Configure a WAF in stages: identify the real client, learn what normal traffic looks like, classify automation, rate-limit high-risk actions, challenge uncertain clients, and block only traffic you can establish is malicious. This approach reduces scraping, credential stuffing, fake-account creation, inventory abuse and Layer 7 floods without accidentally shutting out search crawlers or real users behind shared networks.
What a WAF can—and cannot—do against bots
A web application firewall (WAF) evaluates HTTP requests before they reach your web server or API. It can inspect the source identity presented by your proxy chain, HTTP method, path, headers, cookies, authentication state and response behavior. Bot controls add reputation, fingerprinting, browser tests and behavioral analysis.

A WAF does not make every automated request bad. Search engines, uptime monitors, mobile applications, payment partners, internal jobs and accessibility tools may all be automated and legitimate. The practical goal is to distinguish useful automation from abusive automation, then apply the least disruptive action that protects the endpoint.
Recommended Free Tools
Use the WAF as one layer. Authentication controls, password hashing, account lockout design, application-level quotas, secure APIs, caching and origin network restrictions still matter. A WAF can reduce attack volume and protect expensive operations, but it cannot repair a vulnerable application or identify a stolen, valid session by itself.

Design the deployment before creating rules
Put every relevant hostname behind the same control point
Inventory production web hostnames, API hostnames, upload services, administrative panels and alternate domains. Place the WAF in front of each one that can receive public traffic. Leaving an API or legacy hostname exposed gives an attacker a route around rules applied to the main site. Confirm that DNS, load balancers and health checks follow the intended path in every region.
Preserve the originating client identity
Rate limits and reputation decisions are only as accurate as the client identity the WAF sees. If a CDN or reverse proxy sits in front of the WAF, verify which header or integration supplies the originating address and that the value cannot be spoofed by direct clients. AWS documents automatic originating-IP recognition for CloudFront, Cloudflare and Fastly in Bot Control; other proxy arrangements require explicit forwarded-IP configuration. Test a request through the full chain and compare the address in WAF logs with the address recorded by your trusted edge.
Protect the origin as well as the edge
Restrict direct origin access to the WAF, load balancer or other approved edge networks where your architecture permits it. Otherwise an attacker can bypass inspection by discovering an origin address. Keep a separate emergency path for administrators and monitoring, protected by strong authentication and tightly scoped network access, rather than leaving a public bypass.
Establish a baseline in detection mode
Start with logging, counting or detection
Enable the managed WAF rules and bot detection without immediately blocking. Microsoft recommends deploying managed rule sets in Detection mode, reviewing WAF logs, making narrow exclusions or overrides, and only then moving to Prevention mode. The same staged process is useful on any WAF: observe first, tune second, enforce third.
Allow the system to learn normal behavior
Targeted bot inspection relies on a picture of ordinary traffic. AWS advises enabling Bot Control during normal traffic so its baselines can form; its documentation says meaningful machine-learning baselines may take up to 24 hours. Avoid judging the first few minutes of data as a complete picture. Include weekday and weekend traffic, marketing events, release periods and known partner jobs before selecting thresholds.
Record an endpoint-level baseline
For each important route, record requests per minute, distinct clients, normal methods, authentication state, response status, latency and origin load. A search endpoint may legitimately receive many requests, while password reset or checkout should have much lower rates. Separate browser, mobile-app and partner API traffic where their usage patterns differ. These measurements become the reference for rate limits and for deciding whether a challenge is harming legitimate conversion.

