The Emissary is completed in four locations: collect the Emissary’s Seal in the poison area at Valley of Ashes, recover the Emissary’s Letter after Slaughtermill, investigate the hidden camp, then open the blocked route at Fortress. The final interaction awards a Sands of Time consumable.
The Emissary quest route at a glance

Follow the stages in this order. The Seal and Letter are the key discoveries that lead to the camp investigation; the Fortress objective is the final trigger.

1. Collect the Emissary’s Seal
Start from Valley of Ashes
- Fast-travel to the Valley of Ashes > The Other Side Lantern.
- Move into the poison-gas area on the left.
- Continue through the route until you reach a carriage partway through the gas.
- Enter the carriage and take the key item named Emissary’s Seal from the table.
The Seal is inside the carriage, not at the Lantern or at the entrance to the poison route. If the item is not in your inventory, check the table before leaving this area.

2. Find the Emissary’s Letter after Slaughtermill
Use the Old Windmill route
- Travel to Vale of Wrath > Old Windmill.
- Defeat the Slaughtermill boss if you have not already done so.
- From the platform, walk down the tunnel.
- Look on the right-hand side a short distance into the tunnel and pick up the note titled Emissary’s Letter.
The Letter appears immediately after Slaughtermill. It is easy to run past because it is in the tunnel rather than beside the boss arena, so keep to the right wall as you descend from the platform.

3. Investigate the hidden camp
Return to the poison area
- Go back to Valley of Ashes > The Other Side.
- Traverse the poison area again and follow the path down the hill.
- Enter the camp concealed by the poison.
- Pick up the note lying on the ground.
- Interact with the body in the middle of the camp.
Both the ground note and the body interaction matter. Picking up the note alone does not finish this investigation; inspect the body after reading or collecting it.
4. Open the final route at Fortress
Shoot the train-car weak spot
- Travel to Fortress > The Other Side.
- Near the poison, locate the train car blocking the route.
- Shoot the train car’s weak spot to open the way.
- Continue through the newly opened route until you reach the blocked gate.
- Interact with the red cloth beside the gate.
The red-cloth interaction is the completion trigger. Reaching the gate without interacting with the cloth will not finish The Emissary.

What to do if the train-car weak spot is hidden
The weak spot can be difficult to see from ground level because the train car and surrounding cliffs restrict the shooting angle. If your shots cannot connect:

- Move to the area above the cliffs near the route.
- Aim downward at the train-car weak spot.
- Once the shot lands, return to the opened path and continue to the gate.
You do not need a different quest item for this step. The problem is the line of sight, not a missing objective.

Can The Emissary be missed?
The Emissary is not listed among the missable side quests. Current quest guidance indicates that, apart from The Choir, side quests can be started and completed after the story. That means you can return to the locations later if you did not finish The Emissary during your first pass.

Do dialogue choices change the reward?
Some side quests offer different dialogue choices that affect their outcomes. For The Emissary, the available guidance does not identify an alternate reward path; the side-quest reward remains the same.
