If the supplier’s location and that place of supply are in different States or Union territories, the taxable supply is generally inter-State and the invoice normally charges IGST rather than CGST plus SGST/UTGST. The invoice must show the place of supply with the State name and include every other Rule 46 particular that applies to the transaction.
What makes a GST sale inter-State?
Inter-State status is not decided simply by the customer’s billing address, the address printed on an order, or the fact that goods crossed a State border. The legal test compares the supplier’s location with the place of supply determined under the IGST Act. The Act contains different place-of-supply rules for goods, services and special transaction types.

Where the two locations fall in different States or Union territories, a taxable supply is generally inter-State. Supplies covered by special statutory rules must still be analysed under those rules before tax is selected.
Goods involving movement
For goods that move because of the sale, the general rule places the supply where the movement terminates for delivery to the recipient. That usually means the destination State, but the exact facts matter. Identify who arranged the movement, where delivery ended and whether another person directed the goods to be delivered elsewhere.
#1 Best Overall
Goods without movement or with special arrangements
Goods supplied without movement, goods installed or assembled at a site, goods sold on a conveyance, and bill-to/ship-to transactions have separate place-of-supply provisions. A bill-to address and a ship-to address therefore cannot be treated as interchangeable without checking the applicable rule.
Services
For services supplied to a registered recipient in India, the general rule uses the recipient’s registered location. For an unregistered recipient, the recipient’s location on the supplier’s records is generally used when available; otherwise, the supplier’s location is generally used. The IGST Act contains exceptions for specified services, so identify the service category before applying this general rule.
Should you charge IGST or CGST and SGST?
| Legal result | Tax components normally shown | What to verify |
|---|---|---|
| Taxable inter-State supply | IGST at the rate applicable to the actual goods or service | Supplier location, place of supply, classification and current rate notification |
| Taxable intra-State supply | CGST plus the applicable SGST or UTGST | Whether supplier location and place of supply are in the same State or Union territory |
| Exempt, nil-rated or otherwise non-taxable transaction | No taxable IGST amount, subject to the document required for that transaction | Exemption, classification and notification conditions |
Do not choose a rate merely because a transaction is interstate. The rate depends on the goods or service, its HSN or Accounting Code classification, applicable exemptions and the current rate notification. A general guide cannot calculate the rate for an unspecified supply.
Prepare the transaction facts before opening your invoice template
- Identify the supplier’s location. Use the registered business location relevant to the supply and keep the supplier’s GSTIN available.
- Describe what is being supplied. Record whether it is goods or services, the commercial description, the HSN code or Accounting Code, quantity and unit for goods, and any discount or abatement.
- Identify the recipient. Record the recipient’s legal name, address and GSTIN or UIN where applicable. For an unregistered recipient, collect the address and delivery information required by the rules for the particular value and transaction.
- Map the movement or performance. For goods, note dispatch, delivery and ship-to information. For services, identify the recipient’s registration status and the service-specific place-of-supply rule that may apply.
- Determine the place of supply under the IGST Act. Write down the statutory provision or factual basis used, especially for a bill-to/ship-to, installation, no-movement or special service transaction.
- Decide whether the supply is taxable and inter-State. Only after the place of supply is established should you select IGST or CGST with SGST/UTGST.
- Confirm the current rate. Use the classification and rate notification applicable on the tax point date. Do not copy a rate from an old invoice or a different HSN/SAC.
