Convert a PDF in Google Drive on a computer

Open Google Drive on your computer and upload the PDF.

Find the uploaded PDF in Drive and right-click it.

Select Open with > Google Docs. Drive opens a new Google Doc containing the converted text.

Google documents this workflow for PDF and photo files. The original PDF remains available in Drive; edit the new Google Doc and check it against the PDF.

What to expect from the conversion
Conversion makes the text editable, but it does not guarantee a page-for-page reproduction. Google says bold and italic styling, font size and type, and line breaks are likely to be retained. Lists, tables, columns, footnotes, and endnotes are unlikely to be detected reliably. Review these elements, along with names, numbers, punctuation, and important wording, before sharing or using the converted document.
If the PDF is a scan
A scanned PDF may contain page images instead of selectable text. Drive uses optical character recognition (OCR) to turn image text into editable text, and the recognition can contain errors. Google supports multipage PDFs and recommends preparing the source as follows:

Use clear, sharp images with even lighting and strong contrast.

Make sure pages are upright and text is at least 10 pixels high.

Use a common font, such as Arial or Times New Roman, where possible.
Drive detects the document language. After conversion, compare the extracted text with the scan, particularly any details where a recognition error would matter.

Google lists a maximum of 50 MB for a text document converted to Google Docs format. That is a limit for the converted text document, not a statement that an input PDF of that size will work with OCR. Google separately recommends a PDF or image input of 2 MB or less for OCR preparation.

Optional upload-conversion setting
On a computer, Drive also has a setting called Convert uploads to Google Docs editor format. Google describes it as a way to convert uploads to Google editor formats. It is not required for the manual PDF steps above: upload the PDF, then use Open with > Google Docs.
When to consider another OCR tool
If Drive’s result is not usable, an OCR-focused PDF application is another route, especially when the scan is difficult or document structure matters. Adobe describes OCR for scanned PDFs and PDF-to-Word conversion; its Acrobat guidance says to review recognized text for accuracy and completeness. ABBYY FineReader PDF documents OCR and structural-element detection when exporting to Word. These vendor descriptions do not establish which tool is more accurate, or that either will preserve a complex layout. If your required destination is Google Docs, you may need an additional step to bring an exported Word file into Docs.
If you only need editable text from an ordinary PDF, start with Drive. If the source is a scan or the document relies on tables, columns, or notes, plan to proofread and repair the output.
