‘No UPI Day’ in Bhopal: Traders’ Symbolic Protest and What MDR Means

Bhopal traders staged a symbolic “No UPI Day” protest on September 23, 2026, objecting to a proposed merchant discount rate (MDR) on some higher-value UPI payments. Reports described participating shops covering QR devices and some businesses asking customers to pay cash; they do not establish that all merchants in Bhopal stopped accepting UPI.

Why Bhopal traders protested on September 23

The protest was a response to the proposed MDR on certain higher-value person-to-merchant (P2M) UPI transactions. Participating traders objected to the charge and used covered QR devices and requests for cash to make their concerns visible. The event coverage reported a symbolic action, not a citywide shutdown of UPI acceptance.

Abhishek Jain, a readymade garment trader from Chowk Bazaar, told the newspaper covering the event: “There’s nothing more painful for traders than to refuse customers, but we want the govt to understand our problems.”

Which UPI transactions the stated MDR framework covers

The Ministry of Finance’s explanation, published by the Press Information Bureau on September 15, 2026, distinguishes payment type, amount, merchant eligibility and sector. MDR is a payment-ecosystem charge associated with specified merchant transactions; it is not a fee on every UPI transfer.

Transaction or merchant category Stated MDR treatment
Person-to-person (P2P) UPI transfers No MDR under the Ministry’s explanation. Ministry of Finance, published by PIB, September 15, 2026.
P2M payments up to ₹2,000 No MDR under the Ministry’s explanation. Ministry of Finance, published by PIB, September 15, 2026.
Specified P2M payments above ₹2,000 0.4% MDR, subject to the stated merchant and sector exceptions. Ministry of Finance, published by PIB, September 15, 2026.
Qualifying small-merchant payments Zero MDR, according to the Ministry’s explanation. Ministry of Finance, published by PIB, September 15, 2026.
Specified essential-sector payments above ₹2,000 Flat ₹5 MDR per qualifying transaction. Ministry of Finance, published by PIB, September 15, 2026.
Transactions of ₹75,000 or more subject to the 0.4% MDR The MDR is capped at ₹300 per transaction. Ministry of Finance, published by PIB, September 15, 2026.

The Ministry lists essential sectors that include fuel. Its stated ₹5 rate and the ₹300 cap are specific qualifications; they should not be generalized into a single 0.4% charge on every UPI payment above ₹2,000.

Who pays MDR, and does it affect customers?

The Ministry says customers will not pay MDR directly. It describes MDR as distributed among participants in the payment ecosystem and states: “It is clarified that MDR is neither a tax nor a charge collected by the Government or NPCI.” That is the Ministry’s characterization of the charge, not a claim that payment providers incur no costs or that merchants cannot consider those costs in their business decisions.

How broad is the expected impact?

The Ministry says approximately 96% of merchant transactions will remain unaffected. That is the government’s stated estimate, not an independently verified figure in the reporting about the Bhopal protest. Event coverage does not establish how many rice-and-pulse traders took part, what share of shops complied, or what portion of Bhopal’s local payment volume was affected.

What the protest does—and does not—tell customers

The protest indicates that some traders wanted to draw attention to the MDR proposal; it does not show that UPI was unavailable across Bhopal or that every shop rejected digital payments. Customers should check with an individual business about its accepted payment methods. For legal or merchant-compliance decisions, the Ministry’s summary should not be treated as a substitute for the operative NPCI circular and its implementation details.
