Ohio’s official offer chart is a changing snapshot, and switching does not guarantee savings.
Start with the right Ohio utility and baseline
Ohio’s PUCO Energy Choice Ohio Apples to Apples chart organizes offers by electric utility. Select the utility that serves your account; residential choices include AES Ohio, Duke Energy Ohio, Ohio Power Company, and FirstEnergy’s Ohio Edison, The Illuminating Company, and Toledo Edison. If you are unsure, check your bill rather than choosing by city or assuming a company name.

Find the Price to Compare on your electric bill. It is the reference price for comparing supply offers in your utility territory. PUCO recommends checking a few recent bills because this baseline can change month to month. The PUCO explanation of electric bills describes where to find it.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCompare a supplier’s price with that baseline, but do not treat a lower number as proof of savings. The baseline can change, and the offer’s fees, duration, and later rate matter. PUCO’s answer to whether switching guarantees savings is: “No, there is not a guarantee.” See its frequently asked questions.

You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
Compare the complete offer, not just its headline rate
The chart is a starting point, not a substitute for the enrollment terms. PUCO says offers appear in random order, suppliers are responsible for their offers, and rates may change at any time. Confirm the exact offer and read its complete contract before agreeing.
| What to compare | What to verify | Why it matters |
|---|---|---|
| Price and baseline | Offer price versus the Price to Compare for your utility | Both the offer and the comparison baseline can change; savings are not guaranteed. |
| Rate structure | Fixed, variable, or introductory rate; when and how the rate can change | An attractive initial price may not continue for the full time you remain enrolled. |
| Fees and incentives | Recurring monthly fees, cancellation charge, and conditions attached to incentives | The advertised rate may not show every contractual cost or condition. |
| Term and renewal | Contract end date, automatic-renewal rules, and how the next rate is set | The price or terms can change when the initial period ends. |
| Choice route | Utility standard offer, individual supplier, or local government aggregation | Aggregation may have its own enrollment and opt-out terms. |
Before submitting enrollment, confirm the form shows the rate and terms you intended to select. The chart and contract should agree; if the offer has changed, reassess it rather than relying on an earlier comparison.

Understand fixed, variable, and introductory rates
Fixed rates
A fixed rate applies for the period defined by the contract. Check exactly how long that period lasts and what happens at its end; “fixed” does not by itself mean the same price applies indefinitely.

A variable rate can change under the contract. Read how and when it may change, and determine what price applies after any introductory period. Do not assume that a variable rate will stay below the utility’s Price to Compare.

Fixed introductory rates that convert to variable
For covered residential and small commercial contracts that convert from a fixed introductory rate to variable pricing, Ohio Revised Code Section 4928.102 requires two notices: the first 60–90 days before the fixed rate expires, and the second 15–45 days before expiration. The second notice must identify the initial variable rate. The statute also requires an annual notice after conversion. These are notice requirements, not a promise that the variable rate will remain low.
Check renewal, cancellation, and confirmation terms
Read the contract for an early termination fee before switching, especially if you might leave before the term ends. Also check whether the plan renews automatically and how the renewal price will be determined. The Ohio Consumers’ Counsel recommends keeping a copy of the contract, setting a reminder before the term ends, and comparing the renewal price with other available options. Its electricity shopping fact sheet offers consumer guidance; its June 2026 electric shopping guide provides further detail.

Check eligibility and local aggregation
Electric choice is not available to every Ohio customer. The Ohio Consumers’ Counsel identifies municipal power customers, electric cooperative members, and PIPP Plus participants as ineligible. Eligibility and offers depend on the actual utility serving your account; verify both before comparing plans.

Some local governments arrange electricity supply for residents through aggregation. These programs are often opt-out, so eligible residents may be enrolled automatically unless they leave the program. Availability, rates, terms, and opt-out deadlines depend on the locality. Compare the aggregation offer with the utility standard offer and individual supplier offers, and read local notices for the applicable deadline and procedure.
Know who handles outages and service
Choosing a supplier changes who provides the electricity supply—not the local distribution utility that maintains the wires. Contact that utility about outages. PUCO says the utility will maintain uninterrupted service if a supplier cannot meet its commitments, acting as provider of last resort. The supplier choice does not change your outage contact.
Protect your account information while shopping
The Ohio Consumers’ Counsel cautions consumers against buying through door-to-door or in-store promotions and against sharing a utility bill or account number with a marketer. Use the state’s official chart and consult its certified supplier list rather than handing account details to a salesperson to make a comparison.
