How to Convert Variable Frame Rate Video to Constant Frame Rate for YouTube

Use HandBrake’s Constant Framerate setting to create a CFR copy, usually at Same as Source. Learn when to choose a numeric rate and why YouTube Live settings are separate.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To make a variable-frame-rate (VFR) video constant-frame-rate (CFR) in HandBrake, open the source, go to Video, choose Constant Framerate, and leave the rate at Same as Source unless your editing or playback workflow requires a particular rate. Encode to a new file, then check motion and audio sync. CFR can help with a workflow that needs fixed timing, but the reviewed YouTube guidance does not establish that every video must be converted to CFR before streaming or uploading.

What constant frame rate means

A VFR file can vary the timing between frames. A CFR output has one frame rate throughout. HandBrake describes its CFR mode this way: “Constant Frame Rate (CFR) makes your new video exactly one frame rate throughout.” HandBrake’s frame-rate documentation explains the distinction between its rate modes.

This is a timing property, not a bitrate setting. Frame rate describes how frames are timed; bitrate describes how much data is used to encode the video. Codec, resolution, keyframe interval, and streaming protocol are separate settings too.

Does YouTube require constant frame rate?

Not as a universal pre-conversion rule established by the official guidance covered here. YouTube Live can detect resolution and frame rate automatically in Live Control Room. Its API also accepts a variable frame-rate setting when resolution is set to variable. Those live-ingest options do not prove that every uploaded file or every live workflow will handle every VFR source identically; check the needs of your encoder and editing workflow.

First identify the problem. If a video imports poorly into an editor or has uneven playback, converting a copy to CFR may be useful. If the real issue is the live encoder’s bitrate, codec, resolution, keyframes, or connection, changing the source file to CFR alone will not fix that separate setting.

Convert VFR to CFR in HandBrake

  1. Keep the original. Make a copy or choose a new output filename so you can return to the untouched source if the conversion changes motion or sync.
  2. Open the source in HandBrake. Load the video and select the output container and other settings your destination needs.
  3. Open the Video settings. Under the frame-rate controls, select Constant Framerate.
  4. Choose a frame rate. For a like-for-like conversion, use Same as Source. With CFR selected, HandBrake detects the source rate and makes variable portions constant at that rate. Choose a numeric rate only when a destination workflow specifically requires it: HandBrake says a selected rate conforms the entire video and is not recommended except in special circumstances, such as NLE import or very old devices.
  5. Encode to a new file. Do not overwrite the only copy of the source.
  6. Review the result. Watch sections with motion and listen through the audio, including near the end. Look for uneven cadence, frames that appear dropped or duplicated, and audio drifting out of sync. Confirm the output rate is what your intended workflow needs.

There is no universally best numeric target for all footage. Preserve the source cadence with Same as Source unless the destination specifies another rate. Conforming the whole video to a different selected rate can change temporal sampling, so compare motion against the original rather than choosing a number simply because it sounds more compatible.

HandBrake CLI: explicitly request CFR

HandBrake’s command-line interface exposes --cfr to select constant frame rate and -r to set a target rate. If you omit an explicit rate, CFR uses the source’s average rate. The CLI defaults differ depending on whether a rate is supplied: PFR when -r is supplied and VFR otherwise. Check the options for your installed release rather than relying on defaults. HandBrake CLI reference

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, the relevant option pattern is --cfr for CFR at the source average rate, or --cfr -r RATE when a specific rate is required. Add your input, output, and other encoding options according to the CLI reference; a target rate should not be added without a workflow reason.

VFR, CFR, and PFR are not interchangeable

  • VFR, Same as Source: preserves the source’s variable timing rather than forcing one output rate.
  • CFR, Same as Source: outputs one detected source rate throughout, making variable portions constant.
  • CFR at a selected rate: conforms the whole video to the selected rate.
  • PFR: treats the chosen rate as an upper limit while allowing lower-rate portions to remain lower.

These are frame-rate behaviors, not quality presets. Selecting a higher bitrate does not make a VFR file CFR, and selecting CFR does not by itself set an appropriate bitrate for YouTube Live.

If you are sending a live stream to YouTube

Converting a local recording and configuring a live encoder are different jobs. YouTube’s live-stream recommendations cover the incoming stream, including codec, resolution, frame rate, bitrate, keyframes, and transport. Use the current YouTube encoder settings and bitrate table for your chosen codec, resolution, and frame rate; its figures are live-ingest recommendations, not upload-file encoding targets.

Separate ingest settings

  • Codec and transport: YouTube lists H.264, H.265, and AV1, with RTMP or RTMPS as transport options.
  • Frame rate: YouTube’s guidance supports up to 60 fps. Match the stream configuration to the content and encoder rather than assuming a file conversion will configure the live feed.
  • Bitrate: As examples from YouTube’s H.264 live table, the recommended bitrates are 14 Mbps for 1080p30 and 17 Mbps for 1080p60; the respective minimums are 5 Mbps and 6 Mbps. Check YouTube’s current table for other formats and settings.
  • Keyframes and rate control: YouTube recommends a two-second keyframe interval, not over four seconds, and constant bitrate (CBR). CBR means constant bitrate; it is not CFR.
  • Resolution and frame-rate detection: Live Control Room defaults to automatic detection. The YouTube LiveStreams API documentation describes API-level settings and stream health; API options should not be mistaken for a blanket file-upload rule.

Test and monitor the live feed

  1. Set the encoder to the codec, resolution, frame rate, bitrate, keyframe interval, and transport supported by your specific setup, using YouTube’s current guidance.
  2. Test with representative movement and audio before an important broadcast, using a private or unlisted test where appropriate.
  3. Check YouTube’s stream-health indicators and messages while the test runs. Correct ingest or connection problems there rather than assuming a CFR transcode will solve them.

For fixed-frame-rate media, timestamps should reflect a regular cadence: FFmpeg’s documentation describes a timebase of 1 divided by the frame rate and identical timestamp increments of 1. That is why CFR involves timing and timestamps, not merely adding a label to a file. FFmpeg documentation

Common problems and fixes

  • The converted video still looks uneven: Confirm CFR was selected and review the sections with fast or irregular motion. A forced rate can alter cadence; try Same as Source CFR rather than imposing an unrelated numeric rate.
  • Audio drifts out of sync: Compare the beginning and end with the original. Re-encode from the untouched source, verify the selected rate, and inspect the output before using it in a stream or edit.
  • The file is CFR but the live stream is unstable: Check the live encoder’s bitrate, codec, keyframe interval, resolution, and stream health separately. CFR conversion does not set those ingest parameters.
  • You are unsure which numeric rate to select: Use Same as Source unless the target editor, device, or encoder workflow names a required rate. The reviewed sources do not establish one rate that is best for all footage.

Or let it run in the cloud

For a 24/7 YouTube channel that plays uploaded videos, StreamNeo can loop a recording or playlist from the cloud: upload the video, add your YouTube stream key once, and go live. Your computer and home connection do not have to stay on. It is not a camera-based live service, and it streams to YouTube.
