After conversion, open the file to check the page order, orientation, crop, and readability. A PDF made from a picture may still contain only a picture—not searchable text.
Choose the right method
- Image file on a phone or computer: Convert the file directly with a PDF app or converter.
- Paper photo or document: Scan it first, then save or export the scan as a PDF.
- Need searchable text: Run OCR after scanning or conversion. A picture embedded in a PDF is not automatically searchable.
If the image is sensitive, prefer a trusted local workflow and check where the app processes and stores files. An online converter requires uploading the source image; local or offline processing is not established for every method below.

Convert an image with Acrobat on Android or iPhone
Adobe’s Acrobat mobile help, updated August 18, 2026, documents image-to-PDF steps for both platforms and says the feature requires an Acrobat subscription: Adobe Acrobat mobile help.
Android
- Open Acrobat and choose Create > Create PDF.
- Navigate to the image and select it.
- Tap Add to create the PDF.
iPhone or iPad
- In Acrobat, choose Add > Create PDF.
- Navigate to and select the image.
- Complete the prompts to create the PDF.
Adobe lists support for image formats including JPEG, JPG, and PNG. Review the resulting PDF rather than assuming every image will fit the page as intended.

Convert JPGs or mixed images online
Adobe’s online JPG-to-PDF page describes uploading an image for conversion and says different image formats can be mixed in a batch and merged into one PDF: Adobe JPG-to-PDF tool. Follow the page’s upload and conversion prompts, then download and inspect the result. Because this method uploads the source file, consider a local app for private or sensitive images.

Use a home scanner
Choose PDF as the output format in the scanner software or device menu. Exact menu names vary by scanner model, so consult its instructions and check the saved file for complete pages and correct orientation.
Export an image from macOS Preview
- Open the image file in Preview.
- Choose File > Export as PDF.
- Name the file and choose where to save it.
- Save, then open the exported PDF and check its appearance.
This is a general file-to-PDF export path documented in the USDA guide; inspect the image after export to make sure the page looks right.

Combine several images into one PDF
Use a workflow that supports multiple files, and confirm its page order before saving or downloading. Adobe says its online tool can merge mixed image formats in a batch. Controls for selecting and reordering multiple images are not established for every platform or app, so inspect the completed PDF page by page.
Make the PDF searchable with OCR
Conversion alone can leave each page as an image. If you need to search, select text, or work with recognized text, use an OCR workflow. Adobe documents a process that can adjust page borders, enhance and straighten the image, and recognize text: Adobe guidance on scanning and OCR. OCR recognition may need review, especially where the source is faint, skewed, or difficult to read.

Check the finished PDF
- Confirm that every intended image appears and that the pages are in the right order.
- Check orientation, cropping, and readability at normal viewing size.
- If you need searchable text, try searching for a word in the PDF; a visible image alone does not establish that OCR was applied.
- Check the file size before sharing or submitting it.
Fix common problems
The PDF is not searchable
The image may have been placed in a PDF without OCR. Run text recognition and check that the recognized text can be searched.

A page is sideways, cropped, or hard to read
Reopen the source in the conversion or scanning app, correct the orientation or crop if its controls allow, and make a new PDF. For a physical page, capture it again with the full page visible.

Images are missing or out of order
Check which files were selected and inspect the output page by page. If the tool does not provide clear ordering controls, convert or assemble the images in an app that lets you verify the sequence.
The app asks for a subscription
Adobe says its documented Acrobat mobile image-to-PDF feature requires a subscription. If you do not have one, choose another PDF app or a converter whose terms suit your needs.