Classify automation before deciding what to do
Build an allowlist of verified automation
Document search crawlers, uptime monitors, internal health checks, partner integrations and other jobs you own. Verify them using signals stronger than a user-agent string: provider verification, stable network ranges where appropriate, authentication, signed requests or a mutually authenticated channel. AWS states that verified bots are allowed by default in Bot Control, while still allowing you to rate-limit a verified crawler that becomes too aggressive.
Separate unknown from malicious
Unknown automation is not automatically hostile. A client may be a new app version, a privacy-focused browser, a corporate proxy or a legitimate integration that has not been registered. Put uncertain traffic into a challenge or observation path. Reserve immediate blocking for confirmed signatures, impossible protocol behavior, repeated failed challenges or clearly abusive patterns.
Do not trust the user-agent alone
User-agent strings are easy to copy and should be treated as one signal. Combine them with request frequency, navigation sequence, cookie support, JavaScript execution, TLS or browser fingerprints supplied by your provider, authentication state, status-code behavior and the reputation of the source. A claimed search crawler that ignores robots guidance, requests thousands of URLs in seconds or fails provider verification should not receive the same treatment as a verified crawler.
Combine signals into a decision
Useful WAF decisions normally combine several dimensions:
- Request context: hostname, path, method, content type and whether the operation changes state.
- Identity: originating IP, network or ASN, authenticated account, session cookie and API key.
- Automation evidence: managed bot label or score, browser challenge result, fingerprint and verified-bot status.
- Behavior: request rate, burstiness, repeated navigation, failed logins, unusual method use and impossible sequences.
- Outcome: repeated 401, 403, 404 or other error responses, elevated latency and origin resource consumption.
Cloudflare supports using bot-management fields in rate-limiting expressions and counting by cookie, which helps when an attack rotates IP addresses. Cookies must be set and protected carefully; do not use a client-controlled value as the sole identity for a sensitive decision.
Rate-limit the operations attackers value most
Start with high-impact endpoints
Apply initial controls to login, password reset, account creation, checkout, search, authenticated APIs and expensive exports. These routes either enable account takeover, consume scarce inventory, create fraudulent accounts or impose disproportionate CPU and database cost. Static pages and cacheable assets usually need different, much higher thresholds.

Choose a counting key that matches the abuse
| Abuse pattern | Useful counting scope | Important caution |
|---|---|---|
| Many requests from one address | Originating IP | Shared offices, mobile carriers and schools can put many real users behind one address. |
| Rotating addresses for one browser or session | Session cookie or authenticated account | Require a server-issued, integrity-protected identifier; account-level limits should not be bypassable by new cookies. |
| Likely automation spread across addresses | Bot score or managed bot label, combined with path and method | A score is probabilistic; use a challenge or secondary signal before denying mixed traffic. |
| Credential stuffing or destructive actions | Endpoint plus method, then account and network signals | Protect the action itself, not only the site’s aggregate request count. |
Set thresholds from measurements, not folklore
Choose a sustained rate and a burst allowance from your endpoint baseline, user experience and backend capacity. A single number cannot safely cover every site. Review the number of distinct users, normal bursts during launches, mobile retry behavior and partner schedules. Use a lower limit for password attempts or account creation than for a read-only search route.
Understand enforcement delay
Cloudflare documents an example of counting five requests in three minutes when a client repeatedly generates 403 or 404 responses. That is an example condition, not a universal recommendation. AWS documents a usual 30–50 second mitigation lag for standard rate-based rules. Design limits with that delay in mind: combine edge controls with application-side quotas for actions that must be stopped immediately, and avoid assuming that the first excess request will always be rejected.
Challenge uncertain clients before blocking them
Use a graduated action ladder
- Allow and monitor verified bots and normal clients.
- Count or log low-confidence automation while you validate the signal.
- Apply a background browser or JavaScript challenge when a normal browser should pass without an interruption.
- Present CAPTCHA or an interactive challenge for high-risk actions when users may still be legitimate.
- Block confirmed malicious signatures, impossible behavior or clients that repeatedly fail challenges.
Match the challenge to the journey
AWS targeted protection can use challenge, CAPTCHA, background browser challenges, fingerprinting and behavior heuristics. Azure describes JavaScript challenge as the default for general web traffic and interactive CAPTCHA for high-value flows such as sign-in, sign-up and checkout. Keep challenges away from machine-to-machine APIs that cannot execute them; authenticate those integrations and give them explicit quotas instead.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWatch for accessibility and conversion effects
Challenges can break screen readers, older browsers, embedded web views, command-line clients and legitimate monitoring. Measure pass rate, abandonment, support reports and successful transactions by route and client type. If a challenge causes unacceptable friction, narrow the condition or move the control to a preceding step rather than disabling protection globally.
Block narrowly and create narrow exceptions
Block requests when evidence is strong: a confirmed malicious signature, protocol violations, an impossible request sequence, repeated failed challenges or a client that persistently triggers a high-confidence automation rule. Scope the rule to the smallest practical combination of hostname, path, method, header, label or score.
When a legitimate request is falsely matched, exclude only the affected variable, selector or endpoint. Microsoft warns that broad exclusions create inspection gaps. Do not disable an entire managed rule set to accommodate one parameter; override the specific rule and document why, who approved it and when it should be revisited.

