If the invoice was already reported, the return record may need amendment too. First verify the correct rate for the supply; a correction document does not establish that rate.
1. Verify the correct GST rate before correcting the invoice
Confirm the supply’s classification and transaction facts, the applicable rate notification, and whether the supply is intra-state or inter-state. Then calculate the tax payable and compare it with the tax shown on the invoice. Do not assume the rate on the original invoice was right just because it was used previously. The correction rules below address the difference; they do not determine the rate for a particular supply.

2. Choose a credit note or debit note based on the error
| Invoice error | Correction document | Legal treatment |
|---|---|---|
| Tax charged exceeds tax payable | Credit note | Under CGST Act section 34(1), the registered supplier may issue a credit note, subject to the applicable reporting and tax-adjustment conditions. |
| Tax charged is below tax payable | Debit note | Section 34(3) requires the registered supplier to issue a debit note to the recipient. The Act includes a supplementary invoice within the meaning of debit note. |
The Act says the supplier “may issue to the recipient a credit note” for the circumstances covered by section 34(1), but says the supplier “shall issue to the recipient a debit note” for an undercharge under section 34(3). These are the Act’s terms; use the document required for the direction of the error, rather than choosing a credit note as a general-purpose correction. CGST Act, section 34 (CBIC).

4. If the invoice was reported, correct the return record as well
Issuing a note and fixing an erroneous invoice record in a return are distinct tasks. GSTN’s Additional FAQ on the Invoice Management System (IMS), dated 17 October 2024, advises amending an incorrect invoice in GSTR-1 rather than using an unlinked credit note. An unlinked note does not let the portal infer whether the recipient accepted or rejected the original invoice. Check the current portal instructions and workflow for the relevant return period before filing. GSTN Additional FAQ on IMS.
GST portal guidance covers invoice and note amendments in GSTR-1. Its Invoice Furnishing Facility (IFF) manual also notes that changing an invoice’s rate or tax amount can create a differential tax liability. Use the applicable return or amendment workflow for the period and reconcile the changed figures with the liability reported. GSTR-1 manual · IFF manual.

Credit notes for excess tax
Under section 34(2), credit-note details must be reported no later than September following the end of the financial year of the supply, or the date the relevant annual return is filed, whichever is earlier. The supplier cannot reduce output tax where the incidence of tax and interest has been passed on to another person. Confirm the applicable deadline and adjustment rules for the transaction and filing period before claiming a reduction.
Debit notes for undercharged tax
Section 34(4) requires debit-note details to be included in the return for the month in which the debit note is issued. Check the current filing requirements for that period. CGST Act, section 34 (CBIC).
Correction checklist
- Re-establish the supply classification, applicable current rate and place-of-supply treatment.
- Calculate the correct tax and determine whether the invoice overstates or understates it.
- Issue a credit note for excess tax, or a debit note for an undercharge, with the prescribed particulars and original-invoice reference.
- If the invoice was already reported, review whether its GSTR-1 record must also be amended; follow current portal instructions for the period.
- Check the reporting deadline and whether the tax-adjustment conditions permit the intended reduction or require additional tax reporting.
- Reconcile the correction with the recipient’s records and retain the invoice, note and return trail.
When to get case-specific help
Ask a GST practitioner to review the correction if the rate classification is uncertain, the relevant return has already been filed, the credit-note adjustment deadline or passed-on-tax restriction may apply, or the portal’s treatment of the original invoice and recipient record is unclear. The outcome depends on the supply facts, the applicable notification and the return period.
