Use NAEP to screen states on a common achievement measure, then check state report-card rules and local schools for the places you might actually live. No state score can tell you which school an address feeds or whether that school offers the services your family needs.
Start with measures that can be compared across states
State test results are not a reliable cross-state ranking: each state sets its own content standards, so its assessments measure different things. The National Assessment of Educational Progress (NAEP) is a better first screen because it provides a common measure across jurisdictions. NCES explains the differences between NAEP and state assessments.

NAEP reports results for public-school students in grade 4 and grade 8 mathematics and reading at the state level. It is administered on a recurring cycle, with these state results released every two years. Use the NAEP State Results profiles to examine results by grade and subject, and look at multiple cycles when available rather than treating one year’s difference as decisive.

Read state report cards as descriptions of different systems
A state accountability grade is not a national rating scale. States choose different rating formats, indicators, and weights. Under their accountability systems, measures may include achievement, growth, graduation, absenteeism, English-language progress, readiness, and other factors. A high letter grade in one state therefore does not necessarily mean the same thing as the same grade in another.
When considering a candidate state, open its official report card and accountability explanation. Find out what the rating includes, how the indicators are weighted, and which results apply to the grades you care about. NCES provides an overview of state accountability practices and a compilation of state rating schemes and indicator weights from 2021 ESSA plans. The latter describes those plans, not a live view of current policy; check the state’s own current materials for changes.

Use state indicators for context, not as a quality score
After screening achievement and understanding accountability, add state-level context. The NCES Digest State Dashboard includes indicators such as enrollment, pupil/teacher ratios, teacher salaries, graduation rates, assessment scores, and expenditures. These can help you frame questions about scale, staffing, outcomes, and resources, but none alone establishes school quality or predicts a particular student’s experience.

Record the observation year and definition beside every figure. Dashboard measures may come from different years, so values displayed together are not necessarily contemporaneous. For example, NCES’s table of public high school averaged freshman graduation rates includes selected years through 2023–24 and reports a U.S. rate of 89.0% for that year. That figure is a national result under the table’s stated measure, not a current rate for every state or an interchangeable measure of completion. Consult the graduation-rate table for its definition and state values.
Compare candidate states without inventing a composite ranking
If two or more states remain under consideration, keep unlike indicators separate. A comparison sheet makes the evidence and its limits easier to see:
| Column | What to record |
|---|---|
| Measure | For example, NAEP grade 4 reading, a graduation rate, or a staffing indicator. |
| Source and year | The reporting organization and the year the result describes. |
| Grade, subject, or population | Who or what the measure covers; do not compare different populations as if they matched. |
| Result and trend | The state value and direction over multiple cycles, where comparable data are available. |
| Definition caveat | How the measure is defined, whether it is state-specific, and any relevant timing limitation. |
| District follow-up | The question to verify with the district or school serving a likely address. |
Do not combine achievement, spending, staffing, and accountability grades into a homemade “best state” score. Such a total would hide differences in definitions and in what matters to your household.

Once you have narrowed the states, shift your comparison to plausible metro areas, districts, and home locations. State averages are too broad to establish whether a school is a good fit. Check the district’s boundary and confirm school assignment for the specific address directly with the district; boundaries and assignments can be address-specific.
Then review the assigned schools’ state report cards and direct district information. Compare grade-specific results, relevant student-group outcomes, and recent trends, and check whether the school or district offers programs and services your household needs. Examples include language or disability services, academic pathways, or career programs. A state result can help identify questions, but local information answers whether a particular school is likely to meet those needs.

A practical order for the comparison
- List your requirements. Note student grade bands, language or disability services, desired academic or career pathways, and other school-specific needs.
- Screen with NAEP. Compare candidate states by grade and subject using the state profiles; note the years and look for trends where data permit.
- Add state context. Use the Digest State Dashboard for staffing, enrollment, finance, graduation, and other indicators, recording the year for each.
- Interpret accountability labels. Read each candidate state’s report card and accountability explanation, including rating method and indicator weights.
- Investigate likely locations. Ask the district to confirm which schools serve each plausible address, then examine those schools’ programs, services, report cards, and boundaries.
- Recheck dates and definitions. NCES cautions that accountability information draws on sources with differing methods and collection timing, and many data are self-reported. Verify the current state and district materials before making a decision.
