How to Compare Electricity Transmission Stocks Before Investing

A practical guide to comparing U.S. electricity transmission stocks by business exposure, regulation, project pipeline, financing, and valuation.

Compare electricity transmission stocks by measuring how much transmission each company actually owns, how its assets earn regulated revenue, whether its planned projects are approved and recoverable, how it will fund them, and how its valuation compares with peers on the same date. A large capital plan is not proof that a project will earn its expected return—or that the stock will outperform.

What counts as an electricity transmission stock?

There is no single, uniform “transmission stock” category. Some companies focus on regulated high-voltage transmission; many publicly traded utilities also own distribution networks, power generation, gas businesses, or other operations. A company’s name or a large utility-wide investment plan does not tell you how much of its business is transmission.

Start with the latest annual report and identify the legal entities that own the transmission assets, the parent company’s ownership share, and how the segment appears in reported results. For example, ITC Holdings’ 2025 Form 10-K describes regulated operating subsidiaries subject to FERC rate regulation, while Eversource Energy’s 2025 Form 10-K presents transmission as one component of a diversified utility. These examples illustrate different business mixes; they are not a ranking of investment prospects. ITC Holdings Corp. 2025 Form 10-K Eversource Energy 2025 Form 10-K

Where the company provides the information, compare transmission’s share of segment assets, earnings or operating income, rate base, and capital spending. Check whether each figure is gross or attributable to the parent, and whether it includes joint ventures. A diversified utility’s consolidated capital plan is not directly comparable to a transmission-focused company’s plan.

How are transmission revenues regulated?

For U.S. companies, identify the regulator and rate-recovery mechanism for each material asset and revenue stream. FERC regulates interstate electricity transmission; state or local regulators generally oversee distribution rates. An integrated utility can therefore operate under different regulatory frameworks for different parts of its business. FERC: Electric Transmission FERC: Formula Rates in Electric Transmission Proceedings

FERC describes transmission cost of service as including the costs of building, operating, and maintaining facilities, plus a reasonable return on investment. Under a formula rate, approved inputs and procedures update a utility’s cost of service, often annually. Formula-rate protocols give customers and other parties opportunities to review and challenge inputs and calculations.

For each company, examine the relevant tariffs, orders, and proceedings rather than assuming that a general policy applies to every asset. Ask:

Rank #2
  • Is the rate formula-based, set in a rate case, stated in a tariff, or determined through another approved mechanism?
  • How quickly can prudent investment be reflected in rates, and is there regulatory lag?
  • What return and capital structure have regulators authorized for the relevant business?
  • Does a specific project have approved incentives or cost-recovery protections, and what conditions or proceedings remain?
  • How can customers or other parties scrutinize annual rate inputs?

An authorized return on equity is not a guaranteed realized return, and it is not the stock’s market return. Actual costs, financing conditions, project execution, and future regulatory decisions affect what the company ultimately earns. Incentives may apply to particular investments or circumstances; their availability does not mean every project receives them.

How strong is the investment pipeline?

Compare transmission projects over the same time horizon, separating approved or under-construction work from contingent, proposed, or otherwise unapproved spending. For each material project, look for the expected in-service date, planning and permitting status, cost-allocation arrangements, construction risks, and the mechanism through which costs are expected to be recovered.

Separate transmission spending from distribution, generation, gas, and corporate investment. Eversource’s 2025 Form 10-K, for instance, identifies expected electric transmission spending within a broader 2026–2030 capital plan. ITC’s 2025 Form 10-K reports capital expenditures at its regulated operating subsidiaries. Those figures describe different scopes and should not be treated as equivalent measures of transmission exposure. Eversource Energy 2025 Form 10-K ITC Holdings Corp. 2025 Form 10-K

FERC filings can add operating and planning context, where applicable:

  • Form No. 1: An annual financial and operating report for covered major electric utilities.
  • FERC-730: Reports transmission investment activity for public utilities granted specified incentive-based rate treatment for transmission projects.
  • Form No. 715: Covers planning information for qualifying transmission utilities, including system maps and diagrams, planning practices, and system evaluations.

Applicability varies by issuer and subsidiary. Check whether the relevant filings exist rather than assuming every company submits every form. FERC: Electric Industry Forms FERC Form No. 715 instructions

Can the company fund its plan without excessive risk?

Transmission projects require capital, so assess how the parent and utility subsidiaries plan to pay for them. Read the latest filings for debt balances, interest expense, maturities, liquidity, credit ratings and outlooks, operating cash generation, and expected equity issuance. Then consider those needs alongside dividends and the company’s projected cash flow.

Eversource’s 2025 Form 10-K discusses debt issued and repaid, dividends, an at-the-market equity program, and its multiyear capital program. These are issuer-specific disclosures, not universal sector benchmarks or forecasts. Eversource Energy 2025 Form 10-K

A growing rate base or capital plan can coexist with higher borrowing costs or share dilution. Consider whether expected earnings-per-share growth depends on external financing, when that financing is needed, and what it may cost. Assess dividend coverage using a clearly identified basis: GAAP earnings, adjusted earnings, and free cash flow are not interchangeable.

How should you compare valuation?

Choose a peer set with reasonably comparable business mixes, then use one market-data date and consistent definitions. Depending on the companies and available data, useful measures include price-to-earnings, enterprise value to EBITDA, dividend yield, and earnings or cash-flow growth. Label earnings as trailing or forward and GAAP or adjusted; confirm that enterprise value treats debt and noncontrolling interests consistently. A segment-level valuation may not be possible when a company does not report transmission separately.

Valuation figures are date-sensitive. State the market-data source and “as of” date alongside the figures, and do not present older company forecasts as current market facts. The examples in this article do not establish which stock is cheapest or best to buy.

A practical comparison checklist

  1. Define the exposure: Record transmission assets, earnings or operating income, rate base, and spending where disclosed; identify ownership shares and the reporting period.
  2. Map regulation: Match each material asset and revenue stream to its regulator, rate mechanism, relevant orders, and any project-specific recovery conditions.
  3. Classify the pipeline: For each project, note spending period, approval and construction status, expected in-service date, cost allocation, and recovery mechanism.
  4. Assess funding: Compare debt, interest costs, maturities, liquidity, cash generation, equity issuance, and dividend coverage in the latest filings.
  5. Compare market measures: Use a consistent peer set, current shared measurement date, and clearly defined valuation and growth metrics.

If a comparable figure is unavailable or the companies report it on different bases, mark it as unavailable or non-comparable instead of filling the gap with an estimate. This framework covers U.S. publicly traded companies and is a way to organize due diligence, not personalized investment advice.