Mandatory fields for an interstate GST tax invoice
Rule 46 of the CGST Rules lists the tax-invoice particulars. Fill only the fields applicable to the transaction, but do not omit a required field. For interstate trade, the rule specifically requires the place of supply along with the State name.
| Invoice area | What to enter | Important qualification |
|---|---|---|
| Supplier | Legal name, address and GSTIN | Use the registration and location relevant to the supply. |
| Invoice identity | Consecutive invoice serial number and issue date | The serial may use one or more series and letters, numerals, hyphens or slashes, but it must be unique for the financial year. |
| Recipient | Name, address and GSTIN or UIN when registered | For an unregistered recipient, enter the prescribed recipient and delivery details in the circumstances specified by the rules. |
| Classification | HSN code for goods or Accounting Code for services | Use the classification applicable to the actual supply, not a generic code selected only because the sale is interstate. |
| Description | Clear description of each good or service | For goods, also state quantity and unit or Unique Quantity Code where applicable. |
| Value | Total value and taxable value after applicable discount or abatement | Show enough detail for the recipient to reconcile the taxable base. |
| Tax | Applicable tax type, rate and tax amount | For a taxable interstate supply, show IGST; the rate must come from the applicable classification and notification. |
| Place of supply | Place of supply and the State name | This is specifically required for a supply in the course of interstate trade or commerce. |
| Delivery address | Address of delivery when it differs from the place-of-supply information | Keep ship-to details consistent with the transaction documents. |
| Reverse charge | Indication that tax is payable under reverse charge, where applicable | Do not mark reverse charge unless the transaction falls under the relevant provision. |
| Authentication | Signature or digital signature of the supplier or authorised representative, where required | Apply the authentication method permitted for the format you issue. |
Is there a prescribed interstate invoice format?
There is no single mandatory visual layout for a GST invoice. An official CBIC/NACIN explanatory flyer states: “There is no format prescribed for an invoice, however, Invoice rules makes it mandatory for an invoice to have the following fields (only applicable field are to be filled):” In practice, you may use accounting software, a spreadsheet, a paper form or another electronic layout if it contains the applicable Rule 46 particulars and remains legible.
Layout flexibility does not remove the substantive requirements. A stylish template that omits the State name beside the place of supply, the HSN/SAC, the tax amount or the recipient information is incomplete.
How to calculate and display the tax
- Calculate the line value for each item or service.
- Apply any permitted discount or abatement and arrive at the taxable value.
- Apply the rate notified for the exact HSN or Accounting Code and transaction conditions.
- Show the taxable value, IGST rate and IGST amount separately. If more than one rate applies, show separate lines or a clear rate-wise breakup.
- Show the invoice total and identify any amount that is not part of the taxable value.
The calculation can be represented as IGST amount = taxable value × applicable IGST rate. The expression is a method, not a rate recommendation: the correct percentage must be confirmed from the current classification and notification for the supply.

When must the invoice be issued?
Taxable goods
For a taxable supply of goods involving movement, the registered person generally issues the invoice before or at the time of removal. Where the supply does not involve movement, issue it before or at delivery to the recipient or before or at the time the goods are made available to the recipient.
Taxable services
The general rule gives 30 days from the date of supply of the service for issuing a taxable-service invoice. A 45-day period applies to specified financial suppliers, and additional provisions can apply to some supplies between distinct persons. Check whether a special rule applies to the supplier or service instead of assuming that the 30-day period always governs.
Operational control
Set the invoice date from the statutory event, not merely from the date an employee enters data into accounting software. Preserve dispatch, delivery, acceptance and service-completion evidence so the timing can be demonstrated if the invoice is reviewed.
Step-by-step: create an interstate invoice
- Start a new invoice in your accounting system. Select the correct supplier GSTIN and the financial year’s invoice series.
- Assign the next unique serial number. Check that the number has not already been used in another series for that financial year.
- Enter the issue date. Confirm that it falls within the statutory period for the goods or services.
- Enter recipient details. Add the legal name, address, GSTIN or UIN, and the required unregistered-recipient and delivery details where applicable.
- Add each line item. Enter the description, HSN or Accounting Code, quantity and unit for goods, unit price or service value, and discounts or abatements.
- Enter the taxable value. Make sure the line totals and invoice total reconcile after discounts.
- Select the tax treatment. Choose IGST only after the place-of-supply analysis establishes an interstate taxable supply. Do not let a customer’s postal code automatically decide the tax.
