How to Create a Greenhouse Emergency Contact and Escalation Plan

Create a greenhouse emergency plan that gives staff a clear reporting path, named decision-makers, hazard-specific actions and a reliable way to account for workers.

A useful greenhouse emergency plan does more than list phone numbers: it tells staff how to raise the alarm, who takes charge, which response fits the hazard, and how to confirm everyone is safe. Build it around your site’s hazards and layout, assign named primary and backup roles, and train staff to use and maintain it. OSHA’s guidance is a U.S. workplace planning baseline; which legal requirements apply depends on the operation and circumstances, so verify local rules with the relevant authorities.

1. Start with the site, hazards and map

Walk the property and record what responders and staff need to know. OSHA recommends tailoring emergency procedures to the workplace’s specific layout, structural features and emergency systems, while considering hazards both inside and outside the workplace. A plan that works in one greenhouse may not fit another.

  • Site address, responder entrance and gate instructions, and operating hours or shifts.
  • Exits, evacuation routes, assembly points and safe refuge locations.
  • Alarm locations, primary communications and an alternate method if the site or usual system is unavailable.
  • Utility shutoffs, emergency equipment, first-aid supplies and spill equipment.
  • Chemical storage locations and accessible safety information.
  • How staff on each shift will be counted, and who can provide the current roster or headcount.

Assess which events could endanger people or interrupt safe operations. Potential prompts include fire, power or water loss, heating or cooling failure, severe weather, flooding, storm damage, chemical release, disease-related restrictions, loss of site access, communications failure, or the absence of a critical operator. These are prompts for your own site assessment, not a definitive regulated hazard list.

Mark the information on a map that staff and responders can find quickly. Do not assume one assembly point is appropriate for every event: a location suitable for a fire evacuation may be unsafe during a chemical spill or severe weather. OSHA advises choosing evacuation or refuge responses to fit the specific threat.

2. Build a contact register people can use

Keep one controlled, current register rather than relying on staff members’ personal phones or memory. For each contact, record:

  • Name and role.
  • Primary and backup telephone number.
  • Preferred contact method and hours when the contact is available.
  • What situations require contacting them and, if relevant, who should call first.
  • Date the details were last verified.

Include internal roles such as the emergency coordinator and deputy, owner or manager, and shift leads. Add appropriate external contacts, such as local fire and rescue and emergency medical services, utility providers, the landlord or building contact, and poison or chemical emergency contacts and public agencies where applicable. Verify numbers and procedures for your location rather than assuming a generic directory applies. OSHA’s guidance for covered emergency action plans calls for contact names, titles, departments and telephone numbers.

Make the current plan and contact register accessible at a known staff location, with a backup stored somewhere available if the greenhouse is inaccessible. Name who updates the register and how workers will be told when a contact or procedure changes. OSHA recommends posting emergency numbers, making facility contacts readily accessible, and identifying an alternate communications facility if the primary site is inaccessible.

3. Assign authority and define the escalation chain

Use names and roles, not vague instructions such as “tell a manager.” Staff should know who can activate the plan, who contacts emergency services, who directs evacuation or shelter, who accounts for workers, and who can authorize specific shutdown tasks. Identify a deputy who can take over if the coordinator is absent.

  1. Discoverer: Raise the alarm using the site’s stated method and report the location, observed hazard and immediate danger. Do not investigate or enter an unsafe area to confirm a report.
  2. Shift lead or designated first contact: Follow the relevant scenario procedure and call emergency services when the procedure or circumstances require it. Pass clear location and access information.
  3. Emergency coordinator: Direct internal actions, decide whether to activate procedures, coordinate evacuation or shelter, ensure outside services are notified as needed, and meet responders while keeping access clear.
  4. Deputy: Assume the coordinator’s duties if the primary coordinator is unavailable.
  5. Accountability lead: Use the shift roster or other established method at the designated location, then report anyone missing to the coordinator or responders.
  6. Named shutdown personnel: Carry out only the specific shutdown tasks they have been trained and authorized to perform, and only when it is safe to do so.

OSHA emphasizes that workers need to know who the emergency coordinator is and understand that the coordinator has decision-making authority during emergencies. The coordinator should not be confused with the senior public emergency official who may take command of an incident. For emergency response operations covered by OSHA’s HAZWOPER standard, required plan elements include personnel roles, lines of authority and communication; the senior responding emergency official takes charge of a site-specific Incident Command System. That standard applies only to covered operations.

4. Write a separate response card for each credible hazard

For every hazard identified in the site assessment, create a short, usable card or procedure. Specify the alarm and reporting method, notification order, who decides between evacuation and shelter or refuge, the correct location, how staff are counted, responder access instructions, any safe shutdown task and its authorized role, and who gives the all-clear and authorizes re-entry.

Scenario Decisions the plan must make
Fire How staff raise the alarm; evacuation route and assembly point; who calls emergency services; headcount method; whether any shutdown step is both authorized and safe.
Chemical incident How to report the material and location without approaching it; whether evacuation or refuge is safer; responder access and available chemical safety information; who accounts for staff.
Severe weather Which designated refuge is appropriate; how staff are alerted and counted; when the coordinator may authorize leaving refuge.
Flooding or storm damage Which routes and access points remain safe; whether staff should evacuate or shelter; how to report blocked access or hazards to responders.
Utility failure or loss of heating/cooling Who assesses the threat to people; what, if anything, trained staff may safely shut down; when operations must stop and whom to notify.
Loss of communications, site access or a critical operator How staff contact one another or outside help by an alternate method; who assumes missing duties; how responders can reach the site.

The table is a planning prompt, not a universal instruction to evacuate, shelter or shut equipment down in every case. Set actions and decision authority for your layout, hazards, staffing and local responder advice. Never send untrained staff into a hazard area to operate a shutoff or retrieve equipment.

5. Train, rehearse and update the plan

Train every worker to recognize relevant hazards, raise the alarm, report accurately, follow evacuation or shelter instructions, reach the right location and understand their role and limits. Train coordinators and designated shutdown personnel for their assigned duties. OSHA’s worker-training topics include roles, threats, notification, alarms, evacuation, shelter, accountability, equipment and authorized shutdown.

Rehearse appropriate scenarios. After a drill, bring workers and management together to identify what worked and what needs improvement, then revise the plan. Review contact details and procedures when staffing, shifts, chemicals, equipment, layout, access, alarms or local responder arrangements change. OSHA advises conducting drills as needed and evaluating the plan after them; for HAZWOPER-covered emergency response operations, plans must be rehearsed regularly and be compatible with relevant public-agency response plans.

6. Keep the plan usable during an actual emergency

  • Post emergency numbers and a concise plan summary where staff can access them quickly; a document holder or contact board can help, but does not replace the full plan, training or drills.
  • Keep a site map and contact register available to the coordinator and backup, including through an alternate communications method if the primary site is unavailable.
  • Make the authority chain and scenario procedures simple enough to follow under stress, with current names, locations and phone numbers.
  • Confirm how responders enter the property and who will meet them, without placing staff in an unsafe position.

OSHA’s emergency action plan guidance is a practical U.S. baseline, not a determination that a particular rule applies to every greenhouse. Check the requirements for your jurisdiction, employer and operations with the relevant authorities.
