How to Control Which AI Models an Assistant Can Use—and What Data They Receive

Restricting an assistant’s default model is not enough. Administrators must control user eligibility, connected data sources, provider terms, actions, and oversight.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control both model access and data access: decide which users are eligible for each model or provider, then govern every route by which information can reach the assistant, including prompts, files, search, connected apps, and agents. A default model only sets a starting point; it does not grant access to a model that a user is not eligible to use. The exact controls depend on the assistant, account type, plan, region, and current product settings.

Separate the default model from permission to use a model

A default or recommended model influences what users see first. Enforceable access is a separate policy question: can a particular user actually select or invoke that model? Administrators should inventory available models and providers, decide which groups may use each, and verify the effective access of representative users rather than treating the configured default as a restriction.

For ChatGPT Enterprise and Edu, OpenAI documents model access as dependent on workspace eligibility and members’ applicable roles and permissions. An administrator can use the Models test surface to inspect effective access for a member. A default cannot make an otherwise ineligible model available. The documented controls and availability may differ across account types and change over time, so confirm the current workspace settings before applying this guidance.

Map every route by which data can reach the assistant

A user’s typed prompt is only one possible input. Build an inventory of the full data path, including what the assistant can read, whose identity authorizes access, what service receives the information, whether the assistant can take actions, and what records are retained.

  • Files: Include uploaded documents and files retrieved from organizational sources.
  • Search and grounding: Include internal search, web search, and other retrieval layers that supply material to an answer.
  • Connected apps, connectors, and agents: Record each data source, the permissions used to access it, and whether the integration can perform actions as well as retrieve information.
  • External tools and APIs: Identify any additional recipient or processor that handles information as part of a request or action.

In Microsoft Copilot, Microsoft’s administrator documentation says that Microsoft 365 permissions and sensitivity labels affect grounding, and that Copilot can summarize or reference only content the user is authorized to access. Connected agents may also use enterprise data and Microsoft Graph connector sources configured by IT. That source-system access and permission model should be reviewed before retrieval or agents are enabled; the assistant does not replace the need to manage the underlying content’s permissions.

ChatGPT administrators can govern connected app access and actions separately. Review both whether members may use an app and what the app is allowed to do; an integration that can act on a user’s behalf presents a different risk from one that only retrieves information. Product capabilities and labels vary, so inspect the controls available in the actual workspace.

Check who operates each model and under which terms

Model choice can also determine which provider receives data and which contractual framework applies. Microsoft’s documentation distinguishes three categories: models operated by Microsoft; third-party subprocessors handling data under Microsoft’s terms; and independent processors governed by their own terms. Microsoft says administrators can enable or disable model access, and independent third-party processors are not used unless an administrator enables them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These categories do not imply identical protections. Before allowing a model, establish its provider, applicable data terms, and the settings that govern access. Do not assume that another assistant offers Microsoft’s categories or controls, or that every model in a product has the same data-handling arrangements.

Keep training, memory, retention, and audit as separate decisions

For ChatGPT Business, Enterprise, Edu, and Healthcare workspaces, OpenAI says workspace content is not used to train its models by default. That statement is not a substitute for reviewing other data controls: memory and model-training settings are separate, and organizational administrators may be able to access, export, audit, retain, or delete data tied to managed accounts.

For any deployment, decide what prompts, responses, referenced files, and actions need to be retained or audited, and align the settings with organizational policy and legal requirements. In Microsoft environments, documented Purview capabilities include audit, retention, eDiscovery, oversharing assessment, and certain data loss prevention controls. Availability depends on the applicable license; Microsoft distinguishes foundational and optimized controls by license level. Confirm entitlement and configuration rather than assuming a feature is included.

Compare the controls before enabling a product or feature

Control area ChatGPT example Microsoft Copilot example
Model eligibility and user access For Enterprise and Edu, workspace eligibility and member roles or permissions affect access; the Models test surface can help inspect a member’s effective access. Microsoft documents administrator controls to enable or disable model access; review the applicable Copilot configuration and model categories.
Data inputs and connected services Workspace controls can govern connected app access and actions. Grounding is affected by Microsoft 365 permissions and sensitivity labels. Connected agents may use enterprise data and Microsoft Graph connector sources configured by IT.
Provider and terms Not stated in the cited OpenAI documentation summarized here as a comparable three-category provider framework. Documentation distinguishes Microsoft-operated models, third-party subprocessors under Microsoft’s terms, and independent processors under their own terms.
Training and other data controls OpenAI says content from Business, Enterprise, Edu, and Healthcare workspaces is not used for training by default; memory and model-training controls are separate. Managed-account administration may include access, export, audit, retention, or deletion controls. Review the terms and controls applicable to the selected model and Copilot configuration; do not infer them from the provider category alone.
Oversight and compliance App controls address member access, permitted actions, and approval prompts. Purview documentation covers audit, retention, eDiscovery, oversharing assessment, and certain DLP controls; availability depends on license.

Use a least-privilege rollout and verify the result

  1. Identify the deployment. Record the assistant product, account type, plan, supported region, and workspace users will access. Verify current entitlements and settings in the product’s administration documentation.
  2. Set model policy. List available models and provider categories, assign allowed models to user groups, and identify who can approve changes. Treat defaults as user-experience choices, not access restrictions.
  3. Verify effective access. Test with representative identities, including a restricted user. In ChatGPT Enterprise and Edu, use the Models test surface to inspect effective access where available.
  4. Map the data paths. For prompts, uploads, internal search, apps, connectors, agents, external APIs, and web grounding, record the source, recipient, authorizing identity, action scope, relevant terms, and retention implications.
  5. Review source permissions and oversharing. Check access in the systems the assistant will search. Apply sensitivity labels and data loss prevention controls where supported and licensed.
  6. Configure oversight. Decide which interactions and actions need audit or retention, and configure available compliance tools in line with the actual subscription and organizational requirements.
  7. Test safely. Use non-sensitive data and a restricted test identity. Confirm that prohibited models and sources are unavailable and that action permissions, approval prompts, and logging behave as intended.
  8. Recheck after changes. Reassess access and data paths when models, connectors, policies, account types, plans, or product features change.

Questions to ask about connected agents

Microsoft’s Copilot FAQ poses a useful operational question: “What knowledge sources can agents access in Copilot Chat?” For administrators, the answer should be specific to each agent: which sources are configured, what user or service identity grants access, what source permissions apply, and whether the agent can take actions. Apply the same questions to other assistants without assuming their settings or terminology match Microsoft’s.
