A fixed rate keeps the scheduled principal-and-interest payment predictable; an adjustable-rate mortgage (ARM) may begin with a lower rate, but it can change later. Choose an ARM only if you understand its adjustment rules and could afford its maximum permitted payment without relying on a future sale or refinance.
What fixed and adjustable rates mean for a mortgage
| Comparison | Fixed-rate mortgage | Adjustable-rate mortgage (ARM) |
|---|---|---|
| Rate behavior | The interest rate is set at origination for the loan term. | The initial rate usually applies for a specified period; afterward, the rate adjusts on the schedule set in the loan documents. |
| How adjustments work | No scheduled interest-rate adjustments. | The rate generally reflects an index plus a lender-set margin, subject to the loan’s caps and adjustment dates. |
| Scheduled principal and interest | Stays stable over the term, assuming payments are made as agreed. | Can rise or fall after adjustments. The contract determines how often adjustments occur and how much the rate can change. |
| Other housing costs | Taxes, insurance and mortgage insurance can still change, so total housing outlay is not necessarily fixed. | Those costs can change as well as the mortgage payment. |
| Initial rate | May be higher than an ARM’s introductory rate. | May start lower, but the introductory rate is temporary. |
| Main risk to check | Whether the payment and other costs suit your budget over time. | Whether you can manage the maximum permitted rate and payment, not just the initial one. |
For an ARM, read the note for its index, margin, first adjustment date, later adjustment frequency, and initial, periodic and lifetime caps. Caps limit changes under the contract; they do not guarantee that the resulting payment will be affordable. The CFPB’s explanation of fixed-rate and adjustable-rate mortgages describes how those terms affect the loan.

Compare actual offers on equal terms
Request Loan Estimates from at least three lenders, as the CFPB recommends. Ask for offers with the same loan amount, term and product structure so differences are meaningful. Mortgage rates can change daily, so note when each estimate was issued. Compare the full offer rather than selecting the lowest advertised rate.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Match the assumptions. Check that the estimates use the same loan amount, term, down payment assumptions and loan type. Different assumptions can make a payment or rate comparison misleading.
- Compare the note rate and principal-and-interest payment. For an ARM, identify when the first adjustment can occur, how frequently later adjustments happen, and what limits each adjustment and the lifetime rate.
- Review points, fees and APR. Points and other charges can change the cost of borrowing even when the note rates look similar. The APR incorporates the rate and certain charges, but it does not show an ARM’s maximum rate. As the CFPB puts it, “For adjustable rate mortgage loans, the APR does not reflect the maximum interest rate of the loan.” See its APR guidance. APRs may also include different charges for different products, such as closed-end loans and home-equity lines of credit.
- Check the five-year comparison. On the Loan Estimate, the five-year cost comparison can help show how much you will have paid and how much principal you will have paid down. Subtract principal paid from the total amount paid to estimate interest and fees over that period. For an ARM, the estimate assumes rates stay unchanged; it is not a forecast or a worst-case scenario, and actual costs could be higher if rates rise.
- Read for other costly or risky terms. Look for a prepayment penalty, balloon payment, negative amortization or interest-only period. Ask the lender for an alternative Loan Estimate without a feature you do not understand. The CFPB’s mortgage-offer comparison checklist includes term, rate, payment, fees, points, principal payoff, taxes and insurance, and early-repayment terms.
- Test the ARM’s payment ceiling. Use the contract’s caps and adjustment rules to determine the maximum permitted rate and payment. Judge that payment against your current income and budget, not a hoped-for raise, sale or refinance.
How to decide which structure fits
A fixed rate may fit better when predictability matters
Lean toward a fixed-rate mortgage if stable principal-and-interest payments are important to your household budget or you expect to keep the home and loan for a long time. The rate structure reduces exposure to scheduled interest-rate increases, though taxes, insurance and mortgage insurance may still change.

An ARM may fit only if its worst case is manageable
Consider an ARM only when you understand its adjustment terms, can afford the maximum permitted payment, and find the initial-rate savings worthwhile without assuming you will sell or refinance before an adjustment. A future refinance depends on eligibility and market conditions; it is not a guaranteed exit. Also check the contract’s early-repayment terms.
Do not treat APR as an ARM stress test
APR is useful for comparing rates and certain borrowing costs, but it does not capture an ARM’s maximum interest rate. Pair it with the adjustment schedule, caps, payment scenarios and five-year comparison. The Loan Estimate’s flat-rate assumption can understate costs if the ARM rate increases.

Keep the scope of the comparison clear
This framework concerns U.S. home mortgages and the CFPB’s Loan Estimate process. “Variable-rate” is often called “adjustable-rate” in mortgage documents. Personal, auto, student and business loans may use different disclosures and contract terms; rules also vary by country, so do not assume this mortgage comparison process applies to them.
