and jobs, not the company’s internal teams or database structure. A person using a website may need guidance through a decision or multi-step task. The API user is typically a developer consuming the service to build or support another service. The Government Digital Service and Central Digital and Data Office put the principle plainly: “Before you build an API, you must understand the needs of your users.” The W3C’s Web Platform Design Principles likewise call for understanding and documenting the user need an API addresses.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- For people: identify who they are, what they need to accomplish, what information helps them decide, and what accessibility needs or constraints affect the task.
- For developers: identify the integration they need to build, their technical context, and the constraints they face. They need to discover the API, judge whether it fits, understand its behavior, and integrate it into another service.
These are not interchangeable research questions. A website that explains a service well may still leave developers uncertain about request formats, permissions, or failure responses. An API that is technically consistent may still expose capabilities that do not match a real user need.
How should the two interfaces relate?
Define capabilities before designing endpoints
Describe what the business lets people do or learn before deciding which data or operations to expose. Then determine which capabilities belong in the human interface, which should be available to software clients, and under what conditions. GOV.UK guidance notes that an API-first approach can help separate business logic from the structure of underlying data stores. In practice, that means designing a service contract around useful capabilities rather than making database tables the accidental shape of the product.

Keep outcomes aligned, not interactions identical
A website can guide someone through a task with explanations, choices, and confirmation. An API can expose a documented sequence of requests and responses that lets a developer incorporate the same capability into another service. The interaction patterns differ, but terminology, eligibility rules, and promised outcomes should not contradict one another without explanation. This is a design recommendation drawn from the shared need to understand user intent across APIs and web interfaces, rather than a claim that official guidance prescribes one universal architecture.
What makes the API a usable product surface?
An API is more than endpoints or an automatically generated reference page. Developers need to discover it, assess whether it meets their needs, understand its purpose, and complete an integration. GOV.UK’s API documentation guidance recommends documentation that supports those tasks, including:

For a REST API, GOV.UK recommends using OpenAPI, a standardized description format, and producing the specification early so it evolves with the design. A specification can help teams check consistency, lint for rules and security issues, and generate reference documentation. Generated material is useful, but it does not replace explanations and task-based guidance.
Choose an interface style for the consumer’s needs
REST is not the only option. GOV.UK standards also discuss GraphQL and gRPC as alternatives that may suit particular projects; GraphQL can help when developers’ required views are uncertain. Choose based on what consumers need, system constraints, and the service’s behavior—not technology popularity alone.

How should access and data exposure be decided?
Access policy is part of product design. Decide who may use each capability, what data it returns, and which authentication and monitoring controls are appropriate. GOV.UK guidance generally recommends authentication for API users, particularly where personal or sensitive information is involved. It says anonymous endpoints, when needed, should be limited to open data. This is a UK government standard and useful design guidance, not a claim that every private-sector API must follow an identical policy.

How can leaders compare the two interfaces?
There is no official scorecard for a “two-interface company.” These practical comparison questions draw on the user, documentation, and access concerns in the cited guidance; use them to identify mismatches rather than to assign a universal grade.
| Design question | Human-facing interface | Machine-facing interface |
|---|---|---|
| Who is the primary user, and what job are they doing? | What task, decision, or information need does the person have? | What integration is the developer building, and for whom? |
| How does the user complete the task? | Can a person understand the choices, steps, and outcome? | Can software make the required requests and handle responses? |
| How are confusion and errors handled? | Are instructions and recovery paths clear to the person? | Are behavior, responses, and failure conditions understandable to the developer? |
| How is the interface discovered and explained? | Can people find the service and understand its purpose? | Can developers assess the API and find walkthroughs, task guides, and a reference? |
| What accessibility and usability needs matter? | Do the experience and content support the people using the service? | Can developers understand and integrate the contract within their technical constraints? |
| What data and access rules apply? | Can people see what information and permissions their task involves? | Are authentication, data exposure, and conditions of use explicit? |
| How are change and support communicated? | Can people understand changes that affect the service they use? | Are API version, status, and support information available to integrators? |
| Can capabilities be reused across channels? | Does the experience deliver the business capability people need? | Can an appropriate capability be used by software clients without exposing internal data structures as the product contract? |
Where do AI and other machine clients fit?
Machine-facing interfaces can serve software integrations beyond conventional developer-built applications, but that does not mean every business needs a separate AI-agent interface. A UK government guide on preparing datasets for AI discusses machine-readable API practices such as OpenAPI, clear HTTP methods, pagination, filtering, and rate limiting. It also describes MCP as an open standard through which providers can share resources using servers that describe capabilities in machine-readable form. These are adjacent options for teams with a relevant use case, not evidence of a universal requirement. See the UK Government’s dataset guidance.