- Enter the notified rate and amount. Show the rate and calculated amount for each applicable line or rate group.
- State the place of supply. Write the legally determined place of supply and the State name exactly as required for interstate trade.
- Add delivery and compliance indicators. Include a different delivery address, reverse-charge indicator and other applicable particulars.
- Authenticate and issue. Add the permitted signature or digital signature, deliver the invoice to the recipient and retain the issued copy with supporting records.
- Run a final review. Recheck supplier and recipient GSTINs, place of supply, HSN/SAC, tax type, rate, amount, date and serial number before posting the transaction.
Goods and services: differences to check
| Check | Goods | Services |
|---|---|---|
| Place of supply | Usually follows where movement terminates when the supply involves movement; special rules cover other arrangements. | Generally follows the registered recipient’s location, or the applicable rule for an unregistered recipient, subject to service-specific exceptions. |
| Invoice content | Include HSN, description, quantity and unit or UQC, value and tax details. | Include the Accounting Code, service description, value and tax details. |
| General timing | Before or at removal when movement is involved, or before or at delivery or making available otherwise. | Generally within 30 days from supply; 45 days applies to specified financial suppliers, with other special provisions. |
| Frequent mistake | Using the billing address instead of analysing delivery, movement or a bill-to/ship-to arrangement. | Applying the general recipient-location rule to a service that has a specific statutory exception. |
Common errors and how to correct them
Using CGST and SGST for an interstate supply
This usually happens when software defaults to the supplier’s State or when the operator treats the billing address as decisive. Reperform the place-of-supply analysis, correct the tax components and preserve the reason for the adjustment. Do not change the tax merely to match a customer’s request.

Leaving out the State name
“Interstate” in a note or narration is not a substitute for stating the place of supply with the State name. Add the required wording to the invoice and make the field visible in exported PDFs and electronic copies.
Best Value
Copying a rate from an old invoice
Rates, exemptions and classification requirements can change. Reconfirm the current notification and the actual HSN or Accounting Code whenever the product, service, customer status or transaction structure changes.
Confusing delivery address with place of supply
They can be the same, but they are not automatically identical. Show both where the rules or facts require it, particularly when a third party directs delivery or the ship-to address differs.
Missing the statutory deadline
Monitor removal, delivery, service completion and other tax-point events rather than waiting for month-end bookkeeping. If an invoice was issued late or with a material error, obtain professional advice on the permitted correction and reporting treatment.
Assuming every business must use e-invoicing
E-invoice applicability, exemptions and transaction-specific requirements depend on the supplier, turnover, document type and current notifications. This general procedure does not decide whether your business must generate an invoice through an e-invoice system. Verify the current requirements separately before issuing live invoices.
Record-keeping and review checklist
- The supplier’s legal name, address and GSTIN match the registration used for the supply.
- The recipient’s name, address and GSTIN or UIN are accurate, or the required unregistered-recipient details are present.
- The invoice number is consecutive within an approved series and unique for the financial year.
- The invoice date satisfies the goods or services timing rule.
- The HSN or Accounting Code and description match the actual supply.
- Goods show quantity and unit or UQC where applicable.
- Taxable value reflects permitted discounts or abatements.
- IGST, rather than CGST plus SGST/UTGST, is selected only after confirming interstate status.
- The rate and amount come from the current classification and notification.
- The place of supply and State name are printed clearly.
- Delivery address, reverse-charge status and signature or digital signature are included where applicable.
- Supporting orders, transport or delivery evidence and service records are retained with the invoice.
What to verify before issuing a live invoice
The invoice rules and place-of-supply provisions are fact-sensitive. Confirm the current version of the CGST invoice rules, the IGST Act provision applicable to the transaction, current rate and exemption notifications, and any e-invoice or document requirements that apply to the supplier. If the transaction involves multiple States, a third-party direction, installation, a conveyance, an unregistered recipient or a specialised service, have the analysis reviewed before posting tax.