Keep exceptions temporary where possible. Give partner integrations a dedicated hostname or authenticated route so their exemption does not apply to public traffic. Recheck allowlists when providers change networks, certificates, user agents or API behavior.
Vendor implementation paths
AWS WAF
Add the AWSManagedRulesBotControlRuleSet to the web ACL. Common inspection identifies self-identifying bots. Targeted inspection adds detection for sophisticated bots that do not self-identify and uses rate limiting, CAPTCHA, background browser challenges, fingerprinting and behavior heuristics. Enable it while traffic is normal so baselines can form. Use labels to build custom rate rules, create verified-bot exceptions or pass selected bot information to the origin in headers. Validate the originating IP when CloudFront or another proxy is in the request path, and configure forwarded-IP handling for unsupported proxy arrangements.
Cloudflare
Use the WAF rulesets and Security Settings to distinguish definitely automated, likely automated and verified bots. On plans with Bot Management, use bot scores together with the request path and action-sensitive rate rules rather than applying one score threshold to the entire site. Cookie-based counting helps identify distributed attacks that rotate addresses. A managed challenge can be triggered for clients that repeatedly produce errors such as 403 or 404, but tune the condition to your normal application behavior and account for enforcement lag.
Azure Web Application Firewall
Deploy managed rules in Detection mode, inspect logs, tune narrow exclusions, and then move to Prevention. Add custom rules for IP, ASN, geography, headers, methods and rate limits. Enable Bot Manager where it is available for your service and region. Azure’s Layer 7 guidance separates automated mitigation, JavaScript challenge, CAPTCHA, rate limiting, targeted signatures and origin protection. Treat geography and IP as supporting signals: legitimate users and attackers often share the same networks and regions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Test safely before switching to prevention
- Confirm every hostname and API route is traversing the WAF and that logs contain the real client identity.
- Run normal browser, mobile, partner and monitoring journeys; record which managed rules and bot labels they trigger.
- Replay representative attack patterns in a test environment or controlled window, including rapid login attempts, sequential scraping, invalid paths and rotating addresses.
- Check that verified bots, authenticated APIs and health checks receive their intended treatment.
- Enable rate limits in count or log mode, then compare would-be actions with origin load and business metrics.
- Promote only the narrow rules whose false-positive rate is understood. Keep a documented rollback path and an administrator access route.
Do not validate only with a single IP. Test shared NAT, mobile networks, IPv6, cookie-disabled browsers, older clients and clients that legitimately retry after a timeout.

Review dashboards and logs after every rule change. At minimum, track:
Best Value
- Allowed, challenged and blocked requests by hostname, path, method and action.
- Challenge completion rate and failures by browser, device and geography.
- Origin request volume, CPU, database load, latency and cache-hit changes.
- Spikes in 401, 403, 404 and other status codes that may indicate scanning or an overbroad rule.
- Login success, sign-up completion, checkout conversion and support complaints.
- Impact on verified crawlers, uptime monitors, partner jobs and internal health checks.
Dynamic baselines and mitigation are not instantaneous. AWS notes that targeted Bot Control needs time to learn, and its standard rate-based controls commonly take 30–50 seconds to mitigate. Cloudflare likewise documents mitigation lag and recommends combining rate limiting with Bot Management. Revisit thresholds after launches, seasonal changes, application releases and provider updates.
Common configuration mistakes and fixes
Blocking by IP alone
Symptom: real users in an office or mobile carrier are denied. Fix: lower the IP rule’s scope, add session or account signals, and challenge instead of block when confidence is mixed.
Allowing a claimed crawler
Symptom: a scraper copies a search-engine user agent and bypasses the allowlist. Fix: require provider verification or authenticated access and combine identity with behavior.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using one threshold for every route
Symptom: protection is weak on login or causes needless friction on search. Fix: create endpoint-and-method policies based on each route’s baseline and business risk.
Creating a global exclusion for one false positive
Symptom: a tuning change opens an inspection gap across the site. Fix: override the smallest rule variable or selector and record the reason.
Forgetting direct origin access
Symptom: edge metrics look healthy while the origin is attacked directly. Fix: restrict origin access to approved edge networks and monitor for bypass attempts.
Challenging APIs and health checks
Symptom: mobile apps, integrations or monitors fail because they cannot execute a browser challenge. Fix: use authenticated API routes, signed requests, explicit quotas and narrow allowlists for those clients.
