The allow list takes effect only when EWS is enabled, and any separate user-agent policy must also permit the connection.
What EwsAllowedAppIDs controls
EwsAllowedAppIDs is an Exchange Online organization setting that filters EWS access by application ID. When EwsEnabled is $true, only applications on the list are allowed through this app-ID check. When EwsEnabled is $false, EWS access is blocked regardless of the list. When it is $null (not configured), the app-ID setting has no effect. Microsoft documents these behaviors and the related access controls.

This setting is an access filter; it does not create an app registration, grant mailbox permissions, or enable EWS on its own. The application ID is the GUID for the app registration, not a mailbox ID or a client secret.

Configure the allowed application IDs
Use an authenticated Exchange Online PowerShell session and replace the example values with the intended application’s actual application ID. The following enables EWS at organization scope and then sets the allow list:

Set-OrganizationConfig -EwsAllowedAppIDs "<app-guid-1>,<app-guid-2>"The angle-bracketed values are placeholders, not valid IDs. Use one GUID for a single app, or separate multiple application ID GUIDs with commas. Microsoft states that wildcard values are not supported. See the Set-OrganizationConfig parameter reference.
- Confirm the target app’s application ID in its app registration and verify that the requested change is appropriate for the organization.
- Connect to Exchange Online PowerShell using your organization’s approved administrative process.
- If the workload is meant to use EWS, set
EwsEnabledto$trueat organization scope. - Set
EwsAllowedAppIDsto the comma-separated GUID list that should pass the application-ID check. - Review any configured EWS user-agent policy before testing the application’s connection.
Check for a user-agent policy conflict
The application-ID allow list and EWS user-agent allow/block controls are separate checks. Microsoft says both are evaluated for each connection and both must pass. Consequently, adding an app ID does not override a user-agent allow-list rule that rejects the request.

For example, Microsoft describes Teams Calendar using app ID cc15fd57-2c6c-4117-a88c-83b1d56b4bbe. In a tenant enforcing a user-agent allow list, the documented example retains Teams CalendarSkypeSpaces/1.0a$* so that client is not blocked by the other policy. This is Microsoft’s example, not a value to add indiscriminately to other tenants.

User-agent-based blocking can also affect REST and Graph API connections, according to Microsoft’s examples. Review the existing policy’s scope and likely client impact before changing it.

Verify and troubleshoot the change
Microsoft identifies Get-OrganizationConfig as the organization-level getter. The cited documentation does not establish a parameter-specific command that reliably displays EwsAllowedAppIDs, so do not assume that a particular output switch is supported; confirm the current Exchange Online PowerShell reference or inspect the command’s output in your session.
- The app is still denied: Check that the GUID is the app registration’s application ID and that the app-ID list is correctly comma-separated. Then check whether an enforced user-agent allow list also permits the request.
- No app IDs appear to be restricted: Confirm that
EwsEnabledis$true. If it is$false, EWS is blocked; if it is$null, the app-ID setting has no effect. - You need to remove the app-ID restriction: Microsoft documents setting
-EwsAllowedAppIDs $nullto clear the allowed IDs and stop restricting access by app ID. This does not itself change the separate EWS enabled state or user-agent policy.
Account for the October 2026 EWS change
Microsoft Learn’s access-control article, last updated September 30, 2026, warns that EWSEnabled behavior will change in October 2026 due to EWS deprecation. This timing is relevant to the procedure above: confirm Microsoft’s current lifecycle guidance before applying or relying on this configuration after that transition.
