There is no universal safe way to decompile a game for a private mod. Whether you may do it depends on the exact game’s current license, your jurisdiction, the purpose of the analysis, and whether the method bypasses technical protections. Keeping extracted assets out of a download does not by itself make decompilation or modification permitted. Start with the game’s official modding tools and terms; if those do not clearly authorize your plan, do not assume that private or noncommercial use is an exception.
What to check before attempting a private mod
First identify the exact game, edition, platform, storefront, and territory. Then check the game’s current end-user license agreement (EULA), any game-specific modding rules, and any separate license for a mod kit or SDK. Storefront-wide terms may not be the only applicable terms, and permission for one game does not carry over to another.
- Find the applicable terms. Look for the current EULA and any official modding policy for the specific game and platform.
- Read the permission, not just the prohibition. Check whether the terms expressly allow the kind of modification you intend, and whether that permission covers decompiling, private use, and sharing.
- Check the tool’s separate rules. A mod kit or SDK may have its own conditions, including supported versions, asset restrictions, and rules for distributing mods.
- Pause if the terms are unclear. Do not treat ownership of a copy, private use, or a noncommercial purpose as automatic permission.
Prefer official modding tools or supported interfaces
If the publisher provides an official mod kit, SDK, editor, or documented interface, use that route where it supports the change you want to make. Read its license and sharing rules: permission to create user-generated content through a specific feature is not necessarily blanket permission to decompile game binaries or modify files by other means.
Publisher terms illustrate why the game matters. Epic’s general EULA lists reverse engineering, deriving source code, modifying, decompiling, and disassembling among prohibited activities unless authorized by the agreement or software-specific terms. Ubisoft’s EULA also generally restricts reverse engineering, decompiling, adaptation, and derivative works, while describing a limited allowance for certain user-generated content enabled by a specific feature and subject to additional terms. These are examples, not rules for every game.

Private decompilation and U.S. law
Section 1201(f) is a narrow interoperability provision
In the United States, 17 U.S.C. § 1201(f)(1) addresses a person who is lawfully entitled to use a program copy and circumvents an access-control measure solely to identify and analyze elements necessary for interoperability with an independently created program. The elements must not have been readily available, and the analysis must not infringe copyright. Other parts of subsection (f) impose conditions concerning tools and information made available to others.
This is not a general personal-modding exemption. A private game mod does not automatically qualify just because it is noncommercial, stays on your computer, or does not redistribute the game’s assets. The U.S. Copyright Office explains that section 1201 generally prohibits circumvention of technological measures controlling access to copyrighted works, including video games and software. The statute provides for limited, temporary exemptions through rulemaking, so any exemption must actually apply to the relevant activity and time; do not rely on an old or broadly summarized exemption.

License terms and circumvention are separate questions
A license may restrict decompiling, modifications, or derivative works even if you never publish the result. Separately, bypassing an access control can raise a circumvention issue. Avoid bypassing access controls or anti-cheat systems, and do not assume that permission to make a mod resolves every legal question about the method used to make it.
What “without distributing assets” does—and does not—change
Not including extracted art, audio, models, or other game files in a public download can reduce one kind of redistribution concern, but it does not settle whether the underlying decompilation or modification is allowed. Terms may restrict the act of modifying software itself, or the distribution of derivative works, even when a download contains no obvious asset files.

Before sharing an asset-free patch or mod, check whether the applicable terms allow both modification and distribution. Confirm whether the patch contains copied code or substantial extracted content, whether it requires a lawfully acquired copy of the game, and whether official guidelines require attribution, disclaim endorsement, or impose other conditions.

How publisher terms can differ
Some game-specific terms are more permissive than a publisher’s general restrictions, but their conditions apply only to that game. One game-specific EULA reviewed for this topic allows personal, noncommercial mods subject to conditions including a lawfully acquired copy, no distribution of the game or substantial extracted assets, no circumvention of protection measures, and compliance with its modding guidelines. Its allowance for free sharing is conditional. It is not permission for another publisher’s game or a general rule for games sold through the same storefront.
