Stop a suspect agent by denying its authority outside the model—at its identity, credentials, tool permissions, execution environment, or network boundary. Then preserve the action trail, determine what it touched, and restore only the access needed after correcting and testing the relevant controls. A targeted shutdown can keep unrelated work moving when identities and permissions are separate; if they are shared or the scope is unknown, a broader temporary restriction may be necessary.
What does “rogue AI agent” mean in a response?
It describes an agent taking or attempting actions outside its authorized purpose. The cause may be a compromised system, prompt injection, a mistaken configuration, or permissions that were too broad—not necessarily a model that has independently “turned rogue.” An agent can act through tools, credentials, external inputs, and connected services, so containment must address the paths that let it act.

Do not rely on the agent to recognize the problem, report it, or obey a request to stop. OWASP’s AI Agent Security Cheat Sheet recommends enforcing authorization in the execution component outside the agent’s context. OWASP’s DevSecOps Guideline likewise warns that permission prompts inside the model interaction are not a security boundary against a manipulated agent.

How do I stop an AI agent from taking unauthorized actions?
1. Revoke or suspend the suspect identity’s authority
Use a control that can deny execution independently of the agent. Depending on the system, that may mean revoking or suspending an agent-specific credential, disabling a tool grant, or blocking the execution identity. Prefer the narrowest reliable control—such as one agent or task—rather than disabling a shared service.

If the agent shares credentials or an execution identity with people or other services, a clean narrow cutoff may not be possible. Use a broader temporary restriction if needed while responders separate identities. CISA’s May 1, 2026 announcement summarizing joint government guidance emphasizes strong identity management and limiting broad or unrestricted access. OWASP also recommends identities that can be independently attributed and revoked.
2. Cut off unnecessary tools, resources, and connections
Reduce the suspect agent’s reachable capabilities: remove unneeded tool grants, separate read-only access from write access, and require explicit authorization outside the agent for sensitive operations. Apply restrictions by identity, tool, resource, and operation wherever the platform supports that granularity.
For a potentially compromised execution, isolate its runtime and restrict outbound network destinations where appropriate. Disconnect integrations that are not needed for the response. Check what the isolation actually covers: a sandbox may not contain shell commands, file operations, or MCP-connected tools equally. Do not assume that one sandbox setting blocks every execution or integration path.

3. Stop unsafe delegation paths
If other agents can receive instructions or actions from the suspect agent, pause or constrain that delegation path while you assess it. Validate messages at the receiving service; a valid message signature alone does not authorize the requested action. OWASP’s AI Agent Security Cheat Sheet calls for trust boundaries between agents, validation of inter-agent communications, and circuit breakers to limit cascading failures.
How can I keep legitimate workflows running?
Containment is safest when each agent has a distinct identity, credentials, and permissions before an incident occurs. Those boundaries let responders disable one agent or task while leaving unrelated users and services unaffected. This is an operational benefit of least privilege and strong identity—not a guarantee that every incident can be contained without interruption.
During an incident, map which identities, credentials, tools, and data paths are shared. If they are not shared and the suspect agent’s scope is understood, use the narrowest dependable restriction. If scope is unknown or a shared credential could still enable harmful actions, prioritize containment and temporarily restrict the shared capability until responders can establish a safer boundary.

When assessing a platform or security service, check whether it supports:
- An independently attributable identity and revocable credentials for each agent.
- Permissions scoped by tool, resource, and operation, including distinct read and write access.
- Authorization enforced outside the model context.
- Isolation covering the actual execution, file, and integration surfaces in use.
- Outbound network controls and auditable records of prompts, actions, identities, and permission changes.
- Containment of one agent without disabling unrelated identities.
These are control considerations drawn from OWASP, CISA, and NIST guidance, not a tested ranking of vendors. Verify the exact coverage and implementation in the system you operate.
What evidence should I preserve, and how do I determine the scope?
Before deleting state or rebuilding an environment, preserve the records available for the incident. Keep them in accordance with your organization’s evidence-handling procedures, and avoid copying secrets into incident notes or logs.

Trace which resources the agent accessed or changed, which credentials it used, and whether its outputs triggered other workflows or agents. OWASP recommends retaining structured decision metadata and evidence about tested configurations and observed control behavior. NIST SP 800-61 Rev. 3, published in April 2025, provides broader incident-response guidance within the Cybersecurity Framework 2.0; it is general guidance rather than an agent-specific playbook.
The reviewed guidance does not establish one universal evidence-retention period or an agent-specific regulatory notification rule. Apply your existing incident, privacy, contractual, and regulatory procedures to the facts and jurisdiction; these sources do not determine the legal obligations for a particular event.
What should I validate before restoring access?
Identify whether the incident involved an input, tool, permission, credential, or configuration, then correct the relevant boundary and review affected resources. Test the controls that matter for the system and incident: whether unauthorized actions are denied, sensitive actions receive the required external authorization, isolation covers the relevant surfaces, and monitoring records the expected activity.

Restore only the minimum authority the legitimate task needs, with oversight appropriate to the possible impact. OWASP recommends structured security testing before deployment and after material changes to prompts, tools, memory, retrieval, policies, or providers. CISA’s May 1, 2026 announcement also recommends continuous monitoring and regular assessments. Neither source sets a universal reactivation checklist or waiting period; define those criteria for the system and incident, and validate behavior before reopening access.
How should teams prepare for the next incident?
Design containment into normal operations rather than improvising it during an incident. OWASP’s DevSecOps Guideline describes the principle as “least agency”: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them.
- Give each agent a distinct, revocable identity and use scoped, short-lived credentials where supported.
- Keep authorization outside model instructions and approval text; make the service boundary enforce it.
- Limit tools and data to the task, separate read and write capabilities, and define controls for sensitive operations.
- Document which execution, file, and integration surfaces a sandbox covers, and configure network egress deliberately.
- Record actions and permission changes, monitor continuously, and test denial, approval, isolation, and recovery paths.
- Plan how to contain one identity and how to respond if a credential or execution boundary is shared.
NIST’s NCCoE agent identity and authorization work remains a project: its page describes a planned SP 1800-series practice guide and notes a February 2026 concept paper. Treat that status as ongoing work, not as a completed final standard.
