Start by listing every GSTIN held under the business’s PAN, then identify the exact field that changed in each registration. File the matching amendment for each affected GSTIN unless Rule 19 expressly makes that change applicable to all same-PAN registrations. Non-core details are generally amended upon successful filing; specified core details, including business-name and place-of-business changes, require proper-officer review.
First identify which GST registrations and fields are affected
A business operating in several States or Union Territories may have several GSTINs under one PAN. A correction in one registration should not be treated as a universal update. Rule 19 expressly extends certain legal-name and day-to-day management changes across registrations under the same PAN; it does not establish automatic propagation for every other field. Check each GSTIN and file where required.

Before opening the portal, make an inventory of the GSTINs and record each registration’s current legal name, trade name and place-of-business addresses. Note the precise field that changed and the date of the change. This helps distinguish a simple detail amendment from a structural change that may require a fresh registration.

Classify the change: core or non-core
| Change type | Examples and route | Approval and same-PAN effect |
|---|---|---|
| Core field | Legal name where the name recorded on PAN has not changed; principal or additional place of business; specified additions, deletions or retirements among persons responsible for day-to-day affairs. Apply through the core amendment process for the affected GSTIN. | The proper officer reviews the amendment. Rule 19 expressly makes legal-name and specified day-to-day management changes applicable to all registrations under the same PAN; do not assume the same for other core changes. |
| Non-core field | Other registration particulars outside the listed core fields, such as authorized-signatory details and certain contact or partner particulars described in GSTN’s portal guide. Use Amendment of Registration Non-Core Fields. | Generally amended upon submission, subject to portal validations and any required online verification. Rule 19 does not make all non-core changes automatically PAN-wide. |
| Change that alters PAN | A change in business constitution resulting in a different PAN is not an ordinary amendment; apply for fresh registration in FORM GST REG-01. | A new registration application is required under Rule 19. |
GSTN’s non-core guide specifically says a business address cannot be amended through the non-core application. Address changes are core changes, so use the applicable core workflow rather than trying to edit the address in the non-core service.

How to file the amendment for each affected GSTIN
- For a non-core field: Sign in to the GST Portal and go to Services > Registration > Amendment of Registration Non-Core Fields. Select the relevant editable section, enter the correction, verify the details and submit. GSTN says a successful non-core filing is auto-approved; mobile number and email changes for an authorized signatory require online verification. The portal’s current validations and prompts apply.
- For a core field: Use the core amendment workflow for the affected GSTIN and submit the electronic amendment application in FORM GST REG-14 with documents relating to the change. Follow the portal prompts for the field and registration. A proper officer reviews specified core amendments and, if approved, issues an order in FORM GST REG-15.
- For a change resulting in a new PAN: Do not file it as a routine amendment. Submit a fresh registration application in FORM GST REG-01.
- Keep a separate filing record for each GSTIN: Retain the ARN and submission confirmation, and note which field was changed in that registration.
The statutory application period is 15 days from the date of the change, under CGST Rule 19. For specified core changes, the rule provides the proper officer 15 working days after receipt to approve, subject to its notice and response process. The 15-day filing period and the officer’s review period are different time limits.
Verify the updated particulars and certificate
After submission or approval, revisit the registration particulars for every affected GSTIN. Confirm that the corrected field appears in the record and inspect the amended registration certificate. The GST Portal explains that amended certificates can be viewed or downloaded through its registration services. If an expected change is missing, check the filing status, any verification or officer notice, and whether that field required a separate filing for another GSTIN.

When a routine amendment may not be enough
A change in business constitution that changes PAN requires a fresh REG-01 application. A relocation, closure or restructure can also raise questions about cancellation or new registration rather than a simple address amendment. The cited rules and portal help do not establish a complete document checklist for every State-specific situation or every relocation scenario. For those cases, confirm the current portal instructions and rules for the affected GSTINs and seek case-specific tax advice before treating a routine amendment as sufficient.
